Amendment 2:

Questions

4) Section 3.1.2 Factor 2, Past Performance, page 25 states "Offerors shall provide this information on the attached Past Performance Information Form." Can the government please provide the Past Performance Information Form.

5) Section 2.4 Contract Information, page 23. This section lists the requirements for this volume, to include Procurement History (material) Samples and Capability Documents for each Category. Whereas Section 3.2.4 Volume IV - Contract Information, page 26 does not list these items in the requirements for this Volume.

a. Can the government confirm these items are required?

b. If required, can the government clarify what is to be included in these sections?

6) Section 3.1.3 Factor 3, Price states "The Offeror shall submit one original signed copy of the completed DD1449, and if applicable, executed copies of any amendments, and executed Representations and Certifications. Signed copies may be submitted via mail to the address below:

Nathan Westman

NAVSEA Contracting Division

Portsmouth Naval Shipyard, Code 410.2

Building 156

Kittery, ME 03904

Electronic Mail (E-Mail):

nathan.westman@navy.mil or

Rene St. Pierre

NAVSEA Contracting Division

Portsmouth Naval Shipyard, Code 410.2

Building 156

Kittery, ME 03904 rene.r.stpierre@navy.mil".

Are we to provide a separate 1449 and Reps and Certs to these addresses? if so, should it still be included in our proposal as well?

7) Section 3.1.3 Factor 3 Price requires a filled out DD 1449 and amendments. Section 2.4

Volume IV - Contract Information also lists the Signed SF 1449, should it be included in both Volumes?

8) Section 2.3 Volume III Price Proposal, Subsection 2.3.1 Section B Pricing suggests that

Section B fill ins should be included in this volume. However, Section 2.4 Volume IV -

Contract Information has Section B: fill-ins listed. Which Volume should contain the

Section B fill ins?

9) Does the government only want the Section B fill ins for pricing or do you also desire an excel back up with rate buildup? Is there a template if so?

10) Are we to just provide a firm fixed price to complete the work in the Sample Task or we being asked to submit a price for the overall Scope of Work? The solicitation does not clearly define the pricing factors.

11) If overall, the government did not provide in the pricing spreadsheet (Section B) a way to put in different labor categories (lcat) for different functions. Are we to only provide one blended lcat?

12) Since CLIN 0001 encompasses all SOW elements, how will the government determine

LPTA if vendors are responding to different requirements?

13) Will the government provide lcats or other specifications in order to compare pricing and determine which vendors are LPTA?

14) Are there any more additional drawings available? The drawing package references other drawings to determine material, heat treatment, coatings, etc.

15) Do we quote all parts on the drawings, or just the ones that are circled?

16) If we are not able to get additional drawings, do we just make assumptions?

17) Can we get a copy of PNS DWG H713‐0105?

18) Section G-216.H003 Ordering Process, Section (c) references the seaport portal. Since this was released on beta.sam, we assume this is a typo?

19) Exhibit A only contains a list of CDRLS. Can the actually CDRLS and requirements be provided so that they may be priced appropriately in CLIN 0003?

20) Section 3.2.4 Volume IV – Contract Information, subsection 2.2.4.2 states that offerors shall provide Section H and I fill ins as applicable in this volume. There is no section H or I in this document, should we assume this is not applicable?

21) Is there a set quantity of each part you are looking for or is that subject to change over the length of the contract.

22) Will all parts be ordered as a group or shall we price as if you will pick and choose parts at different times over the contract period?

23) All drawings are not clear on material type and I can’t find material types mentioned in other documents, is material supplied? If not, can you list the types of materials required for each part?

24) On the component drawings, are we to make each of these sample parts or submit a quote only with supporting Technical Capability in written form?

Answers

4) This is an error. An industry provided past performance information form is sufficient at this time.

5) a. Yes, these are required.

b. Adequate documentation which substantiates capability to perform with the materials defined with each of the categories you wish to be considered for.

6) Only provide one electronic mail copy of your 1449 and Reps and Certs to Nathan

Westman at nathan.westman@navy.mil.

7) No. Only one completed 1449 shall be provided.

8) This can be at the discretion of the contractor so long as the information is provided in one of the two volumes.

9) Please provide the excel back up with rate buildup. There is no template. Industry templates are acceptable at this time.

10) Please provide only pricing for the samples at this time.

11) No. The expectation is for industry to define the labor categories necessary to perform in each of the defined categories.

12) The Government intends to evaluate by category. Each company found to be technically acceptable for at least two categories and lowest price will be awarded a contract under this MAC for the categories they are found to be technically acceptable.

13) No. We believe industry will know best which labor categories are required to perform the tasks within their perspective locations.

14) No. The drawings stated are the only drawings required for the sample proposals. If more is required when actual work is requested, they will be provided. In order to obtain the current drawings, an approved DD2345 and Export Controlled Data Agreement are to be completed prior to the Government releasing them.

15) Please quote the sample PWS and what is applicable in the drawings.

16) Please quote the PWS’s you intend to be considered for. Do not make assumptions as this may cause your pricing to be unnecessarily higher.

17) All drawings are provided in the drawings package if a DD 2345 has been approved and an Export Controlled Data Agreement has been completed. These drawings are part of

PNS DWG H713‐0105.

18) This is an error and will be corrected. The solicitation was posted to beta.Sam.gov and responses will be submitted via email to Nathan Westman at nathan.westman@navy.mil.

19) Currently no CDRL’s are required therefore no pricing is required. The expectation is that CDRL’s will be priced as needed. Due to the variety of situations and variations to the list of CDRL’s, it is not reasonable to be able to have industry provide pricing and commit to that pricing for 5 years.

20) Please submit all information as it is requested and not pertaining to the uniform contract format. Section H and I are not applicable.

21) There is not a set quantity of each part we are looking for. The sample PWS provides the typical quantities we could expect to need at any given time for evaluation purposes, but is subject to change over the length of the contract and will be specified on each individual Delivery Order.

22) We will pick and choose parts at different times based on need throughout the ordering period. These will be specified on each individual Delivery Order.

23) The Government will provide the necessary materials.

24) Sample parts are not required to be provided. A completed 1449 should be provided supporting technically capability and pricing in the various categories specified in the

PWS.
