1. PROJECT OVERVIEW
This project includes the renovation works required to upgrade an existing warehouse in the Depot Bardo area of Tunis, Tunisia. The objective is to enable the Tunisian Ministry of Health (MOH) to effectively receive, store, and distribute medical supplies, various pharmaceuticals, and vaccines. The Contractor shall provide all necessary services to deliver a fully functional and operational facility. The period of performance for the base bid is 300 calendar days from award of the base contract. An additional 100 calendar days will be added for each option awarded. Naval Facilities Engineering Command (NAVFAC) will manage the execution of this project, funded by Humanitarian Assistance (HA), on behalf of the U.S. Embassy Tunisia Office of Security Cooperation (OSC) and the Tunisian Ministry of Health (MOH).
The Bardo Depot supports healthcare logistics in Tunis through six pharmaceutical storage buildings.
Depots 1, 2, 3, 5, and 6 have deteriorated due to aging infrastructure, limited maintenance, and structural issues. Depot 4 was recently renovated. This project will bring the remaining depots up to modern standards for temperature control, safety, and operational efficiency.
Five upgraded medical storage facilities will form a central medical storage hub with auxiliary buildings to enhance procurement, sorting, storage, and distribution of essential medicines, supplies, and vaccines. Storage of critical medical supplies remains a challenge for the MOH; purchased, manufactured, or donated stocks must flow efficiently to regional and remote healthcare centers.
Tunisia stands on the frontlines of migratory movements into Europe, amplifying healthcare demands.
Combined with global supply-chain constraints and a tightly limited budget, existing storage and distribution networks are operating at capacity. This project is expected to streamline the medical supply-chain, boost efficiency, secure and safeguard inventory, and enforce tighter controls, empowering the MOH to meet the healthcare needs of both Tunisian citizens and migrant populations.
