INTRODUCTION
B.1 The Government contemplates awarding a Multiple Award Indefinite-Delivery-Indefinite-Quantity (IDIQ)
Combination Cost Plus Fixed Fee (CPFF)/Firm Fixed Price (FFP) contract. This contract is a 100% set-aside for small businesses with NAICS Code 541330 and Size Standard: $38.5 million.
Each Contract line Item Number (CLIN) set forth in the schedule (Section B) includes an estimated quantity of the dollar value of all orders that will be placed during that ordering period. The aggregate of all the estimated quantities for all ordering periods, all task orders and all contracts under this multiple award IDIQ is the maximum amount the Government may order. The Government is not bound by the individual capacities of each CLIN. The Government may transfer any unused capacity between CLINs
(CPFF/FFP) and between ordering periods. Therefore, any estimated quantity not consumed in any given ordering period remains available for use in a subsequent ordering period.
B.2 The total value of all orders awarded under this contract is not to exceed $245,278,258.31 for the base ordering period, ordering periods 1 through 4 and the 6 month option period.

PERFORMANCE WORK STATEMENT
C.1.0 General/Organization/Scope/Background/Objective
C.1.1 Organization to be supported:

1. Work is to be accomplished for the Naval Facilities Engineering Command (NAVFAC) Engineering and
Expeditionary Warfare Center
2. Actual work locations will be detailed within individual Task Orders under this contract.
3. The contractor will, in accordance with all applicable Federal, state, and local laws, regulations, guidance, and policies, furnish the necessary personnel, services, products, materials, equipment, knowledge, and expertise to successfully complete the tasks required under this Contract.
C.1.2 Scope
This performance work statement describes the type of work that may be ordered. Contractors will provide ocean engineering services in support of projects involving ocean cable systems, ocean work systems (such as shipboard load handling systems and undersea work systems), waterfront facilities, offshore structures, moorings, and ocean construction equipment. The work will be performed in environments ranging from arctic to tropic and at all water depths where construction, installation, maintenance, inspection, repair, and salvage operations may be needed to support Naval Facilities Engineering Command, Engineering and
Expeditionary Warfare Center customers.
C.1.3 Background.
The work called for in individual task orders issued under this multiple award contract (MAC) will require performing ocean engineering services in support of ocean cable systems, ocean work systems, waterfront facilities, offshore structures, moorings, and ocean construction equipment.
This is a follow-on contract for Ocean Engineering Support Services. The previous acquisition was solicited as a Multiple Award IDIQ set aside for small business in 2014, for a not to exceed (NTE) capacity of $99,000,000.00 for twelve month base ordering period, two twelve month option ordering periods and one six month option ordering period for a total of three years and six months. The result of the acquisition was the award of a performance-based, CPFF/FFP hybrid contract for Ocean Facilities Support Services further identified as the Ocean MAC. The current Ocean MAC consists of five IDIQ contracts (N39430-
14-D-1497, N39430-14-D-1498, N39430-14-D-1499, N39430-14-D-1500 and N39430-14-D-1501)
Current contract completion date of the final 6 month option is 14 March 2018.
C.1.4 Objective.
The performance objectives described below are applicable to all services to be performed under this contract.
The Ocean Facilities Department of the Naval Engineering and Expeditionary Warfare Center (EXWC) is the Navy’s technical center of expertise for fixed ocean facilities engineering. The Ocean Facilities
Department conducts research, development, fabrication, test, evaluation, inspection, maintenance and repair in the following technical areas:

C.2.0 Definitions as applied to this contract
C.2.1 Defective Service –
A service output that does not meet the standard of performance associated with it in the Performance
Work Statement of each individual task order.
C.2.2 Contracting Officer’s Representative (COR)
A COR is a Government employee appointed by the contracting officer to provide technical direction/clarification and guidance with respect to the contract performance work statement. Their authority is clearly defined in an appointment letter. COR appointment letters are tailored to specific task order requirements and vary in the level of authority. They also serve as the key on site technical point of contact for the Contractor Project Officer. They are also responsible for surveillance of the contractor's progress in fulfilling the PWS requirements specified in the contract task order. All Task Order COR appointees shall inform the Port Hueneme prime contract COR and Contracting Officer of any technical or contractual problems or delays.
C.2.3 Quality Control (QC)
Actions taken by the Contractor to control the quality (practices, resources, and activities) of services, ensuring requirements of the PWS are met.
C.2.4 Quality Assurance (QA)

