Statement of Work

This Statement of Work defines requirements for on-site preventative maintenance, calibration, and direct physical verification of one Model 84 Charpy V-Notch metal impact testing machine located at Portsmouth Naval Shipyard in Kittery, Maine. The contractor must provide a qualified calibration technician maintaining current accreditation to ISO/IEC 17025:2017 or ANSI/NCSL Z540-1 from an internationally recognized accrediting body (A2LA, ANAB, or NVLAP), with explicit coverage for on-site direct physical verification of pendulum impact testing machines per ASTM E23. Work is performed during normal business hours (0630-1500, Monday-Friday, excluding federal holidays) with Government provision of site access and cleared workspace.

Preventative maintenance tasks include structural bolt fastener inspection and torquing to manufacturer specifications; leveling verification to ASTM E23 limits (3:1000 maximum); bearing disassembly, cleaning, inspection, and re-lubrication; release and brake mechanism cleaning and adjustment; and safety enclosure inspection. Direct verification per ASTM E23 encompasses specimen support and anvil geometry, striking tup geometry, alignment and clearances, and dynamic energy losses (pointer mechanism friction not exceeding 0.1% of scale capacity; bearing friction and windage loss not exceeding 0.5% of maximum capacity per swing cycle). Indicator system calibration applies to both analog dial systems and digital encoder systems. Deliverables include Calibration and Verification Certificates (CDRL A001, B001, C001, D001) and Condition Found Reports for identified repairs (CDRL A002, B002, C002, D002). Over and above repair work requires contractor notification to the Contracting Officer, submission of detailed condition reports with labor and material estimates, and Contracting Officer authorization before commencement. All contractor personnel must be U.S. citizens with appropriate security vetting, badging, and base access protocols as specified in Section 6.

3.1.1. Contractor Qualifications and Accreditation: The Contractor shall provide a qualified calibration technician to perform all services. The Contractor shall maintain a current Scope of Accreditation to ISO/IEC 17025:2017 or ANSI/NCSL Z540-1, issued by an internationally recognized accrediting body (such as A2LA, ANAB, or NVLAP), explicitly covering on-site direct physical verification of pendulum impact testing machines per ASTM E23.

3.1.2. Safety and Environmental Compliance: The Contractor shall comply with all federal, state, local, and host-installation safety and environmental regulations. The Contractor shall utilize appropriate Personal Protective Equipment (PPE).

3.1.3. Government Furnished Property and Support: The Government will provide the Contractor with access to the equipment site during normal working hours, Monday through Friday, from 0630 to 1500, excluding federal holidays. 3.2. Specific Tasks

3.2.1. Preventative Maintenance Services: The Contractor shall perform comprehensive preventative maintenance on the CVN tester to ensure mechanical readiness and baseline stability. The Contractor shall complete the following actions:

3.2.1.1. Structural Bolt Fastener Inspection: Inspect and torque all structural frame bolts, anvil assembly mounting fasteners, baseplate foundation anchor bolts, and striker assembly bolts to manufacturer-specified torque limits to eliminate potential compliance or energy dissipation during impact.

3.2.1.2. Leveling Verification: Verify that the machine base is leveled on its concrete foundation or structural steel block in both transverse and longitudinal axes in accordance with manufacturer specifications and ASTM E23 limits (3:1000 maximum).

3.2.1.3. Bearing Maintenance: Disassemble, clean, and inspect the main pendulum shaft support bearings. The Contractor shall remove old lubricants, check for excessive wear or play, and re-lubricate using manufacturer-approved low-friction oil.

3.2.1.4. Release and Brake Mechanism: Clean and adjust the latch release mechanism to ensure instantaneous, friction-free drop trigger. Inspect, clean, and adjust the manual/pneumatic pendulum brake assembly for safe post-impact deceleration.

3.2.1.5. Safety Enclosures: Inspect all protective safety shielding, interlocks, and enclosure doors to ensure full mechanical protection against flying specimens and fragments

3.2.2. Direct Verification per ASTM E23: The Contractor shall conduct a complete direct verification of the Charpy V-Notch impact testing machine in strict accordance with ASTM E23 and NAVSEAINST 4734.1. The direct verification shall encompass all critical physical dimensions, alignments, clearances, and dynamic energy losses using precision metrology standards traceable to the National Institute of Standards and Technology (NIST). The direct physical verification shall specifically verify compliance with all dimensional tolerances and limits mandated by ASTM E23, including:

3.2.2.1. Specimen Support and Anvil Geometry: Verification of support span, anvil radii, support surface flatness, and anvil angle/taper.

3.2.2.2. Striking Tup Geometry: Verification of striker radius (2 mm nominal radius configuration), striking edge taper angle, and striker width.

Rev: - Page 3 of 5

3.2.2.3. Alignment and Clearances: Verification of striker to anvil span centering, perpendicularity of the pendulum swing plane to the transverse axis of the anvils, and post-fracture jamming clearances.

3.2.2.4. Dynamic Energy Losses: Quantitative verification of pointer mechanism friction loss (not to exceed 0.1% of scale capacity) and pendulum bearing friction and windage loss (not to exceed 0.5% of maximum machine capacity over a single swing cycle).

3.2.3. Indicator System Calibration: The Contractor shall calibrate the dial indicator and/or digital encoder display:

3.2.3.1. Analog Systems: Calibrate the graduations of the dial pointer against known angular displacements to verify readout accuracy across the full scale.

3.2.3.2. Digital Systems: Verify the output resolution, calibrate optical/magnetic encoder counts, verify electronic zero point, and perform diagnostic checks on the computerized signal interface.

3.3. The Contractor shall submit a Certificate of Calibration upon completion of the required calibrations and direct physical verification. (CDRL A001, B001, C001, D001)

4. OVER AND ABOVE WORK

4.1. In addition to the scheduled preventative maintenance, calibration, and direct physical verification, the Contractor shall provide over and above repair services if it is identified that current issues with equipment exist that impact the equipment being maintenance to Section 3.0. In accordance with DFARS 252.217-7028, the Contractor and the Contracting Officer shall negotiate specific procedures for Government administration and Contractor performance of over and above work requests. During the calibration of the equipment identified in Section 1.3, the Contractor is to notify the Contracting Officer of any necessary repairs that are required to maintain the operability of the equipment or to ensure the calibration of the equipment can be completed to the standards of Section 3.0.

4.2. If any components or repairs are identified during the preventative maintenance calibration, and direct physical verification process, the Contractor shall submit a Condition Found Report (CDRL A002, B002, C002, D002). The report shall contain data on the repairs required, the specific location of the repair, and the estimated labor hours, material, and time required to correct the repair. Data shall be sufficient to satisfy contract requirements and obtain the authorization of the Contracting Officer to perform the proposed work.

4.3. Upon receipt of the work request documentation required in Section 4.2, the Contracting Officer will review the work request to verify that the work is necessary and not covered under any other line items covered in the contract. The Contracting Officer will verify that the proposed corrective actions are appropriate and authorize the over and above work.
