About this file
This is a Statement of Work (SOW) for preventative maintenance and repair services for Portsmouth Naval Shipyard (PNSY) covering eight vessels and associated trailers.
The contract requires the contractor to provide preventative maintenance (PM), unplanned repairs, and emergency repairs for eight boats of varying sizes and manufacturers (SeaArk, Metal Shark, Kvichak, and MetalCraft models ranging from 23 to 30 feet) along with eight boat trailers from manufacturers including JDCI Enterprises, Evolution Trailer, Venture Trailers, Carnai Trailers, Boat Master, and EZ Loader. Work shall be performed primarily at the contractor's maintenance facility unless repairs are minor and can be performed onsite. The contractor must maintain all vessels in operational readiness and make them available within 48 hours of request. PNSY is responsible for transporting vessels to and from the vendor facility, with water-based pickup and delivery capability required. The contractor must provide trained and certified technicians capable of servicing Honda BF225D, Yamaha outboard engines (various models), and associated electronic and electrical equipment. All work requires written itemized estimates with periods of performance consistent with industry standards, and unplanned/emergency repairs are subject to a not-to-exceed amount requiring contracting officer approval before work commences.
Pricing shall be fixed annually for the base period and each option period, with separate line items for fully burdened labor rates (normal hours, after-hours/emergent, and multiple technician levels), travel fees (per-mile beyond 30 miles from PNSY), parts and materials markups (pass-through with industry-standard fixed markup), and shipping. The contractor must maintain comprehensive cost tracking records and submit monthly expenditure reports. Performance standards include placing repair part orders within one business day of authorization, communicating scheduled delivery times within five days for routine maintenance or two days for emergent repairs, completing remedial repairs within 24 hours of notification of unsatisfactory work, and completing routine scheduled maintenance within two weeks of delivery. Normal operating hours are 0700-1600 Monday through Friday. All contractor personnel must be U.S. citizens and comply with Portsmouth Naval Shipyard security requirements, including obtaining appropriate badges (green badges for verified U.S. citizens), providing valid identification, and adhering to vehicle inspection and access protocols for the Controlled Industrial Area (CIA).