C.2.6 References
Electronic copies of all applicable documents and publications will be provided by the individual Task
Order. For example, the USACE Safety and Health Requirements Manual, EM 385-1-1, and the Navy
Crane Center's Management of Weight Handling Equipment, NAVFAC P-307.
C.3.0 Contract Description and Deliverables
A monthly status report on all active task orders is due no later than the 5 days after the end of every month during the ordering period. The reporting requirements are discussed in section C 3.10.1. Task Orders negotiated under this contract shall include their own specific list of deliverables and/or Contract Data
Requirements List (CDRL) as specified by the Government. They will include appropriate details such as content, format, timing, and receiving party.
Deliverables Format: All reports and CDRLs will be submitted electronically in two formats. A Microsoft
Office 2010 compatible format and an Adobe Acrobat PDF version 5.0 or higher. Documents shall be supplied electronically via a readable media (CD, E-mail). Note: Minimum Protection Requirements for
Controlled Unclassified Information: Security Classifications Guides (OPNAVINST 5513 services) and unclassified limited documents (e.g. FOUO, Distribution Statement Controlled) are not authorized for public release and, therefore, cannot be posted on a publicly accessible web server or transmitted over the internet unless appropriately encrypted.
Reports shall provide a comprehensive description of work being documented. Drawings, charts, illustrations and other material needed to clarify the presentation shall be included. The format for required reports shall reflect the appendices to the report. Reports shall be clearly written, described the work adequately, be well edited and be acceptable for release as a quality document. The report shall document the results of all analyses performed. Draft reports shall be finished products requiring only technical changes as the result of Government review.
Upon award of the first task order, the contractor is required to furnish the following deliverables:
Performance of Work Report: The contractor must demonstrate that it is compliance with the limitation of subcontracting requirements. The contractor shall provide a semi-annual report, starting after the award of the first task order for meaningful work, to the Procuring Contracting Officer (PCO). The report shall encompass all open (not completed) task orders. An example format is provided below:
Man-Hour Report: The contractor shall provide a monthly report that summarizes the total man-hours worked on each individual task order. This data should be the same as reported to OSHA. The report(s) are due to the Task Order Contracting Officer’s Representative(s) within 21 days after the completion of each month.
C.3.1 Schedule
The delivery schedule for work ordered will be defined in each individual task order
C.3.2 Services Required.
The contractor shall provide all labor, material, equipment and facilities to perform the work as described below.
C.3.2.1 The contractor shall travel to Government facilities and other locations to perform the services as described in Section 4.0 of this Performance Work Statement. Locations may include project locations worldwide and work aboard government, government contracted or contractor chartered vessels or platforms.
C.3.2.2 The contractor shall participate in project reviews at the contractors facility, project sites, EXWC
(EXWC Port Hueneme, CA and EXWC East Coast Detachment in Washington D.C.), and other locations as specified by individual task orders. The contractor shall provide facilities (meeting or working spaces) and equipment (presentation and information technology equipment, etc.) for project reviews conducted at the contractor’s facility.
C.3.2.3 The contractor shall assume custody of government furnished property (GFP)/government furnished information (GFI) and provide for proper use, storage and maintenance as required by FAR
52.245-5. The contractor shall return GFP/GFI as scheduled and identify and report any damaged or missing items. The contractor shall provide property reporting for all GFP stored at the contractors facility.
There is no GFP provided at the basic contract level.
C.3.2.4 The contractor shall provide progress reports, financial reports, technical reports, drawings, manuals, or any other documentation as specified by the contract and individual task orders.
C.3.2.5 Unless otherwise directed in individual task orders, the contractor shall utilize Microsoft Office software (Word, Excel, PowerPoint, Project) for preparation of documents and ARCVIEW compatible software for GIS formatted data. The contractor may be required to perform engineering modeling, simulation and analysis using Orcaflex, AQWA, or Makai Plan Pro software.
C.3.2.6 Services required under this contract shall normally be performed at the contractor’s facilities or a field location. Direct technical collaboration will also be required with EXWC personnel at the contractors facility and/or at EXWC Headquarters in Port Hueneme or at the EXWC East Coast Detachment in
Washington D.C.
C.3.3 Technical Services.
Technical support to accomplish tasks specified in individual task orders issued under this contract may be required in the following general areas. This list is not all inclusive, but is intended to show the range of capabilities required. Note that all references to design in the technical tasks are considered to be engineering services and do not require the endorsement of an Architect and Engineering firm. The technical tasks and technology areas are as follows:
C.3.3.1 Harbor/Waterside Security Projects
1. Concept development and feasibility analysis
2. Design, provide hardware, installation and evaluation of new technologies for harbor and waterside security.
3. Design, provide hardware, installation and evaluation of surface and subsurface surveillance sensor systems.
C.3.3.2 Specialized and Fleet Moorings
1. Specialized and fleet mooring design, installation, maintenance, repair, inspection and disposal.
C.3.3.3 Underwater Instrument Array Design, Installation, Inspection, and Repair (Magnetic Silencing
Facilities)
1. Design, provide hardware, installation, inspection and repair of underwater instrument arrays.
C.3.3.4 Submarine Cable Projects
1. Development of concepts and feasibility studies for cable systems.
2. Cable system project planning including scheduling, workload and resource allocation, survey planning, and installation planning.

