DESCRIPTION AND SPECIFICATIONS
Statement of Work
Diver Augmented Visual Display (DAVD) System Training Video
1 BACKGROUND
The primary mission of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is to provide specialized facilities engineering, technology solutions, and life-cycle management of expeditionary equipment to the Navy, Marine Corps, federal agencies, and other Department of Defense (DOD) supported commands. Part of NAVFAC EXWC’s Oceans Department—the NAVFAC EXWC Dive Locker is responsible for the research, development, testing and evaluation (RDT&E) of new ocean and subsea tools, techniques and equipment. This includes the partnership with the Diver Augmented Visual Display (DAVD) system launch teams to test the state-of-the-art sonar and computer system that brings augmented reality to further diving capability— more specifically, offering a see-through heads-up display that provides critical data in low-to-zero visibility conditions.
Military diving is regularly conducted in contested, low-to-zero visibility operational environments. Divers often use physical touch as their only sensory guide when diving. There is no current opportunity to use a map or technical manual to help with poor visibility. Both divers and topside supervisors are extremely dependent on intelligible audio communications under these conditions, posing limitations to manned diving operations which result in increased bottom times, decreased productivity, and decreased diver safety. In an effort to fill this capability gap and increase both mission effectiveness and safety of the expeditionary dive force—the DAVD system was developed.
The DAVD system is funded by the Office of Naval Research, Naval Sea Systems Command (NAVSEA), and tested by NAVFAC EXWC, among other DOD commands. The DAVD launch team consists of NAVSEA program managers who focus on research, development, testing and evaluation, maintenance and sustainment. The Coda Octopus Group, Inc.,—a global leader in real-time 3D sonar technology and real-time subsea intelligence—oversees the DAVD equipment as the equipment manufacturer. Naval Surface Warfare Center Panama City oversees the helmet component design.
The initial DAVD system—known as Generation 1.0—was issued to Underwater Construction Team One, Mobile Diving Salvage Unit Two and the South East Regional Maintenance Command. DAVD system Generation 1.5 underwent testing at NAVFAC EXWC in January 2020; DAVD system Generation 2.0 is planned to begin testing at NAVFAC EXWC tentatively in FY21.
The DAVD system continues to release new generations of the technology as increased functionality continues to develop. Additionally, the National Aeronautics and Space Administration (NASA) is working with the DAVD launch team to integrate the DAVD system into their EVA suits (spacesuit) to help astronauts faced with similar challenges to divers.
As the DAVD system technology’s functionality increases for supplied diving, researchers have concurrently received funding to develop an untethered system for free-swimming divers—or scuba diving. The SCUBA diving mode is targeted for fleet issuance in fiscal year 2024.
2 STATEMENT OF WORK
2.1 PROJECT DESCRIPTION
The purpose of this project is to produce a training video, up to 60 minutes, for the expeditionary dive force to utilize when training on the DAVD system. The DAVD training video will showcase the capabilities and technicalities of the DAVD system in a way that is educational, engaging, and immersive. The DAVD training video will be broken up into seven “chapters” and final questions and analysis (Q&A). These chapters include Introduction and System Overview, Equipment Setup; DAVD Console Operation and Diver Communication, C-500 Sonar Operation, 3D Mosaic Digital Model and Post-Processing, In Use: Digital and CAD Models, Equipment Retrograde and Maintenance. Each chapter will vary in length, but should not exceed 15 minutes per chapter. If chapters exceed 15 minutes, the Government must approve the increase. Each chapter will answer a list of questions and scenarios outlined in the DAVD training video storyboard provided by the Government. Each chapter may consist of the following: videography, still imagery, graphics, CAD designs, voiceover, interviews, and music. The training video will have a planned final delivery of no more than three months after the completion of filming. The Government will be responsible for the video planning, script development and coordination from start to finish. Table 1 provides a loose background and filming concept for the DAVD System Training Video.
