This document is an Amendment (0003) to a federal solicitation for an Equipment Services Support (ESS) Contracted Maintenance and Repair Contract at Naval Station Rota, Spain. The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is seeking a contractor to provide maintenance and repair services for various naval expeditionary equipment assets, including civil engineering support equipment, material handling equipment, support vehicles, and containerized base camp facilities located at Naval Station Rota.
The solicitation is for a single-award, firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 60-month base ordering period and a potential 6-month extension. The maximum contract value is $8,000,000, with a seed task order to be issued concurrently with the contract award, anticipated in August 2025. The contract will support maintenance of approximately 432 assets, with the potential to expand up to 800 pieces of equipment. Key requirements include maintaining 90% of equipment in fully mission-capable status, performing preventive and corrective maintenance, and adhering to specific quality and safety standards. Proposals are due by 05 April 2025, and all submissions must be made electronically through the Procurement Integrated Enterprise Environment (PIEE) system.

1 J-11 1 1.2 The PWS lists approximately 450 assets, though the table indicates exactly 432 assets. Can the government confirm the amount of assets to be maintained at task order execution?
There are 432 assets currently on site.
The 450 allows for changes in inventory.
2 J-11 1 1.2 1.2 states, "the maintenance services conducted will be determined by the 13-week production report." Will the government please provide this report to allow the offeror to properly identify which maintenance services are required?
The 13-week report is the document generated by the Navy 3-M maintenance system. This report identifies the "checks" scheduled to be performed on a specific piece of equipment. Each check has a Maintenance Requirement Card (MRC) that lists the specific steps to be performed to complete the requirement.
3 J-11 1 1.2 1.2 lists a table of 432 assets. Will the government provide a list of these assets, to include asset type, manufacturer, and other pertinent information (hours/year of equipment, last date of major service, current MC status, etc.)?
Refer to Attachment 4 "TOA Equipment Sample"
4 J-11 1 2.1 2.1 references the Maintenance and Repair Base Contract. Is this intended to be the same as the ESS_Rota_PWS document? If not, can this document please be provided?
The intended PWS for ESS Rota Maintenance and Repair can be found in the Solicitation N3943025R20007 under Section C.
5 J-11 2 3.1.2.1 3.1.2.1 states that "replacements may or may not be of the same make, model, or type, depending on needs of the Navy." If replacements are
Any "replacements" will be the same form, fit and function as provided in question #3.
different than the initial equipment baseline, it may result in further personnel being needed to support their maintenance. Would these increases be subject to task order modification?
6 J-11 2 3.1.4 3.1.4 states that the Contractor shall provide PM services for the duration of the TO. Will the government provide the expected PM schedule to be utilized for the proposed equipment?
Yes
7 J-11 2 3.1.4.2 3.1.4.2 references that repairs must restore equipment "to perform all its intended functions as designated in the Original Equipment Manufacture's (OEM) operational and technical manuals." Will the government confirm that these manuals are currently available and are the responsibility of the government to provide?
Yes. Refer to PWS, Section 3.5.3.13 and 7.2.4.13 and CDRL A012 .
Reference PWS Para 7.2.4.12 of the current PWS, Para 7.2.4.13 was from previous contract.
8 J-11 3 3.3.2 3.3.2 states that the "Contractor shall provide the data in a format that allows the on-site TPOC to enter the maintenance action into the Governments Navy 3M System during the routine maintenance process."
Please confirm that it is not the Contractor's responsibility to enter information into the 3M system.
Confirmed. It is the on-site TPOC’s responsibility to enter information into the 3M system.
9 J-11 3 3.3.2 Please clarify if the government's intent of 3.3.2 is to allow for legible, paper-based documentation to be submitted from the Contractor to the TPOC for maintenance documentation, or if another system of record is preferred.
3.3.2 TPOC will provide
Requirements (13 Week Report).
Contractor will return completion data to TPOC. CDRL A007 is inspection sheet completed in addition to assigned 3-M Maintenance Section 7.2.4.7 of N39430-25-R-2007.
10 J-11 3 3.3.3 3.3.3 states the "Contractor shall pass government required spot checks 100% of the time." It further states, "Any deficiencies during the spot check the Government will arrange for a re-inspection until the Contractor provides satisfactory status." Will the government clarify that a discrepancy annotated during a spot check that is subsequently corrected does not result in a failure of the spot check?
