About this file

This document contains questions and answers regarding a solicitation for an oil flush rig rental to support hydraulic flushing operations on a Virginia class submarine from January 2022 through September 2022. Key details include that the solicitation requires equipment capable of 700 psi flushing pressure with a maximum 800 psi relief valve, along with specification sheets and cost sheets for the proposed equipment and all contract line items. Quotes must be submitted by December 10, 2022 at 200PM Eastern time and will be evaluated based on the ability to provide equipment closest to the requirements in the fastest time. The largest pipe size to be flushed is 2.5 inches and the Reynolds number must be a minimum of 4000. The solicitation also specifies 30 hose sections of 20 feet in length but does not define the hose end types.

Questions and Answers for N3904022R0011 Oil Rig Rental Solicitation.

All Quotes must be accompanied with specifications of their proposed equipment so the Portsmouth

Naval Shipyard Engineers can evaluate if the equipment meets the statement of work.

Question: The solicitation specs this unit as a high pressure flushing rig, it requires a 700 psi flushing pressure and a max 800psi relief valve, but the Inlet (suction side) and return side of the rig spec out a 2” 150psi flange connection. So how can you have a 700 psi flushing circuit with 150psi suction and return flange (inlet and outlet) connections?

Answer: The inlet to the pump (suction) is low pressure and then output against a higher pressure. As the fluid travels through the system, pressure drops and flow increases, and by the time the fluid reaches the return connection enough pressure will have been lost that we won't need to have a supply/return tank capable of withstanding supply pressure.

Question: Will a 500psi rig meet minimum requirements?

Answer: The requirement is for 700psi but if a 500psi rig is all that can be submitted by industry the project can work with that type of rig. The evaluations will be made at who can provide the closest equipment the fastest.

Question: Will PSNY be jumping the hydraulic components in the flushing circuit to allow high flow of oil with no restrictions?

Answer: This is of no concern or relevance to the statement of work or the contract requested.

Question: Is the 700 psi flushing pressure to flush through hydraulic components or will they be jumped? If so, which components will be flushing though at 700 psi?

Answer: This is of no concern or relevance to the statement of work or the contract requested.

Question: The spec call for 2” cam‐lock fitting ( which is a 150psi rated standard industry), but requires the hoses to be 1300 psi working pressure, Answer: I see no mention of a cam lock fitting in our statement of work.

Question: What is the pressure rating for the 416x Filter housings?

Answer: At least the same rated pressure as the return line hardware (the most logical location for the filter).

Question: Is the Filter element that fits in the 416x housing 4” diameter x 16” long?

Answer: If the 416x housing provided by the vendor houses a 4" diameter x 16" long filter, yes.

Question: What is the largest pipe size that will be flushed in the circuit? And will the Renyolds number and flow rate need to change for larger pipe?

Answer: The largest pipe size is 2‐1/2 NPS Schedule 40; Reynolds number required is a minimum of 4000 and flow rate will need to change accordingly for different size piping.

Question: Spec calls for qty (30) hose sections; what are the require lengths of each section and what hose ends are required (JIC, NPT, cam‐lock, etc) Answer: 20 foot sections are specified in the statement of work. As best I can speak to right now, our shop is looking for the vendor to provide this info so that we can adapt to whatever is provided.
