About this file

This is a GSA Limited Source Justification for a Federal Supply Schedule (FSS) order above the Simplified Acquisition Threshold (SAT), specifically for the Naval Facilities Engineering Systems Command (NAVFAC). The document details a procurement of ServiceNow software from Carahsoft Technology Corporation to replace legacy IT Service Management systems. The acquisition focuses on IT Service Management (ITSM) and Strategic Portfolio Management (SPM) modules, with objectives to streamline IT processes, improve user experience, and consolidate existing IT infrastructure.

The contract is structured with a base year and four option years, each lasting one year, under the DoD Enterprise Software Initiative (ESI) Blanket Purchase Agreement. The justification emphasizes the unique capabilities of ServiceNow, noting that alternative products cannot be modified to meet NAVFAC's specific requirements. The procurement will leverage the existing ESI BPA Contract #N66001-19-A-0120, which is valid until 07/14/2029, to secure competitive pricing and favorable terms. Future requirements will be considered for competition on a case-by-case basis, but for the initial implementation, Carahsoft is identified as the sole source capable of meeting the immediate needs.

GSA - LIMITED SOURCE JUSTIFICATION FOR FSS ORDER ABOVE SAT

Rev October 2024

LSJ# F25-007

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY: This is a Limited Source Justification. The requiring activity is the Naval Facilities Engineering Systems Command Headquarters (NAVFAC HQ); the contracting activity is Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) CON73 1100 23rd Ave. Port Hueneme, CA 93043-4301.

2. NATURE/DESCRIPTION OF CONTRACT ACTION: This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title 41 U.S.C. 152 (3) and Title 40 U.S.C. 501, Services for Executive Agencies). This is a limited source action to be awarded as a new Federal Supply Schedule order for supplies and/or services identified in paragraph 3 below. This will be a Firm Fixed Price call order per the DoD Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) Contract #: N66001-19-A-0120.

3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES: The proposed acquisition of ServiceNow software is necessary to replace the existing legacy IT Service Management systems (STS and HPSM) and to enhance project visibility, optimize resource management, and ensure alignment with organizational goals. The Naval Facilities Engineering Systems Command (NAVFAC) seeks to modernize and automate its business processes using ServiceNow as its enterprise platform. This initial software acquisition will specifically focus on the IT Service Management (ITSM) and Strategic Portfolio Management (SPM) modules. These modules will:

- Streamline and automate IT processes (including incident, problem, change, and request management)

- Improve user experience and provide robust reporting and analytics capabilities

- Consolidate the existing IT infrastructure.

4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND/OR

DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS: The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in FAR 8.405-1 or 8.405-2 is 41 U.S.C. 251, as implemented by FAR 8.405- 6(c), an order or BPA with an estimated value exceeding the simplified acquisition threshold.

Restricting consideration to an item peculiar to one manufacturer is essential because the Government's required specifications can only be met by this particular brand or product, making it uniquely capable of fulfilling the mission critical needs. For example, a particular manufacturer's device may incorporate patented technology or specialized features that are unavailable from other sources. Market research conducted per FAR 10.001 indicates that alternative products cannot be modified to meet these requirements, underscoring the necessity of this specific item. This also ensures compatibility with existing systems, reduces risk of operational disruptions, and maintains high standards of performance and reliability, ultimately providing a cost-effective and mission-aligned solution for the Government's needs. Pursuant to FAR 6.302-1, this justification supports the purchase of a unique item to meet specialized operational demands.

5. DETERMINATION OF THE BEST VALUE: In accordance with DFARS 208.7402, departments and agencies shall fulfill requirements for commercial software and related services, such as software maintenance, through DoD ESI (see https://www.esi.mil/). DoD ESI promotes the use of enterprise software agreements with contracts that allow DoD to obtain favorable terms and pricing for commercial software and information technology support services.

Additionally, prior to the award, the Contracting Officer will conduct a price analysis in order to determine that the price is reasonable.

6. DESCRIPTION OF MARKET RESEARCH: The requiring activity and contracting activity have conducted thorough market research among schedule holders to ascertain the availability and suitability of ServiceNow products. This research suggests that leveraging the ESI BPA Contract #: N66001-19-A-0120, valid until 07/14/2029, will secure for the government the most competitive pricing and favorable terms and conditions. The requiring activity has also certified that the requirement can be met by a commercial item, with supporting documentation provided and attached for reference.

7. ANY OTHER SUPPORTING FACTS: This procurement will leverage the DoD ESI BPA mentioned above in 6. Description of Market Research. As the BPA is awarded off of a GSA Schedule, the solicitation and resulting award will be facilitated in accordance with FAR Subpart 8.4.

8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION: All future requirements will be handled on a case by case basis and where reasonable, the requirement will be considered for competition. In the meantime, for initial implementation of services, Carahsoft Technology Corporation is the source able to meet the immediate needs described herein.

9. CONTRACTING POINT OF CONTACT: The point of contact at NAVFAC EXWC is Jonathan Oliveros, Contracting Officer, NAVFAC EXWC CON73 at jonathan.c.oliveros.civ@us.navy.mil.
