1. PROJECT OVERVIEW
This project includes the renovation works required to upgrade an existing warehouse in the Depot Bardo area of Tunis, Tunisia. The objective is to enable the Tunisian Ministry of Health (MOH) to effectively receive, store, and distribute medical supplies, various pharmaceuticals, and vaccines. The Contractor shall provide all necessary services to deliver a fully functional and operational facility. The period of performance for the base bid is 300 calendar days from award of the base contract. An additional 100 calendar days will be added for each option awarded. Naval Facilities Engineering Command (NAVFAC) will manage the execution of this project, funded by Humanitarian Assistance (HA), on behalf of the U.S. Embassy Tunisia Office of Security Cooperation (OSC) and the Tunisian Ministry of Health (MOH).
The Bardo Depot supports healthcare logistics in Tunis through six pharmaceutical storage buildings.
Depots 1, 2, 3, 5, and 6 have deteriorated due to aging infrastructure, limited maintenance, and structural issues. Depot 4 was recently renovated. This project will bring the remaining depots up to modern standards for temperature control, safety, and operational efficiency.
Five upgraded medical storage facilities will form a central medical storage hub with auxiliary buildings to enhance procurement, sorting, storage, and distribution of essential medicines, supplies, and vaccines. Storage of critical medical supplies remains a challenge for the MOH; purchased, manufactured, or donated stocks must flow efficiently to regional and remote healthcare centers.
Tunisia stands on the frontlines of migratory movements into Europe, amplifying healthcare demands.
Combined with global supply-chain constraints and a tightly limited budget, existing storage and distribution networks are operating at capacity. This project is expected to streamline the medical supply-chain, boost efficiency, secure and safeguard inventory, and enforce tighter controls, empowering the MOH to meet the healthcare needs of both Tunisian citizens and migrant populations.

2. GENERAL SCOPE OF WORK
2.1. GENERAL BACKGROUND
This project includes the design, renovation, and outfitting of Depot 1 at the Bardo medical storage complex in Tunis, Tunisia. Depot 1 will serve as one of five upgraded pharmaceutical warehouses, forming part of a central storage hub with auxiliary buildings. The renovated facility will support the Tunisian Ministry of Health (MOH) in receiving, storing, sorting, and distributing essential medicines, supplies, and vaccines to both national and migrant populations.
Scope of work includes the warehouse building, supporting infrastructure, site work, and all associated interior systems and finishes. The contractor shall deliver a fully functional and operational storage facility, tied into the recently renovated Depot 4 for utilities.
2.1.1. Initial Assessment Findings
The initial assessment identified the following critical discrepancies:
Dépôt Bardo, Tunisia
WON: 1866413
MOH Coordination: The SOW and final designs will need to be cross-coordinated with Ministry of Health Officials (MOH)
Structural Infeasibility: The removal of inter-warehouse division walls, is structurally impossible without major modifications due to the shared foundation columns and steel supports. Proposal should work with division walls and not require their reconstruction or reconfiguration.
Need for Thorough Site Surveys: A post-assessment and detailed survey of each warehouse/depot (D1, D2, D3, D5, and D6) is absolutely necessary to accurately determine specific requirements and constraints by the Contractor.
Degraded Condition: Depots are in a similar degraded condition and require renovation.
Excessive Heat: Excessive heat inside Depots 1–3 due to zinc roofing is unsuitable for medicine storage.
Outdated Systems: HVAC and electrical systems are outdated or missing – full upgrade needed.
Damaged Flooring: Flooring is damaged – resurfacing is essential.
Lack of Fire Safety: Currently facilities do not have fire-rated doors – installation of EI 60/EI 90 doors (NFPA 80 / EN 1634-1) will be required. Fire safety systems and alarms inside depots are currently not present and will need to be established.
Inadequate Emergency Exits: Current Emergency exits do not address safe exiting – align with NFPA 101 / ISO 7010.
Outdated Shelving: Current shelving systems do not meet the medicine storage requirements – replace with racking per FEM 10.2.02 / EN 15635 after material audit.
Functional Cold Room: Cold room in Depot 3 (D3) is functional and needs only light maintenance.
2.1.2. Project Goals
Ensure a safe, functional, and efficient pharmaceutical storage and distribution facility.
Meet the specific requirements outlined by the Ministry of Health (MOH).
Upgrade infrastructure to provide reliable power and fire suppression.
Renovate depots to ensure weatherproofing, security, optimal storage capacity, and climate control suitable for pharmaceutical storage.
Provide adequate office space that meets the needs of the facility staff.
Maintain operational continuity throughout the renovation process.
2.2. GENERAL DEMOLITION SCOPE OF WORK
Demolition shall include removal of all debris and waste from the site. Removal of existing safety hazards (i.e. debris concrete, rebar, dilapidated parts or pieces of structures, pieces of structures fallen or dislodged by weather).
Dépôt Bardo, Tunisia
WON: 1866413
2.3. GENERAL SITE/CIVIL SCOPE OF WORK
Clear site to provide access in and out of each Depot as awarded. Ensure the entry/exit roadways are clear, functional, and free of hazards. At end of construction, repave the entrance road into the Depot site and that extends to the back of all the depots to complete the full facility…
