The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. Quotes may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(2) The time specified in the solicitation for receipt of quotes;
(3) The name, address, and telephone number of the quotes;
(4) A technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of quotes. The vendor agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of quotes. Each quote submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of quotes:
(1) Vendors are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 10:00 a.m., local time, for the designated Government office on the date that quotes or revisions are due.
(2)(i) Any quote, modification, revision, or withdrawal of an quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition; and--

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of quotes and was under the Government's control prior to the time set for receipt of quotes; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful quote, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the quote wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that quotes cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Quotes may be withdrawn by written notice received at any time before the exact time set for receipt of quotes.
Oral quotes in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile quotes, quotes may be withdrawn via facsimile received at any time before the exact time set for receipt of quotes, subject to the conditions specified in the solicitation concerning facsimile quotes. A quote may be withdrawn in person by a vendor or its authorized representative if, before the exact time set for receipt of quotes, the identity of the person requesting withdrawal is established and the person signs a receipt for the quote.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate quotes and award a contract without discussions with vendors. Therefore, the vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.
(h) Multiple awards. The Government may accept any item or group of items of a quotes, unless the vendor qualifies the quote by specific limitations. Unless otherwise provided in the Schedule, quotes may not be submitted for quantities less than those specified. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (Tailored)
(a) The Government will award a Purchase Order (P.O.) resulting from this request for quote to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
EVALAUTION FACTORS (in descending order of importance):
Factor I: Technical Approach Factor II: Past Performance Factor III: Total Evaluated Price
1) Adjectival Ratings
The Government will perform an evaluation of the Technical Approach and Past Performance/Experience evaluation factors based on the Vendor’s quote. This evaluation focuses on strengths and weaknesses of the Vendor’s quote, resulting in the assignment of an adjectival rating for each factor. Price will not be assigned an adjectival rating.
Note: The following adjectival ratings/definitions shall be used for the Technical Approach evaluation factor:
Table 1
Adjectival Ratings
Rating Definition
Outstanding Quote meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good Quote meets requirements and indicates a thorough approach and understanding of the requirements. Quote contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable Quote meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on performance. Risk of unsuccessful performance is no worse than moderate.
Marginal Quote does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements.
Unacceptable Quote does not meet requirements and contains one or more deficiencies. Quote is not awardable.
Strength - An aspect of an Vendor’s quote that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during P.O. performance.
Weakness - A flaw in the quote that increases the risk of unsuccessful P.O performance.
Significant Weakness - A flaw that appreciably increases the risk of unsuccessful P.O performance.
Deficiency - A material failure of a quote to meet a Government requirement or a combination of significant weaknesses in a submision that increases the risk of unsuccessful P.O performance to an unacceptable level.
Risk – (as it pertains to source selection) The potential for unsuccessful P.O performance. The consideration of risk assesses the degree to which an vendor’s quoted approach to achieving the technical factor or its sub-factors may involve risk of disruption of schedule, increased cost or degradation of performance, the need for increased Government oversight, and the likelihood of unsuccessful P.O performance.
Factor I-Technical Approach The objective of this factor is to gauge the Vendor’s technical experience as a prime contractor in completing work similar, or other comparable projects of similar size and complexity based on the vendor’s response to the requirements identified below.
The Technical Approach has two (2) areas of consideration: 1) the Work Plan and 2) Delivery. The Government will review the Vendor’s proposal in detail to ascertain the quality and depth of the Vendor’s narrative responses of each area of consideration and associated supplemental information as outlined in below. The evaluation will consider how well the information provided demonstrates that the Vendor understands the requirements of the RFQ and its ability to meet those requirements. The Government will evaluate each Vendor 's technical approach for its ability to execute the PWS and plan the work efforts identified in the PWS, maintain performance requirements, and support operational schedules.
The Government will evaluate each Vendor’s technical approach to perform the Government’s requirements under this solicitation. The evaluation will be based on the Vendor’s demonstrated technical understanding of the requirements and on the breadth, depth and relevance of information provided by the Vendor in response to the requirements set forth in the PWS.