There is a separate Spot Check Form from the Navy 3-M Maintenance Program.
11 J-11 3 3.3.3 Will the Government please provide a sample of the checklist referenced in
3.3.3 that will be provided by the TPOC or COR with respect to a spot check?
The Spot Check Form will be provided as example, refer to Attachment J-12 (Spot Check Form)
12 J-11 3 3.3.4 3.3.4 states, "The Contractor maintenance standards shall be completed with applicable Maintenance Requirement Card (MRC) 100% of the time." Will the Government please provide a sample of an MRC to be utilized in the performance of this STO?
Every PM check has an MRC as part of the 3-M System. MRC will be provided as a sample, refer to Attachment J-13 (Maintenance Requirement Card) can be provided.
13 J-11 3 3.3.5 3.3.5 states, "The Contractor shall maintain 90% of equipment in a Fully Mission Capable (FMC) status at all times." Will the government clarify how they intend to determine FMC status?
FMC = Vehicle performs all intended functions.
14 J-11 3 3.3.5 Due to the limitations placed by 3.3.5, can the Government please clarify what is the current FMC status of the proposed 432 assets?
Calculation will be made on # of pieces NMC at contract award. 432 total - 43.2 Not Mission Capable (NMC) per Month = 90% Availability Rate. There are approximately 38 units that are NMC. Number of units NMC at time of award would not be reflected upon contractor availability rate percentage, but will still be required to have any maintenance actions/repairs made as part of the 432 piece total number of assets.
15 J-11 3 3.3.5 If the FMC status of the 432 assets is determined at STO execution to be less than 90%, what grace period will be provided by the Government to allow the Contractor to return the equipment to FMC status?
Equipment must be returned to FMC status within 30 days after the parts are received. Refer to question #14.
16 J-11 3 3.3.5 If equipment is down for repairs and awaiting parts, will the government assume the equipment that is AWP (awaiting parts) into the FMC calculations?
3.3.5 The on-site TPOC will
determine FMC status acceptability considering material delivery and any other unforeseen circumstance preventing the contractor meeting the
FMC.
17 J-11 3 3.3.5 Will the Government clarify that the intent of 3.1.4.1 and the production report mentioned in 1.2 indicate that the Government TPOC and/or COR will be responsible for the scheduling of the repair and maintenance functions of the assets? As such, if multiple assets are down for repairs awaiting parts and potentially impacting the equipment availability, how will the Government equitably determine the FMC rates for this equipment to fairly evaluate the Contractor's performance and not negatively impact them due to scheduling inconsistent with procurement and parts availability?
TPOC and/or COR will determine priority of repairs made. If two pieces of equipment both receive parts required to return to FMC and one is a priority the TPOC and/or COR will determine which is the priority to repair. Contractor cannot receive a negative assessment for percentage if the parts that are required to make repairs are not available. See also answers to questions #14 and #15.
18 J-11 3 3.3.5 3.3.5 states, "Also a 95% completion rate for emergent or “mission critical” equipment repairs that require turn-around in 24 hours." Please clarify that this 24-hour turn-around is once parts are received?
Correct, once parts are received.
19 J-11 3 3.3.5 Is the 24-hour turn around as mentioned indicative of 24 working hours or one calendar day?
24 working hours.
20 J-11 3 3.3.5 It appears that the contract working hours are Monday through Friday, 0800-1600 European Time, with listed holidays excluded. If mission critical repairs or requirements require work outside of these hours, please confirm that these requirements would be additionally or separately funded on an additional task order or modification, as overtime rates are higher than base labor rates in accordance with labor laws and regulations?
Additional Task Order would be required.
21 J-11 3 3.3.5 3.3.5 states, "The on-site TPOC will determine FMC status acceptability considering material delivery and any other unforeseen circumstance preventing the contractor meeting the FMC." Please confirm that assets awaiting material delivery will not negatively impact the assessment of the Contractor meeting FMC requirements.
Assets awaiting material delivery will not negatively impact the assessment of the Contractor.
22 J-11 3 3.3.6 3.3.6 states, "The on-site TPOC/Unit will order parts through the Navy 3M system, for procurement of parts, materials, and HAZMAT." Please confirm that the Government's intent is for the Contractor to assist in the identification of repair/replacement parts/materials/HAZMAT, though it is the Government's responsibility (at not cost to the Contractor) to procure the material requested.
This is correct.

