About this file

This document is a Questions and Answers (Q&A) file from a site visit for a federal contract opportunity for office furniture moving services at Portsmouth Naval Shipyard. The solicitation (N3904025Q0049) involves moving furniture and equipment across multiple buildings, with specific requirements including: access hours of 0600-1600 Monday through Friday, disposal of approximately 40% of items in designated dumpsters, and careful handling of items like refrigerators and cubicle systems. Contractors must provide their own packing materials, scissor lifts, harnesses, and follow strict base entry and movement protocols.

The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) methodology, with quotes due by March 14th at 12:30 PM EST. Contractors must submit technical procedures detailing crew size, vehicles, and move processes. Key logistical details include: two trucks allowed on base, vehicles must have company names, truck inspections are required, and movement will involve specific building access points (such as a 3rd-floor exterior opening in Building 14). The desired project start is within two weeks of contract award, with the Department of the Navy Naval Sea Systems Command overseeing the solicitation. IT equipment will be relocated separately by government personnel.

Q&A from Site Visit

For scheduling purposes, what days Monday-Sunday and what times are available to access the buildings during each phase?

Monday through Friday 0600-1600hrs

Do you know the quantity of items and what the items are that will need to be disposed of during the last phase? If no, can you roughly estimate?

For planning purposes plan on removing approximately 40% of items similar to the inventory list. Contractor is only responsible for removing such like items. Any remaining trash, office supplies or equipment, unused boxes etc. will be removed by the government or construction contractor.

Do we provide disposal during the last phase by trucking the junked items off base, or is there a dumpster or disposal method provided on base?

Portsmouth Naval Shipyard has any area of roll-off dumpsters at the southeast corner of the yard near the old prison. Items are to be separated by wood and metal.

Are any items heavier than 200lbs?

The weight of items is unknown. It is assumed that several of the larger desks and refrigerators exceed 200 lbs.

Will the weight of items heavier than 200lbs be disclosed or estimated prior to moving?

See Above.

Will appliances such as refrigerators be unplugged and drained of any water prior to the first phase or are we responsible for unplugging and fully defrosting and draining any water from these refrigerators?

Yes

Will the wall hangings such as dry erase boards etc. be removed prior to phase one, or will they be left on the walls or required to be moved?

Items will be removed for relocation. Any item remaining on the wall will remain in place.

Will the Cubicles be powered down so no electricity will be present during the disassembly? Will the base have its own electrician handle that? Or do we need to include that into the price for the mover to handle that?

Cubicles systems will be disconnected or have Circuit Breakers off and tagged out.

Does the base plan to have the cardboard cartons provided by a separate third party vendor? Or does the mover need to include the cardboard boxes and deliveries to the base into the RFP bid proposal?

All items will be in boxes or plastic totes. Any item larger than this will need to be packed as required to sufficiently protect it for transportation from one location to the other. The contractor is required to provide these packing materials as required.

Can we work on Saturday and Sunday?

It is not currently planned for weekend work.

Are we able to get a waiver/permission to avoid having to do truck inspections each time we enter/exit the CIA area between loads?

I have submitted a request to Security for clarity on this question.

Will vendor need to provide rental crates/Moving boxes for the Staff Personal belongings?

All items will be in boxes or plastic totes. Any item larger than this will need to be packed as required to sufficiently protect it for transportation from one location to the other. The contractor is required to provide these packing materials as required.

The number of boxes listed. Are those assumed to be present or are those the boxes we will need to pack as apart of each phase?

Yes, boxes that are listed on the inventory sheet are assumed to be present, see above.

Is the contractor asked with packing of boxes from the office space?

No, See above

IT equipment- Will vendor disconnect, transport, and reconnect?

All IT equipment will be relocated by the government.

Will Vendor need to provide scissors lift and harnesses while taking items out of building 14?

Yes, vendor will need to provide scissor lift and harnesses. The large refrigerator on the 3rd floor does not fit down the stairwell and will need to be removed through the exterior opening. Several of the larger desks may need to be removed this way as well.

Will 2 trucks be allowed on base at the same time?

Yes, two trucks would be allowed. Any contractor vehicle entering the Controlled Industrial Area (CIA) is required to have the company name on the doors either permanently affixed or with magnetic placards.

What is the format in which the inventory of packed material should be recorded?

The inventory list is required for system furniture that is disassembled and stored, list shall include overall size of cubicle basic parts, i.e. brackets, trim, etc.

