About this file

This amendment modifies a solicitation for the construction of a disaster warehouse facility in Djibouti. The Navy seeks to award a firm-fixed price design-build contract to construct a warehouse with offices, maintenance facilities, and storage areas at an existing base. The amendment responds to eight pre-proposal inquiries by clarifying that insurance is not required, the site can be used for staging and worker housing, financial documents are not needed, existing utilities will service the new facilities but plans are unavailable, the contractor must verify utility conditions, submissions may be in English or a translated language, and Djiboutian law prevails in conflicts with U.S. regulations. The proposal due date remains June 19, 2023.

PRE-PROPOSAL INQUIRY 005-

Please provide a layout plan showing the exact location of the existing utility tie-in points and their distances to the project site (existing utility tie-in points of water, sanitary sewer, communication, electrical, gas, etc. ). Please also provide information about the current condition of existing utility tie-in points that will allow bidder to understand what type of upgrades/modification may be required for new connections to be required per the scope of this RFP.

ANSWER: The plan is not available. As said at p.20 par. 3.1 of TR, the existing utilities are those servicing the ONARS building. The supplies for the new facilities shall be branched from those. A project site survey can be set up to allow collection of additional info.
