About this file
This document is a Questions and Answers document dated 11/6/2025, addressing specific technical requirements for equipment procurement, specifically focusing on lift equipment for drydock environments. The Q&A clarifies three key points: (1) equipment size specifications, where 60' (600AJ model) is preferred over 80' due to confined drydock spaces, with a 660AJ model considered an acceptable clerical deviation; (2) boom type requirements, mandating articulating booms with a jib to navigate hull curvatures; and (3) equipment age restrictions, originally expanded to 5 years during Covid-related market constraints but now reverted to a 3-year maximum to minimize potential work stoppages and equipment deficiencies.
The document indicates flexibility in the procurement process, noting that while the stated preferences are strict, exceptions can be made if critical equipment needs cannot be met. The responses suggest a nuanced approach to equipment selection that balances technical specifications, operational constraints, and market availability, with a primary focus on ensuring reliable and appropriate equipment for the project's specific drydock environment.

Questions and Answers- 11/6/2025
Can we substitute 80’ for the 60’?
If the correct equipment wasn’t available to do the job, we would find a way to make anything work if it came down to ladders and stilts. However, unless there aren’t 60’ (that’s the “600” part of the 600AJ model) available in the market, then 80’ are not acceptable due to their increased footprint and required operating envelop in drydock environments that are already very confined.
The only deviation that is acceptable is a model 660AJ, which is the same unit as a 600AJ, so it’s a clerical deviation not a specification deviation. I don’t know why they denote the same unit both ways, but it may have to do with something in the way the unit was purchased?
Can we use straight or articulating?
Must be articulating with a jib (“A” is articulating and “J” is jib in the 600AJ model number). We are constrained in the possible angle of approach due to the size of the drydocks, so a straight boom model will not allow access around the hull curvature.
Can we provide lifts that are up to 5 years old?
We have found over the years that units in excess of 3 years at the time of delivery have a much higher rate of deficiencies and down-time. There was a constriction in the rental market during Covid that made obtaining units within that 3-year window diƯicult, so we opened it to 5 years as a result of a couple solicitations coming back no-bid. However, the market appears to have caught up based on recent rentals, so the requirement was changed back to 3-years.
If this is a showstopper on getting the machines the project needs, it’s an area that we can make exceptions. However, if the units are available within the age range that we are requesting, those are the ones we want because they help reduce the potential for work stoppages on the projects due to breakdowns.