8. Interface between Navy requirements and commercial undersea cable industry capabilities, experience and assets.
9. Perform analyses, studies and surveys to support assessment of survivability of submarine cables.
10. Static and dynamic engineering modeling, simulation and analyses including but not limited to determining the behavior of ocean cable systems and components during installation, recovery, or repair operations.
C.3.3.5 Ocean System concept development, design, analysis, provide hardware, installation, and repair
1. Conceptual development of ocean systems
2. Static and dynamic computer simulation and analysis of system response to the environment
3. Overall system integration, design for reliability, special materials and methods required for long life in the ocean.
4. Mechanical, electrical, hydraulic, pneumatic, and optical design.
5. Monitoring production of hardware to ensure that systems meet design specifications.
6. Installation of systems may be required at sea on board Navy owned or contracted vessels. Experience in offshore deployment, recovery and repair of ocean systems is required.
C.3.3.6 Ocean Work Platform Support
1. Selection of ocean work platforms for at sea work based upon suitability for the operation, safety, and specific requirements of the work. Analysis may include the prediction of platform motions in seas, deck loading arrangements, power supplies and interfaces.
2. Undersea work vehicle selection, modification, and operation. Work may include selection and operation of the appropriate vehicle for the required application and modification of the vehicle to provide the required capabilities. Services requiring larger, deep-water work vehicles may be necessary.
3. Precise integrated navigation of surface vessels, Remotely Operated Vehicles (ROV’s), Autonomous
Underwater Vehicles (AUV’s) and towed sensor packages.
C.3.3.7 Heavy Load Handling Engineering
1. Load handling system design, provide hardware, installation, testing, and repair. Includes systems for the handling of ocean vehicles, instrumentation or sea floor equipment deployed and recovered from surface vessels, ocean moorings and cable laying from vessels of all sorts.
2. The design may include analysis for static and dynamic behavior from the selected platforms in the design sea conditions.
C.3.3.8 Offshore Structure/Buoy Projects
1. Concept development and feasibility analysis.
2. Static and dynamic numerical modeling, simulation, and analysis.
3. Preparation of design criteria using metocean forecasting and hindcasting.
4. Design, fabricate scale models and perform testing in field and laboratory test facilities.
5. Detailed design, prototype, provide hardware, installation, testing, maintenance, recovery and repair.
C.3.3.9 Seafloor Engineering Projects
1. Geotechnical/geophysical data collection, testing and analysis in the laboratory, seafloor and near shore environments.
2. Seafloor and near shore geotechnical engineering to support soil structure interaction analysis (pile and mat foundation analysis, cable burial assessment).
3. Bathymetric surveys, seafloor mapping and seafloor imaging.
4. Analysis of ocean survey data to produce navigation and bathymetry plots.
5. Acoustic data analysis, acoustic data processing.
C.3.3.10 Marine Power Systems
1. Undersea power system design. Design and development of power supplies and distribution equipment for cable systems and other applications using both surface supplied and sub-surface supplied sources. Typical systems include ship power distribution systems, work vehicles, diver tools, acoustic sensors, instrumentation and communication systems. Power levels range from a few milli-watts to several mega-watts.
2. Marine surface work platform power system design.
C.3.3.11 Ocean Energy Generation Projects
1. Concept development and feasibility analysis for renewable energy generated from ocean swells, current, tidal movement, or ocean thermal energy conversion.
2. Design, analysis, provide hardware, installation and evaluation of ocean energy technologies.
C.3.3.12 Underwater Construction Tools
1. Design, fabricate, test and evaluate equipment for performing underwater inspections including nondestructive inspection of undersea objects.
2. Design, fabricate, and test prototype tool/work systems including power sources, controls, and tools for conducting specified work functions in an underwater environment.
C.3.3.13 Environmental Investigations and Permitting Support for Ocean Projects
1. Development of National Environmental Policy Act documentation relative to Navy ocean engineering projects.
2. Investigation of the effects of climate change and other meteorological and oceanographic phenomenon on
Navy ocean front facilities and other ocean affected areas of Navy interest.
C.3.3.14 Other Ocean Engineering Support
1. Design, provide hardware and assembly of instrumentation systems capable of monitoring and recording the performance of deck handing equipment, cable structures, ocean work platforms, vehicle tools, power systems or other ocean construction systems.
2. Design, provide hardware, installation and repair of undersea pipelines, near-shore systems and moored structures.
C.3.3.15 Nearshore and Across-the-Beach Load and Logistics Handling Systems