Is there any putting back together of the cubicles or furniture required in either 178 or 156?

Items being moved to Building 156 do not require assembly. They will be stored for future use. If an item being moved to Building 178 is disassembled for transport it will need to be re-assembled once in place.

In Bldg. 14 - is that one exterior opening on 3rd floor the only ‘upper floor’ opening for loading out items?

The 3rd floor opening on the outside of the CIA is the only usable area other than 1st floor doors.

What are work time ranges during each day? Weekends? ?Evenings?

See Above.

Will shipyard employees be working in 14 once move work commences?

Shipyard personnel will still be in the space to continue packing, providing escort to contractors and assist in directing moving locations.

There are wooden cabinets in a break room in 14. Will they need to removed from wall and moved?

No, the existing casework will remain in place.

Can we have a bit more clarification be provided surrounding ’truck inspection’ being required on load outs from bldg. 14 going to bldg. 178. Is that for items coming out of 3rd floor window? Or the first floor exit? Just trying to understand what type of time may be involved.

Standard Daily operations are for all Commercial vehicles to go through the PNSY Commercial Vehicle inspection lane before being allowed entry to the Shipyard. Vehicles entering the CIA receive a more detailed search/inspection and receive a time stamped pass of 7 minutes to get from the Maine Gate to the CIA area. Depending on traffic levels of contractor vehicles entering the inspection area the time for this process can vary significantly.

Also wanted to ask for a bit of clarification regarding how close we can back our truck up to the elevators in 178. There was some language used in the job explanation provided with the request to quote, which read like trucks could be backed up close ‘by the elevators’. Yesterday it sounded like there would be a stop point several yards from the elevator(s), at sort of the hallway opening, and then things would need to be rolled down that hallway to the elevators. Ideally - having the truck able to be back close by those elevators is best. With the understanding that timely ‘in and outs’ would be required to allow for other vendors to get in and out.

Moving vehicles will allowed inside Building 178 through the large overhead door and up to the entrance to the interior Waterfront Support Facility. Vehicles will NOT BE allowed inside the WSF facility. Items will need to be transported from the truck to the interior elevator by moving contract personnel. Non-gas powered dollies and carts are authorized. Additional requirements are as follows:

Walking spotters will required on both sides of the vehicle when backing inside building 178.

Vehicles will need to be attended at all times within the building and north of the WSF.

Vehicles cannot be left running while parked within B178.

B178 west door (across from Bldg. 2) will be the access/egress point for SY vehicles.

What is the desired start time (date) of the project? Desired close time date?

The desired start date is within two weeks of contract award.

Are there any pictures or videos of the site, so we can get a look at what needs to move?

There are no pictures or videos of the site

Looks like the 3rd phase is partly the lockers to be disposed of, do we know if anything else is to be disposed of? I don’t see anything on that inventory.

PLEASE SEE THE NEW AMENDED INVENTORY SHEET FOR ITEMS BEING

DISPOSED OF, THERE HAS BEEN MORE ITEMS ADDED THAT ARE BEING

DISPOSED OF

What are next steps in the process? What additional documents might be needed? How is the decision made of who is selected and how and when might that be communicated?

As part of everyone’s quotes that are submitted, it states on the Request for Quote (RFQ) document: “For evaluation purposes, please provide any applicable procedures and technical information. If no information is provided, your quotation may be determined to be unresponsive.”

This statement means that every contractor should be submitting more than just pricing.

Please provide me with written documentation about how your company plans to technically handle each phase of this process (i.e. how many crew members, how many trucks/vehicles, procedures typically used in other moves that have been completed, etc.).

It does not have to be formal or lengthy, it just has to be something submitted that shows the Government why your company is going to be capable of meeting the requirements of the Statement of Work.

Once all quotes are submitted on Friday, March 14th at 12:30 PM EST to Marilyn at marilyn.g.fletcher2.civ@us.navy.mil, the submissions will be given to the technical point of contact for technical evaluation. The submissions will be given back to Marilyn as either being deemed “Technically Acceptable” or “Technically Unacceptable”. The company that will be given the awarded contract will be the company that submitted the

LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA).

The company that is chosen as LPTA will be contacted directly once the contract has been awarded, and a post will also be made on SAM.gov notifying every contractor who the award went to and the price it was awarded for.

File details come from the government source that posted it. Updated .
