About this file
This is a Standard Form 30 Amendment (P0001) for Solicitation Number N33191-25-R-ITAELEC, a competitive electrical power procurement for U.S. Navy installations in Italy. The amendment addresses and fixes errors in the initial solicitation, updates the price proposal sheet, and incorporates responses to pre-proposal inquiries received by June 13, 2025. Key modifications include clarifying that no Guarantee of Origin (GO) supply is required, specifying proposal submission procedures (email to Marc Zurasky and Alex Wingert), and confirming the estimated award date of July 31, 2025.
The solicitation seeks an electrical power vendor to supply power to multiple sites, with specific technical and pricing evaluation criteria. Offerors must demonstrate capabilities through five technical factors: cover letter documentation, completed Form D proving market experience, bank letters of reference, a sample invoice, and energy vendor qualifications. The government will use a Lowest Price Technically Acceptable (LPTA) evaluation method, requiring all technical factors to be rated "Acceptable" and focusing on the lowest total offer value across contract line items. Proposals are due July 03, 2025, at 10:00 am CEST, with a contract start date anticipated for September 1, 2025.

AMENDMENT IN RED
ARTICLE 4. PRICE OF ELECTRICAL POWER SUPPLY
Energy unit price.
The monthly energy unit price PPUNm expressed in € / MWh will be applied to the energy withdrawn in each month “m” by the Customer at the points of delivery referred to in attachment J-200000-02 and to the related network losses. The unit price will be differentiated in each Contract Band (as defined below), calculated using the following formula:
PPUNm = PUN + ΔPUN
Where PUN is the slot price calculated monthly as the arithmetic average of the values taken on by the
PUN (understood to be the “prezzo di valorizzazione unico nazionale” (single national value) of the electrical energy purchased from the Day Ahead Market, as stipulated by Art. 30, subparagraph 4, letter c, of ARERA’s resolution No. 111/06, its amendments and additions), during the hours of the respective Contractual Slot during the supply month, expressed in €/MWh;
ΔPUN is the transaction fee expressed in €/MWh and equal to ΔPUN = x.xx €/MWh as awarded.
Contract bands are as defined by the current relevant ARERA resolution.
Pass-through regulated components. The components listed in J-200000-04, tab “Components”, illustrate regulated costs per current transportation, distribution, system charges, Capacity Market charges, and metering tariffs and shall be passed through with no markup to the Government.
Specifically, the Capacity market charges shall be calculated on an hourly basis, not on a forfeit basis.
These components shall be transparent on all provided bills for invoicing purposes. The Government requires 30-day advanced notification to the address listed in Article 1 when either the components change (added or deleted) and/or the rates in the tariff changes. Any future change to the regulated pass-thru tariff as dictated by ARERA (system charges, transmission and metering distribution services, dispatching) can be applied to the first available bill. If the “Rate” column denotes a component as “ARERA RESOLUTION” it is an approved pass through charge. If it is denoted as “not applicable” it is not payable by the Government. Invoices that include charges that are marked as “not applicable” in the “Rate” column will be rejected by the Government and will not be paid.
The contractor shall not adjust the supply price for changes in balancing costs or any other charge relating to the service forecasts that may occur during the period of validity of this contract.
The energy unit prices shall not include:
Taxes and duties (see Art. 11);
Grid losses; or
Tariff items specific to the “Tutela” and “Salvaguardia”.
The energy unit prices shall include the following costs not to be invoiced separately:
costs relevant to any achievement and release of green energy;
costs associated with the application of the 2003/87/CE Directive “Emissions Trading” on GHG emissions;
imbalance costs and any other dispatch costs related to scheduling of deliveries;
costs relevant to holding the necessary authorizations, in accordance with current legislation, on behalf of the NAVFAC EURAFCENT to purchase transportation rights, production capacity at national level;
costs associated with QVD (Quota Vendita Dettaglio), or Marketing and Selling Prices, “Prezzi di Commercializzazione e Vendita - PCV”, or similar, as defined in the resolution
ARERA no. 349/07 “TIV” and subsequent modifications;
unbalancing charges determined in accordance with the current legislation relating to unbalancing charges. (In the event of any changes to the unbalancing legislation, Art. 10 shall apply); and all costs relevant to invoicing, including stamps and registered mailing costs for any purposes.
AMENDMENT IN RED
SECTION M - EVALUATION FACTORS FOR AWARD
EVALUATION FACTORS FOR AWARD
A. GENERAL
1. The Government will award one contract in response to this solicitation.
2. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract and to negotiate with Offerors in the competitive range.
3. The Government intends to evaluate proposals and award a contract without discussions;
however, the Government reserves the right to conduct discussions should it be deemed necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the range to the greatest number that will permit an efficient competition among the most highly rated proposals.
B. EVALUATION FACTORS & BASIS FOR AWARD
The Government will evaluate proposals and make award based on the following factors:
TECHNICAL FACTORS:
Factor 1: Cover letter, SF33 and various documentation
Factor 2: Attachment D Form
Factor 3: Bank Letters of Reference
Factor 4: Sample Invoice
Factor 5: Energy Vendor Qualifications
PRICE FACTOR:
The technical offers will be considered acceptable if all the required documentation is properly submitted, complete, accurate, current, and relevant in accordance with the requirements of the solicitation. The technical evaluation will be completed prior to the price evaluation. If the Offerors technical evaluation is rated as technically unacceptable, no price evaluation will be completed.
The following adjectival ratings and rating descriptions will be used to assign a rating to each technical factor.
Table A-1 Technical Acceptable/Unacceptable Ratings
Rating Description
Acceptable (A) Proposal clearly meets the minimum requirements of the solicitation
Unacceptable (U) Proposal does not clearly meet the minimum requirements of the solicitation
Each technical factor submission will be evaluated and rated either “ACCEPTABLE” or
“UNACCEPTABLE”. All technical factors must be rated “ACCEPTABLE” in order for a proposal to be eligible for award. An “UNACCEPTABLE” rating in any factor results in the overall proposal being un-awardable, unless corrected through discussions.
Each Offeror’s total price as submitted on Attachment J-2000000-04 will be evaluated to determine the Lowest Price offer submission.
The Government intends to award the contract to the Offeror submitting the Lowest Priced, Technically Acceptable (LPTA) offer. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
C. SUBMITTAL REQUIREMENTS FOR EACH FACTOR AND BASIS FOR EVALUATION