C.3.4 Key Personnel Requirements
The following definitions describe the positions of the key personnel required under this contract.
When preparing proposals for Task Orders, the contractor shall explain how the qualifications of the personnel are suited to the government tasks and how key personnel will ensure that quality control is maintained.
C.3.4.1 Senior Program Manager
The individual must have the following experience:
1. Minimum of 15 years of directly applicable technical and management experience in development and operation of military undersea engineering projects.
2. Detailed knowledge of and experience with the design, manufacture, installation and survivability assessment of equipment used in military ocean applications.
3. Detailed knowledge of and experience involving the design, fabrication and testing of prototype technologies/equipment for ocean applications.
4. Senior-level experience with project concept development, planning, and systems engineering including requirements generation and analysis, development of test and evaluation plans, and interface definitions.

C.3.4.2 Project Manager
1. Minimum of ten (10) years of directly applicable technical and management experience in design, development, installation and maintenance of government and commercial ocean engineering systems.
2. Detailed knowledge of requirements for military ocean engineering systems and experience in implementing and fielding systems.
3. Four (4) years experience reviewing and approving the work of engineers, support staff and contract administrative personnel at the project level.
4. Four (4) years experience with financial management including management information systems, reporting, and negotiations for supplies and services.
5. Four (4) years experience as Project Manager for a DOD Engineering Services Contract. Education:
1. Bachelor’s degree in an appropriate discipline from an accredited four-year College or University.
2. Advanced degrees preferable.
C.3.4.3 Senior Engineer
1. Minimum of fifteen (15) years of directly applicable experience in design, development, installation and maintenance of government and commercial ocean engineering systems.
2. Senior level experience in development of ocean engineering systems.
3. General experience in computer applications related to ocean engineering systems.
1. A Bachelor’s degree is required from an accredited four (4) year College or University.
Certification:
1. Professional engineering registration is required.
C.3.4.4 Engineer
1. Four (4) years practical experience in design or application of equipment and systems for use in the ocean.
2. Three (3) years experience in application of at-sea load handling systems such as deck winches, deck machinery, and load/motion compensation equipment.
3. Three (3) years experience in the systematic application of corrosion control methods to undersea systems.
1. Bachelor’s Degree in Engineering.
C.3.4.5 Marine Construction Supervisor
1. Fifteen (15) years (post-degree) experience or twenty (20) years of professional experience in ocean construction projects.
2. A minimum of eight (8) years of the required experience shall have been in direct supervision of multi-disciplined ocean construction labor forces, equipment and personnel for technically complex offshore projects.
3. Specific experience shall include: mooring installations; pile/plate anchor operation; construction operations aboard both commercial and government construction vessels; deep open ocean diving operations; underwater inspections, vessel positioning operations; marine crane and winch operations, and personnel safety procedures.
4. A minimum of ten (10) years of the required experience shall have been shipboard in responsible charge of at-sea deck operations for complex deep ocean construction projects.
5. Specific experience shall include: direct supervision of offshore construction crews and marine equipment operations including floating cranes, anchor handling boats, supply boats, deck winches, cable handling machinery, welding and burning equipment.

