16. The title of the proposed contract action is Fabrication of Fleet Mooring Chain and Accessories. The Naval Facilities Engineering & Expeditionary Warfare Center (NAVFAC EXWC), Code CIOFP6 provides technical and logistical support services to the US Navy (USN) and other Department of Defense (DoD) agencies for mooring and berthing of Fleet vessels.
Mooring materials have been previously supplied under USN centralized funding buys and inventoried based on future Fleet Mooring and customer requirements. The Fleet Mooring Program still maintains several shots of mooring chain at the Port Hueneme, CA inventory site.
However, a high percentage of these shots are over 25 years old in age and/or made by a manufacturer that is no longer in business. Recent post proof testing of 1 size chain indicates the need for additional testing and re-coating of used mooring chain shots.
Procurement Method: Contracting by Negotiation
The NAICS Code for this procurement is 332111 – Iron and Steel Forging and the annual size standard is 750 (# of employees).
The contract term will be for five (5) years with a one-time minimum guarantee. The Government may require the Contractor to continue performance for an additional period up to six (6) months under the Option to Extend Services clause.
This contract will replace a contract for similar services awarded in 2016 for $6,500,000.
Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information.
Interested parties can view and/or download the solicitation, and any attachments, at beta.sam.gov when it becomes available.
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source (Lister Chain & Forge, Inc.) under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service will Satisfy Agency Requirements, since they are currently the only domestic ABS qualified chain supplier that can provide the required fleet mooring chain and accessories at the FM3 grade chain specifications.
Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
