About this file
This document is an amendment to a solicitation for a design-build project to upgrade the water system in Kombewa, Kenya. The Navy is seeking proposals to provide at least 24,000 liters of elevated water storage and inspect the existing underground storage facility. Offerors should consider temporary removal and replacement of site items as needed to install a new water tower. The amendment responds to inquiries regarding borehole capacity and water quality testing, protection of existing underground pipes, potential leakage in the storage facility, the defined area for the new water tower, and acceptable methods for running pipes and locating a dump site. The solicitation number is N3319123R4017 and is issued by the Naval Facilities Engineering Command for the Department of the Navy. The amendment sets a response deadline of September 11, 2023.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been added by full text:
Subject solicitation is amended to respond to Pre-Proposal Inquiries.
Inquiry 001
During the site visit we noted there is a borehole. There is no information concerning the borehole functionality, pumping rate, water quality test etc.
Question: Should the offeror only be concerned with what is currently produced in terms of water volume or potential boreholes to meet demand is also part of consideration?
Response to Inquiry 001
Per the RFP, the Contractor must provide at least 24,000 L of elevated storage. No additional boreholes are anticipated with this project.
Inquiry 002
Distribution pipes from the well to the underground water storage facility pass through a tarmac road.
Question: Are the existing details on the materials used, i.e., sleeve type and size? What were the protection measures at the drainage crossings? Were there concrete covers/encasement to protect the pipes from being washed away by storm water?
Question: If information is not provided or currently available, should the offeror recommend further investigation e.g., /test pit etc. to determine existing condition to determine new installation?
Response to Inquiry 002
There is no available information on the sleeve type and size. If the Contractor's designer deems necessary, pipe crossings under the drainage ditch may require protection to prevent being washed away.
Inquiry 003
We noted the Scope of Work for the underground storage facility only has exterior face-lift recommended.
Question: Is there details on the conditional of the interior storage surface and if there is a potential leakage in the near future requiring coating to mitigate leaks?
Response to Inquiry 003 The Contractor will be required to inspect the existing underground storage facility including the interior and provide recommendations on future repair.
Inquiry 004
N3319123R4017
During our site visit, we observed the area provided for the proposed water tower construction is very defined/small.
The construction will involve removal of the nearby pavement slabs and replacing them after completion.
Question: Was this considered to be part of the scope of work, or a new site will be considered to avoid additional restoration work?
Response to Inquiry 004
If necessary, the Contractor should consider the temporary removal and replacement of items in order to install the water tower at the proposed location. During the design phase of the project, the Contractor and their designer can recommend adjusting the location to reduce impacts to the site; however, this is subject to approval.
Inquiry 005
During our site visit we noted that currently all the pipes are surface run.
Question: Should the contractor consider the best installation methodology on running the pipes in the structures, protected, and not exposed?
Response to Inquiry 005
Yes, the Contractor should consider the best installation method given local standard practices as defined in the
RFP.
Inquiry 006
Information on approved dump sites is required. Cutting off waste materials involves demolition/excavation and dumping away from site.
Question: Is there a dump site recommended and hauling distance for cost estimating?
Response to Inquiry 006
The Contractor is responsible for finding an acceptable dump site.
