About this file

This is an Addendum to the Instructions to Offerors for a commercial products and services solicitation conducted under FAR Part 12 Simplified Acquisition Procedures in conjunction with FAR Part 15. The solicitation requires offerors to provide 200 lodging units under a federal contract, with pricing evaluated for fairness, reasonableness, and consistency with industry and market-based pricing for similar work.

Proposals must be submitted in four volumes with separate electronic files, each email not exceeding 10MB. Volume I requires contractor identification (Name, CAGE Code, UEI), points of contact, SAM registration confirmation, acceptance or exceptions to terms and conditions, and a proposal validity period of no less than 90 days from RFP closing. Volume II addresses Factor 1—Technical Capability, requiring a detailed technical approach demonstrating how PWS requirements will be met, including management controls, staffing plans, subcontractor agreements, evidence of supply chain sources, and financial resources documentation (audited financial statements, lines of credit, or other resources); this narrative is limited to 10 pages in Microsoft Word, Times New Roman, 12-point font, single-spaced on 8.5 x 11-inch paper. Volume III covers Factor 2—Past Performance, requiring no more than two examples from the past three years of similar federal or private sector contracts with relevant scope and complexity, submitted in a prescribed two-page format including agency name, technical and contracting points of contact with full details, project title, contract/task order number, period of performance, annual funded value, and a brief description of work performed. Volume IV addresses Factor 3—Price, requiring offerors to complete a Request for Proposal for each Contract Line Item Number (CLIN) reflecting all labor, materials, equipment, and related costs for the 200 lodging units, with the Government potentially requiring additional cost and pricing data prior to award.