The manner in which the Vendor addresses each typical task that will show knowledge of routinue overhaul of barges and/or ships.
The Government will evaluate the schedule and approach for logically sequenced work to support and manage completion of the project as outlined in the PWS and Vendor’s delivery approach. The maximum period of performance is 07/01/2020 to 10/15/2020, however, a shorter period to complete all PWS requirements will be evaluated as favorable to Government and taken in consideration when determining best value.
Major factors considered for evaluation in this category are the degree to which the information in the quote can be expected to yield acceptable technical performance and quality of the product, including thoroughness, accuracy, complements of planning, analysis and technical support efforts necessary to achieve technical performance objectives. It is imperative that the Technical Response clearly demonstrates the technical expertise and capabilities to perform on all tasks related to the PWS in sufficient detail to establish technical acceptability in the following areas:
The Vendor’s quote must provide the following as it relates to its Technical capabilities to perform the PWS.
Factor 2- Past Performance There are two aspects to the past performance evaluation: Relevancy and Confidence.
1) Relevancy of Past Performance The first aspect is to evaluate the Vendor’s past performance to determine how relevant a recent effort accomplished by the Vendor is to the effort to be acquired through the source selection.
More relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance. Sources of past performance information may include information provided by the Vendor, information obtained from questionnaires tailored to the circumstances of the acquisition, or any other sources available to the Government. Other sources include, but are not limited to: Contractor Performance Assessment Report (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases;
interviews with Program Managers, Contracting officers and Fee Determining Officials; and DCMA.
Table 2 Past Performance Relevancy Ratings
Rating Definition
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
2) Performance Confidence Assessment
The second aspect of the past performance evaluation is to determine how well the contractor performed on the contacts. In conducting a performance confidence assessment, each Vendor shall be assigned one of the ratings below:
Table 3
Rating Definition
Substantial Confidence Based on the vendor’s recent/relevant performance record, the Government has a high expectation that the Vendor will successfully perform the required effort.
Satisfactory Confidence Based on the vendor’s recent/relevant performance record, the Government has a reasonable expectation that the Vendor will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available or the Vendor’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Vendor may not be evaluated favorably or unfavorably on the fact of past performance.
Limited Confidence Based on the Vendor’s recent/relevant performance record, the Government has a low expectation that the Vendor will successfully perform the required effort.
No Confidence Based on the Vendor’s recent/relevant performance record, the Government has no expectation that the Vendor will be able to successfully perform the required effort.
Performance Confidence Assessment is an evaluation of the likelihood (or Government’s confidence) that the vendor will successfully perform the solicitation’s requirements; the evaluation is based upon past performance information.
Factor 3 - Total Evaluated Price
The Vendor’s quoted price will be evaluated on the basis of price reasonableness in accordance with FAR 13.106-3.
The total quoted price will be used in making an award determination. Therefore, any inconsistencies between quoted technical/management approaches and price, whether real or apparent, should be explained in the supporting price/narrative section. Vendor s are cautioned that to the extent quoted prices appear unrealistic, the Government may infer either a lack of understanding of the requirements, increased risk of performance, or lack of credibility on the part of the Vendor.
The burden of proof for price credibility rests with the Vendor. Quotes which are unrealistic in terms of technical or schedule commitments or unrealistically high or low in price may be deemed reflective of an inherent lack of technical competence, or indicative of a failure to comprehend the complexity of the quoted work.
Vendor s responding to this solicitation are advised that, prior to award, the Government may request Vendors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price lists with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.
SELECTION
The Government intends to evaluate quotations and issue an award using the procedures of FAR Part 13.5, Simplified Procedures for Certain Commercial Items. The Government shall select the Vendor whose quotation is the Best Value to the Government, considering technical approach, past performance, and price compared to other quotations. The Government reserves the right to not issue an award if it is not in the best interest of the Government to make an award.
Technical and past performance are more important evaluation factors when compared to price.
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding Purchase Order without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