C.3.5 Specifications
The work under this contract shall be performed in accordance with the Performance Work Statement in the individual task order. In the event of any conflict between the Government specification and the
Contractor’s proposal submitted for the base contract or any task order, the Government specification shall control unless the government specifically accepts the deviation in writing.
C.3.6 Performance Requirements:
The contractor Performance Requirements are outlined in the Quality Assurance Surveillance Plan (QASP).
Specific performance requirements for each subsequent task order will be provided when a Task Order
Request for Proposal is submitted to the contractor.
C.3.7 Performance Objectives.
The performance objectives described below are applicable to the total scope of services being performed under this contract. The performance specifications will be addressed in each task order. The measurable performance objectives that may be used include the following;
1. Timely proposal submissions that meet project requirements.
2. Ability to meet project schedule milestones.
3. Creation and management of an effective QA/QC and Health & Safety Program
4. Ability to manage multiple contract task orders.
5. Ability to demonstrate technical competence and innovation
6. Ability to perform project planning and produce appropriate technical documents/drawings as required.
7. Effective control and management of subcontractor efforts.
8. Ability to meet required performance specifications.
9. Ability to manage and execute task orders within the negotiated budget.
C.3.7.1 Performance Measurement.
The following will be used to measure performance of the above stated objectives.
1. All proposals are submitted on or before the due date and meet all project requirements.
2. In performance of task orders, all project schedules are (excluding government accepted delays) met.
3. Projects meet all OSHA and other standards as identified in the individual task orders.
4. Multiple contract task orders are managed while meeting all task order requirements.
5. Performance of the task order reflects technical competence and innovation that adds value to the overall project.
6. Technical documents and drawings meet program requirements.
7. Subcontractor cost, schedule, and technical competency meet project requirements.
8. All task order performance specifications are met.
9. All task orders are completed within the negotiated budget.
C.3.8 Quality Planning, Control and Assurance
C.3.8.1 Quality Assurance Surveillance Plan (QASP):
The quality assurance surveillance plan (QASP) outlines the framework and methods that will be utilized to provide surveillance and review of the Contractor’s fulfillment of contract acceptance criteria and other contract standards, including its quality control plan execution. The Government shall develop the QASP and evaluate Contractor performance based on this framework. The Government will evaluate the overall project performance on a regular basis to provide confidence that the project will satisfy the relevant quality standards. The QASP shall be applicable to all subcontractors and members of the contractor’s team.
C.3.8.2 Quality Control Plan (QC):
1. The Contractor shall monitor the specific project results to determine that they comply with relevant quality standards and identify ways to eliminate causes of unsatisfactory performance through utilization of its
Quality Control (QC) plan based on Project Management Institute (PMI) best practices.
2. The Contractor shall address the quality control planning, execution and tracking to be utilized to ensure compliance with task order performance standards. The contractor shall develop, implement and maintain a quality control program. The system shall include inspection, validation, evaluation, corrective action and procedures necessary to effect quality control of all performance and products under the contract. The system shall allow inspection and evaluation by the government.
C.3.9 Government Furnished Information, Services, and Equipment Information:
The Government will make available relevant standards, functional statements, technical manuals, computer systems guides, reference material, regulations, instructions, and operational procedures necessary to accomplish this contract.
C.3.10 Contractor Furnished Information, Services, and Equipment
1. The Contractor shall provide technical support as needed to meet the requirements of a task order as it pertains to facilities, supplies, and services.
2. Contractor is responsible for obtaining Card Readers and Software to be utilized with the Government furnished CAC Cards on non-NMCI workstations.
3. Compliance with current and future DoD, DON, CYBERCOM, Naval Network Warfare Command
(NNWC), NMCI, NAVFAC, and local guidance and directives is required for all Contractor workstations connecting remotely to NAVFAC networks or Information Systems.
C.3.11 Project Management and Contract Oversight
C.3.11.1 Contract Review Meetings and Materials for Review
1. Program and contract management requires day-to-day oversight of resources associated with all task orders under this contract. Program oversight shall include a well-defined and efficient line of authority, responsibility, and communication in managing all task orders. The contractor will designate a Contract
