About this file

This document is a Request for Information (RFI) for the N39430-25-R-0022 Waterfront Facilities Inspection and Assessment contract for CONUS Region 4, issued by the Department of the Navy Naval Facilities Engineering Command. The solicitation is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer services covering the Northwest Area (including Alaska) and Pacific U.S. Territories such as American Samoa, Micronesia, Guam, Midway Island, Wake Island, Johnston Atoll, Baker Island, and the Northern Mariana Islands.

The RFI includes two key clarifications for potential offerors: (1) projects submitted for Criterion 1 - Specialized Experience must have completion dates from January 2022 onward, and (2) electronic submissions are required via email, with alternative submission methods available through a DoD SAFE link if file size is an issue. Additionally, the government clarified that RFIs must be submitted separately for each CONUS region, and project submissions must be wholly severable and complete, with interim CPARS evaluations acceptable for completed tasking but not for ongoing work.

N39430-25-R-0022 – WATERFRONT FACILITIES INSEPCTION AND ASSESSMENT, CONUS Region 4

RFI #1

04 September 2025

1. Criterion 1 – Specialized Experience:

Please confirm that projects included in Section F with Period of Performance (PoP) end dates, including modifications, after January 2022 meet the submission requirements. Specifically, could the Government please clarify if the referenced contract period of performance date to be listed in Section F is intended to mean the “Est. Ultimate Completion Date/Last Date to Order” or the “Estimated/Actual Completion Date?”

Government Response:

The Government does not want projects submitted that have completion dates that are older than January 2022. So starting from January 2022 for projects submitted. PoP end dates may be from January 2022 and onward, but end dates may not be older than January 2022.

1. Submission:

Please clarify the authorized platform or system to be used for one (1) electronic submission Please confirm that hard copies of the SF-330 are not to be included

Government Response:

Electronic submission shall be completed by emailing to the POCs listed within the SynopsisSolicitation. If an interested firm is unable to provide their submission via email due to file size constraints, they shall request a DoD SAFE link to provide their submission prior to the response due date from the POCs listed on this notice.

Confirmed. SF-330 hard copies are not required to be included

1. Can you confirm whether RFIs submitted for one CONUS region will be applicable to all CONUS regions, or must separate RFIs be submitted per region?

Government Response:

Although the CONUS regions are for the same work but different areas, they shall be handled as the separate contract requirements that they are. So separate RFIs must be submitted per region.

RFI#2

09 September 2025

1. For Criterion 1 – Specialized Experience, will a project meet the submission requirements if the project initial task order award is completed and has been evaluated but modifications to the task order for additional work are incomplete? If so, please confirm that interim CPARS evaluations that cover the initial task order period meet the submission requirements.

Government Response:

Incomplete projects submitted for specialized experience shall be evaluated if it is wholly severable and complete from the project. Incomplete experience will not be evaluated.

Interim CPARS for completed tasking/work is acceptable as it is technically a completed CPARS. But CPARS for ongoing work will not be accepted.
