SUMMARY OF CHANGES
Amendment 01
Provide Government answers to the following contractor’s questions:
Question 1: Is this solicitation a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?
If possible, can you please provide the most recent contract or task order number?
Answer 1: This solicitation is a new requirement and a most recent contract or task order number does not exist.
Question 2: Page 1 of 49, Block 28 of the Solicitation is checked and it states the contractor is required to sign the document and return two copies to the issuing office, however the RFQ documents state that the offers are to be sent electronically, via email. Is a signed digital copy sufficient, or do you require contractors to mail in 2 signed hard copies? If that’s the case, do those documents need to arrive prior to the deadline time/date?
Answer 2: Offers are to be sent electronically, via email to Christopher Wolf at christopher.wolf2@navy.mil and Christopher Dela Cruz at christopher.delacruz@navy.mil. A signed digital copy is sufficient. Two mailed hard copies are not necessary for the submission of an offer and should be disregarded.
Question 3: Has your organization ever done a contract similar to this in the past? If so, please provide the contract number(s).
Answer 3: This is a new requirement and no past contract numbers exist.
Question 4: Does the government have a budget range in mind for this production? If so, please provide it.
Answer 4: No, there is no budget range for this project. The NAVFAC EXWC Dive Locker has a strict amount of government funding to complete this project that cannot supersede a specific amount.
Question 5: It is very difficult to create an accurate budget, shooting schedule, and describe our technical approach for creating a video without a script. Will the script be made available to offerers before the offer is due?
Answer 5: No, the script will not be available prior to the date that the offers are due. However, it is a simple tutorial “how-to” script. The film will not exceed 60 minutes in length, with a rough target of 40-50 minutes.
Much of the film will be composed in post-production using graphics and other CAD resources provided by the Government to the Contractor.
Question 6: Some of the chapter descriptions mention underwater activity and filming, and some do not, but it’s unclear. How many chapters will require underwater diving and videography? Or can you verify that chapters 3- 6 will require underwater filming?
N3943021R2316
Answer 6: Chapter’s 3 and 4 will require some underwater filming and brief underwater clips, however, the Contractor will not be required to film underwater. Due to legal issues, all underwater footage will be pre-recorded by the Government and provided to the Contractor for use. The Contractor is not permitted, nor expected to film underwater or obtain underwater filming equipment.
Question 7: Please define, in detail, what the government means by a “draft” video. In the film making world, we normally use terms like rough assembly, assembly, rough cut, fine cut, and final delivery. Is this what you mean by a draft?
Answer 7: Yes, a rough assembly/rough cut is synonymous with a “draft” video. The Government will refer to all rough assembly/rough cut references as “drafts”.
Question 8: The Task Completion Schedule seems heavily weighted on the post-production phase and it doesn’t seem to allow much pre-production time (considering the original kick-off meeting window is within 20-days of the award date, and the schedule requires filming to begin within 30-days of the award date). In our offer, can we recommend an adjusted schedule as long as the final delivery date does not change, or are we bound to the schedule outlined in the solicitation?
Answer 8: Yes, as long as the final delivery date does not change the Government is comfortably with adjusting the proposed schedule on a one-time basis. The Government will not allow for multiple schedule changes.
Question 9: Page 10, Section 3.5 of the Statement of Work, the Solicitation states "the Government will not furnish any equipment for contractor use during this effort. Page 9, Section 2.4 of the Statement of Work, the Solicitation states “The Government will shoot all underwater video…” and “The contractor is required to shoot all video on land…” In FAR clause 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS, Page 16 and 17, Section (b)(5) Factor 1 Technical Approach section, sub sections (i) A) 3 and 4, it appears that the contractor is responsible to provide all of the equipment for underwater shooting, and the crew should be "SCUBA certified divers with significant experience,” but as previously mentioned, the Government is responsible for shooting underwater video. Please clarify, or confirm, that the person operating the camera will be a Government diver, the Government diver’s camera will be provided by the Government, but any requisite underwater camera lenses used on a Government camera, underwater focus systems for the Government camera, grip, underwater lighting equipment, underwater communications unit, etc. is the responsibility of the contractor to provide. If that is accurate, please provide the make and model of the Government’s camera gear so we can ensure we are sourcing and budgeting for the proper gear for that camera system. If this is not accurate, please be more specific in describing exactly what underwater filming assets (personnel and gear) the Government will provide, and exactly what underwater filming assets the contractor is responsible for. Also, if the Government’s intention is that the government diver will use contractor provided lenses, focus systems, etc., please outline any and all liability factors in the case that any of that contractor-provided equipment is lost or damaged by the Government diver.
Answer 9: As stated in Section 2.3, Sentences 7 and 8 of the Statement of Work, “The Contractor is not required to film underwater. The Government will film underwater using Department of the Navy issued equipment and provide the Contractor MP4 video files to be used in the DAVD System Training Video via a secure internet access (such as through the AMRDEC file exchange) or via CD/DVD.” As such, the Contractor is not required nor legally permitted to dive on Department of Defense properties. The Government will be filming all underwater footage needed using Government-sponsored underwater filming equipment and provided to the Contractor.
