AMENDMENT 0002
The purpose of this Amendment 0002 is to:
1) Provide answers to questions in response to the Request for Information (RFI) received.
2) Extend the proposal due date to May 28, 2024, 1400 hours Central European Summer Time
1. REQUEST FOR INFORMATION:
Question 10: If a joint venture Offeror has one JV member who is on the Official Register of Construction Contractors from the Spanish Ministry of Finance, but a second member who is not, then to clarify, is the JV precluded from being awarded a contract?
Answer 10: Please refer to section 00 21 16, paragraph 13.4.1.
Question 11: Will MACC awardees be expected to execute all design requirements across the life of the contract with the originally proposed Lead Design Firm, or are case-by-case substitutions (due to A-E workload, specialty of project, etc.) permissible?
Answer 11: For future task order’s, MACC awardees will be required to use the team they originally proposed and that will be identified in their basic MACC contract. Any changes to your team desired after MACC award would require Government approval of a modification to your basic MACC award contract.
Question 12: Will NAVFAC include FAR 52.216-3 or 52.216-4 clauses to address large wholesale price fluctuations in the commercial marketplace to both semi and standard materials?
Answer 12: No. The clauses will not be added.
Question 13: How many projects issued under the current MACC have been Design-Build versus Design- Bid-Build?
Answer 13: Ten (10) Design-Build, and twelve (12) Design-Bid-Build.
Question 14: Will the Government provide at least 3 weeks for submission of Phase 1 proposals after finalization of PPI responses?
Answer 14: No. The proposal due date has been extended to Tuesday, 28 May 2024 at 2:00PM Central European Summer Time (CEST).
Question 15: As per N3319124R9000 document, Factor 1 Technical Approach, page 8 of 80 , paragraph
5.1.1.1. Please, confirm if the offeror has to submit two (2) single pages (one for the organizational chart and another one for the brief description of the role and responsibilities) or only one (1) single page to cover all the content requested under Factor 1.
Answer 15: The organizational chart and brief description of the role and responsibilities of each entity (i.e. narrative) shall not exceed one page. There is no page limit for the joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letters of commitment.
Paragraph 4.1.3 requires all these documents be combined in a single electronic file in PDF format.
Question 16: As per revised paragraph 5.2.1.2 issued by Amendment 0001. Projects have been for new construction, restoration, or modernization of commercial or Governmental buildings. Regarding the Governmental Building, please, confirm if projects of any type building on military bases for the US Government are considered as Governmental building.
Answer 16: Any project where the ultimate customer is a government entity is a governmental project.
Question 17: Unique Entity Identifier (UEI) Replaces DUNS Number. The Unique Entity ID is the official identifier for doing business with the U.S. Government as of April 4, 2022. It is a 12-character alphanumeric ID assigned to an entity by SAM.gov. On Appendix A, Section 1 Experience, the Duns number field should be filled out, shouldn't the unique field appear instead?
Answer 17: Please use the Unique Entity Identifier (UEI) in lieu of the DUNS number.
Question 18: The answer to question 8 of Amendment 01 confirms that only one page can be submitted for the organization chart and description of the role and responsibilities. We consider that on the same page the organization chart will not be visible and in less than one page there will not be space to adequately explain the roles and responsibilities. In previous MACC solicitations the organization chart occupied one A3 page, and the description of roles and responsibilities two A4 pages. Can you extend the page limitation of this section to two pages?
Answer 18: The organizational chart and brief description of the role and responsibilities of each entity (i.e. narrative) shall not exceed one page. There is no page limit for the joint venture agreement, partnership
Question 19: Can we anticipate an extension of this due date? Please confirm.
Answer 19: See answer 14.
Question 20: In 5.1.1.1 of the RFPF, it says "Provide a simple organization chart that clearly identifies the lines of authority between the proposed primary construction firms and primary design firms for this contract. Include a brief description of the role and responsibility of each entity not to exceed (1) one single-sided page. If the experience of an entity is being claimed in Factor 2, that entity must be named in the organizational chart." And in section 4.1.3 of the RFP id states, "A single finle in PDF format containing the organizational chart, narrative describing the organization chart and any letters of commitment, and Joint Venture agreement (if applicable) for Factor 1 - Technical Approach”. Was the intent of the instruction to limit the section to a total of one page that would include both the org chart and the narrative, plus the letters of commitment - or was it meant to allow one page for the org chart plus one page for he narrative plus the letters of commitment and JV agreement?
Answer 20: The organizational chart and brief description of the role and responsibilities of each entity (i.e. narrative) shall not exceed one page. There is no page limit for the joint venture agreement, partnership
Question 21: Regarding the requirement to submit a design team experience. Could you please advise if the designer needs to be locally registered?
Answer 21: Please refer to paragraph 13.4.1

The Proposal due date has been changed from Monday, 20 May 2024 at 2:00PM Central European Summer Time (CEST) to Tuesday, 28 May 2024 at 2:00PM Central European Summer Time
(CEST).