Project officer who will be the contractor POC with the government COR and Contracting Officer for work related direction in accordance with the PWS and task orders
2. The Contractor Project Manager shall provide, on an ongoing monthly basis, project management information via status reports and/or meetings. This is CDRL A001.
3. All meetings and reviews shall be held either at the Contracting Officer or the COR’s office, or at any other location as specified by the COR within the geographic locations identified in the task order. The contractor shall submit a monthly status report consisting of an Executive Summary detailing the major accomplishments, activities, of the previous month and challenges that need attention.
4. These reports shall contain an accurate and timely summary of major accomplishments, man hours worked in the field by contractor and subcontractor personnel, and relevant activities.
5. Reports will be provided to the COR in Adobe PDF format and MS Office. Alternate report formatting may be considered at the discretion of the COR.
6. The Contractor shall submit monthly reports via E-Mail to the COR no later than Five (5) business days after the end of the month.
C.4.0 Intellectual Property Rights
This contract is funded by the United States Government. The government shall receive intellectual property rights as set forth in the applicable non-commercial DFARs clause.
C.5 Non-Personal Service Statement:
Contractor employees performing services under this order will be controlled, directed and supervised at all times by management personnel of the contractor. Contractor employees will perform independent of and without the supervision of any Government official. Contractor employees may not modify Federal policy, obligate the funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts
7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
C.6.0 Contract Security & Privacy Act Requirements
C.6.1 Clearances and Licensing
Contractor personnel working on this contract shall be U.S. Citizens. Work under this contract will require application and compliance with the following regulations: SECNAV Instruction M-5239 Department of the Navy (DoN) Information Assurance (IA) Workforce management Manual to Support IA Workforce
Improvement Program, and Department of Defense (DoD) 8570.01-M, Information Assurance Workforce
Improvement Program.
C.6.2 Security Clearance Requirements
1. Access to U.S. government information classified up to the SECRET level is required. All key personnel and any contractor personnel who work with classified information must hold a U.S. Secret security clearance. An interim U.S. Secret security clearance is satisfactory.
2. Unless otherwise directed, all contractor employees and sub-contractor employees working on task orders must be U.S. citizens and be able to obtain and maintain a SECRET security clearance based on an SF-86 adjudicated within the last 10 years. A list of individuals requiring access to classified information will be provided to the NAVFAC EXWC Security Office or Installation where the work will be performed 14 days prior to the start of onsite work.
3. The contractor shall protect all classified information per SECNAV M-5510.36 Department of Navy
Information Security Program, June 2006, and DoD 5220.22-M National Industrial Security Program
Operating Manual(NISPOM), February 2006.
4. Personnel handling the classified material as described above will have the clearance level and be qualified to do so per National Industrial Security Program Operating Manual (NISPOM) requirements.
5. Classified work will be conducted at Government facilities or cleared contractor facilities as directed.
6. Upon completion of this contract, all Controlled Unclassified Information (CUI) documentation (reports, working papers, photographs, drawings, etc.), and materials associated with this contact will be turned over to: NAVFAC EXWC, Code CIOFP, 1000 23rd Avenue, Building 1100, Port Hueneme, CA 93043-4370.
7. Any contractor personnel required to travel overseas will complete Survival, Evasion, Resistance and
Escape (SERE) 100 Level B training.
8. The contractor shall arrange access to government activities where a task order has been issued. The contractor shall liaison with the Contract Officer’s Representative (COR) for all requests.
C.6.3 Privacy Act:
1. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code (USC), Section 552a and applicable agency rules and regulations.
2. Contractor will be liable for all data breaches where it is culpable (e.g., contract proprietary information, social security numbers (SSN) and other sensitive personnel information, etc). Contractor will be held liable and will be required to take steps such as notifying affected parties or providing credit monitoring.
3. Contractor personnel, prime and subcontractor shall sign a Non-Disclosure Form.
C.6.4 Physical Security
The Contractor shall be responsible for safeguarding all Government property provided for Contractor use.
At the close of each work period, Government facilities, equipment, and materials shall be secured in accordance with federal, DoD, DON, and local policy requirements.

