QuestionsResponses
1. The RFP indicates that this opportunity is "100% Total Small Business Set-Aside". Does this mean that the entire project team (i.e., subcontractors as well) needs to be comprised of small businesses? Or can large businesses serve as subcontractors? If able to use a larger firm (not qualified as a small business), is there some percentage of the project that you would like them to be under? Is it correct to assume that non-small businesses are not permitted as teaming partners for this procurement?1. Large businesses may be used as subcontractors. In accordance with FAR clause 52.219-14(e)(1) (Class Deviation 2019-O0003), "[for] services (except construction), it [the offeror] will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded".

2. Section E - You indicate that "participation of key personnel in example projects" is to be included in this section (on resumes). Can you please clarify your intenton? Does this mean that the Navy would like to see corresponding projects on resumes in Section 19 or should this participation be presented in a different format? 2. "Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Resumes are limited to one (1) page and should indicate: professional registration, certification, licensure, and/or accreditation in the appropriate disciplines; citation of recent, within the past three (3) years, project-specific experience in work relevant to the services required under this contract; current level of diver certification and ability to accomplish such work in a safe and efficient manner; and proposed role in this contract". Resumes should incorporate the project-specific experience relevant to this contract.

3. Can resumes be provided for additional labor categories or are we limited to those referenced in the RFP? 3. It is not recommended that additional individuals outside the Project Manager, Inspection Team Leaders, Senior Dive Engineers, and Load Rating Engineer are submitted since they will not be evaluated per the synopsis.

4. Part I, Section F - Will the Navy accept the personal experience of key personnel, as opposed to company experience in this section? If yes, what should be provided in lieu of a DUNS number in block 25? And will these projects be weighted the same as company experience? 4. No, please fill out Part I, Section F with only company experience. The synopsis already asks for the resumes for all proposed key personnel, so substituting key personnel experience instead of company experience would be redundant.

5. Part I, Section F - Assuming the prime contractor (i.e., the small business) will manage the contract, can projects be included for proposed subcontractors in this section? If yes, will these projects be weighted the same as prime contractor experience? 5. "All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work, either as the prime contractor or subcontractor under this contract". Projects for proposed subs should be included if these projects are provided in the SF330. All projects will be weighted the same.

6. The last paragraph in Criterion 6 mentions "…region that they wish to be considered for". Can you clarify the primary geographic regions that this contract will cover? 6. This last sentence has been deleted; please disregard.

7. Section H, Criterion 7 - Volume of Work: Can you confirm that this section is not required? 7. This section is required and apart of the evaluation. However, no data will be required to be submitted by the firm.

8. Should 330 Part IIs be included for all offices (prime contractor and subcontractors) that we anticipate working on this contract? Or would the Navy prefer to only see a single Part II for the primary office of the prime contractor and each subcontractor? Also, can you confirm that Part I, Sections A-C are also to be included in the proposal and outline any special requirements for these sections? 8. Part II should be filled out only for the prime contractor. Part I Sections A-C are also to be included in the proposal; there are no special requirements.

9. The RFP references Attachment A, but this document was not provided. Can you provide? 9. Attachment A is now provided.

10. In regards to the information excluded from the 50 page proposal limit, can you provide a listing of the additional information needed to be included as required by the Small Business Subcontracting criterion? Also, can you please confirm that a subcontracting plan is necessary for a small business procurement opportunity? 10. Since this is a total small business set-aside, a subcontracting plan is not required in accordance with FAR 19.702(b)(1). This information has been deleted.

11. When is the last day to submit questions for clarifications? 11. The last day to submit questions is Monday, 4 February 2019 NLT 1600 PST.

12. Can we bid as a sub and perform just our scope of work? 12. You cannot bid on the subject contract solely as a subcontractor, but you may find a prime contractor to team with who can then bid. If you go to the subject synopsis on FedBizOpps, the tab "Interested Vendors List" will show all of the firms currently interested.
