About this file
This document is a Request for Quotation (RFQ) for the purchase of two DOT Type IP-1 shipping containers for the Portsmouth Naval Shipyard. The solicitation requires the contractor to provide technical submittals, including container drawings, fabrication details, and testing documentation. The containers must meet specific design criteria such as forklift access, interior tie-down points, and 800 lb minimum payload capacity. Pricing should be provided on an FOB destination basis, with delivery to the Portsmouth Naval Shipyard in Kittery, Maine. The RFQ specifies a due date of July 15, 2024 and indicates the contract will be awarded on a lowest price, technically acceptable basis, with consideration given to the contractor's ability to meet the required delivery schedule. The related federal contract opportunity is a full and open competition previously set aside for small businesses.

The lifting pads shall be oriented so that the slings shall not pull out of the plane of the individual lifting pads by more than 5 degrees. All lifting pad welds shall be free of cracks, crevices, craters, and divots caused by start/stopping of welds. Welds shall be continuous and wrapped at corners. Grooming of welds and material is acceptable to ensure MT acceptance criteria is met, so long as design weld size is not affected. Use a payload including the full demineralizer with media and water. Include any additional weight provided by bracing or foam inside the container.

3.1.2.7. The contractor will perform a magnetic particle test (MT) on all accessible surfaces of the lifting pad material and accessible associated welds per NAVSEA T9074-AS-GIB-010/271 using the acceptance criteria of MIL-STD-2035A, Class 3 for welds and wrought material for base metal. This magnetic particle inspection is the “Weld and Base Metal Post-Load Test