Section D - Packaging and Marking
SECTION D
D.1 PREPARATION FOR DELIVERY
All material to be delivered hereunder shall be afforded the degree of packaging (preservation and packing) required to prevent deterioration and damages due to the hazards of shipment, handling and storage. Best commercial practice will be accepted.
D.2 CLASSIFIED MATERIAL
Classified material, if applicable, will be packed and shipped in accordance with transmission instructions contained in the “Industrial Security Manual for Safeguarding Classified Information” and Applicable Security Requirements
Guide.
D.3 PROHIBITED PACKING MATERIALS
The use of asbestos, excelsior, newspaper or shredded paper (all types including waxed paper, computer paper and similar hydroscopic or nonneutral material) is prohibited. In addition, loose fill polystyrene is prohibited for shipboard use.
D.4 MARKING OF SHIPMENTS
(a) The contractor shall mark all shipments under this contract in accordance with MIL-STD-129, Marking for
Shipment and Storage.

F.1 TERM OF CONTRACT AND PERIOD OF PERFORMANCE
(a) The resulting Cost-Plus Fixed-Fee (CPFF) and Firm Fixed Price (FFP) Indefinite-Delivery-Indefinite-Quantity

F.6 CONTRACT NOTICE REGARDING LATE DELIVERY
In the event the contractor for any reason anticipates or encounters difficulty in complying with the contract delivery schedule or date, or in meeting any of the order requirements of the contract, the Contractor shall immediately provide written notification to the Contracting Officer, via the cognizant Contract Administration Services Office.

Section G - Contract Administration Data
CONTRACT ADMINISTRATION
G.1 GENERAL
(a) The Government will not be obligated to reimburse the contractor for work performed, items delivered, or any costs incurred, nor shall the contractor be obligated to perform, deliver, or otherwise incur costs, except as authorized by duly executed task orders.
(b) Each task order shall include as a minimum:

(c) All task orders are subject to the terms and conditions of the basic contract. The Government reserves the right to incorporate additional clauses, as appropriate, into individual task order solicitations and awards.
G.1.1 Task Order Proposals
(a) The Performance Work Statement (PWS) in Section C is intended to describe the general scope of all work that may be ordered under this contract.
(b) A Request for Task Order Proposal (RFTOP) will be forwarded to the contractor in a form of an e-mail or letter from the Contract Specialist or Contracting Officer at NAVFAC EXWC, Port Hueneme, CA. The Contractor shall submit a proposal within thirty (30) calendar days, or as specified, from the date of the request from the Contracting
Officer. The response period includes a ten-day working window for the contractor to forward written comments and questions. Electronic submission of task order proposals is acceptable. All proposals shall be in writing. All work issued under this contract will be negotiated and will result in a Cost Plus Fixed Fee (CPFF) or Firm Fixed
Price (FFP) task order.
Task orders will define the specific services to be performed and specify the completion date or period of performance.
(c) At a minimum, the contractor’s task order proposal shall address:
Schedule
Technical understanding of the work
Approach or specific recommendations on how to effectively and efficiently accomplish the work
Proposed labor categories and proposed labor hours for each category
Rationale for proposed materials (kinds, types, and quantities)
Detailed breakdown of any proposed travel (airfare, rental car, gas, food and lodging)
Proposed key personnel and major subcontractors
(d) Most TOs will be issued FFP. Some task orders will be issued as CPFF with the performance work statement stating either a completion form (definite goal, target, or specifying end product) or term form (level of effort) required during the period of performance. When options are included in the schedule, the task order will specify the number of days after award for exercising the options. Each task order will contain applicable clauses and provisions. All task orders are subject to the terms and conditions of this contract. In the event of a conflict between a task order and the contract, the latter will control, except as otherwise noted in the contract documents. The
Government reserves the right to incorporate additional clauses, as appropriate, into individual task order awards.
(e) Task order projects may be non-complex performance oriented tasks requiring minimum design, may be complex construction projects requiring design development for design-build construction, or a combination thereof.
Projects will be varying in size and complexity. The task order may or may not have traditional plans and specifications, but may include sketches, and requests for catalog cuts, and other submittals.
(f) Each Task Order RFP will indicate the detail of cost information to be provided. Detailed cost breakdown of labor, materials, equipments, overhead and fixed fee will be required.
(g) Oral presentations may be used to substitute for, or augment, written information and subject to same restrictions as written information.
(h) Alternate or optional proposals offered or future task orders may not be entertained unless specified in the
Request For Task Order Proposal.