Monthly reports on task order progress and status of funds references PWS, Para 3.6.5. This paragraph does not appear in the document titled ESS_Rota_PWS, nor N3943025R2007, nor the Seed Task order PWS. Please advise.
The correct PWS Para is 3.2.2 and applicable CDRL A004 listed in Solicitation N3943025R2007 and Attachment J-11 ESS-Rota Seed Task Order PWS. PWS Para 3.6.5 was from previous contract.

Service, "Adherence to the Schedule" states an AQL of "meet schedule 95% of the time." This appears to conflict with STO, which states that 95% completion rate is for "emergent or 'mission critical' equipment repairs that require turn-around in 24 hours."
Please advise.
All Deliverables will be met 95% of time. If "Critical Repairs" are necessary they will be initiated on a separate Task Order and will also require a 95% completion.

CDRLs will be communicated either electronically or by legible paper-based document.
32 J-11 3 4.0 4.0 states, "The Contractor shall provide all the applicable Contract Data Requirements List (CDRL) documents noted in the ESS Rota Base Contract PWS (refer to Base PWS, Table I)." CDRL A012, listed in Table I, is titled, "Original Equipment Manufacturers’ (OEM) Operation and Maintenance (O&M) Manuals." The Base PWS further explains this CDRL by stating, "The Government will provide the Original Equipment Manufacturers’ (OEM) Operation and Maintenance (O&M) Manuals for all Maintenance of the equipment within the scope of this contract. During a Repair Task Order the Contractor must provide the OEM O&M Manuals for all equipment repairs which is not part of the original O&M Manuals set. This additional documentation of repairs for the equipment is within the scope of this contract to include illustrated parts list.
The Contractor must inform the Government if neither O&M manuals, descriptive pamphlets, nor specification sheets are available."
Please clarify how the government intends to receive this CDRL.
CDRLs will be communicated either electronically or by legible paper-based document.
33 J-11 3 4.0 WRT CDRL A012, are all OEM O&M Equipment manuals currently available for the proposed equipment? If an OEM manual is not available, will this be provided by the Government (as stated in base PWS 7.2.4.12?
Yes and Correct.
34 J-11 3 4.0 WRT CDRL A012, is the intent of this CDRL to list the Government-provided OEM manuals that are available on location?
No. CDRL A012 is for the Contactor to inform the Government as specified under section 7.2.4.12.
35 J-11
3 4.0 WRT CDRL A012, the Base PWS further states that "During a repair task order, the Contractor must provide the OEM O&M Manuals for all equipment repairs which is not part of the original O&M Manuals set." Please clarify if these additional manuals are intended to be catalogued and added to CDRL A012.
Refer to section 7.2.4.12.
36 J-11
3 4.0 WRT CDRL A012, if the Contractor must purchase these additionally requested O&M Manuals, please advise how the Contractor is to reclaim the costs associated with the purchase of these manuals.
Refer to section 7.2.4.12.
37 J-11
3 4.0 WRT CDRL A012, it is imperative to understand the size/scale of this effort to have an accurate inventory of the equipment being requested to be maintained by the STO. Will the government please provide an accurate equipment listing, as well as confirmation of whether manuals exist for each of these pieces of equipment, so that any costs can be accurately captured in the bid process?
Manuals do exist, if not available refer to CDRL A012 in section 7.2.4.12.
38 J-11
4 4.1 The CDRL's listed here (A004-A010) are less than those listed in the Base PWS, Table I. Please verify which CDRL's are required for the performance of this STO.

5 1.3.2 1.3.2 states, "some militarized vehicles and equipment may be unique to the military." This document does not inherently states that only US citizens can be utilized in support of this contract; however, the STO requirements, and the overall nature of the contract, appear to indicate that this is in the best interest of the US Government. Will the Government
