About this file

This document is a Request for Information (RFI) for a Follow A-E MAC (Multiple Award Contract) with solicitation number N3943025R0024, containing two key questions and government responses related to proposal submission requirements. The RFI addresses two specific areas: (1) Specialized Experience Criteria and (2) Past Performance Documentation, providing clarification for potential offerors.

In the first Q&A, the government reaffirms that proposed projects in the SF 330 form must be completed by the exact office/branch/regional office or individual team member proposed, either as prime or subcontractor. In the second Q&A, due to a government shutdown, the government indicates that firms should submit Final CPARS or Past Performance Questionnaires (PPQs) if available, and provide a statement explaining if only interim CPARS can be submitted. The document appears to be part of a solicitation process for architectural and engineering services, likely managed by NAVFAC/EXWC (Naval Facilities Engineering Command/Expeditionary Warfare Center).

RFI No. Reference Question Government Response

Section: Selection Criteria Subsection: Criterion 1- Specialized Experience (SF 330, Part I, Section F) Submission Requirements Para: 3 Page: 7

We would like to request clarification regarding RFI response #4. This question originated from our team, and we want to ensure there is no misunderstanding that could potentially disqualify us during the SF330 submission. Please let us know if there is a different approach to this request. The response indicates that the proposed office/branch/regional office or individual team member must have completed the referenced project. To clarify, we hired staff from a current A-E POL MAC holder last year who directly managed and designed API 653/570 and other related projects. These individuals served as the Designer of Record (DOR) as either the prime or the subcontractor for the prime and were directly responsible for the successful execution of those projects. Their addition has significantly strengthened our technical capabilities and resource depth, particularly in support of the NAVFAC/EXWC contract. As a growing small business, we are continuously expanding our internal expertise to deliver the highest quality solutions to our customers, an approach we emphasized during our selection presentation for the current NAVFAC/EXWC IDIQ/MAC, on which we are an incumbent.

Can any additional feedback or clarification be provided regarding this RFI response?

No additional feedback can be provided.

As stated in the response to RFI No. four

(4) all projects provided in the SF 330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work, either as the prime contractor or subcontractor.

Criterion 4 - Past Performance (SF 330, Part I, Section H); Page 7 of 10

Due to the current government shutdown, the federal staff who would typically complete the required Past Performance Questionnaires (PPQs) are furloughed and unavailable to do so. Furthermore, many of our 100% completed projects have not yet been issued a final CPARS by the government. In our experience, it has been acceptable to submit the most recent interim CPARS to demonstrate performance history. Given the present circumstances, obtaining either Final CPARS or new PPQs is not feasible. In light of these challenges, we respectfully request that the government consider accepting the most recent interim CPARS for completed projects. This would allow us to provide relevant and timely past performance information.

Firms should submit a Final CPARS or PPQ if available. Firms should provide a statement that the final CPARS or PPQ was unavailable, if the Interim CPARS should be used.
