Project includes renovations to the upper floor of an existing building on the Antisiranana Naval Base, which is above a currently occupied space. The existing building is two- stories, steel frame type construction, Infill walls brace the load-bearing steel columns. Adjacent spaces around the site (i.e.

below the 2nd floor and even the adjacent existing classroom, could be occupied during construction. A phased construction approach may be needed to ensure base operations are not encumbered. The proposed MOC space will be 950 SF.

Current Layout of Proposed MOC Bldg.

Proposed Layout of MOC Bldg.

(Refer to design drawings in the attachment for additional information)

Design Assumptions/ Current conditions:

1. The proposed MOC is not weather proofed. The entrance to the space consists of metal double doors, with a window above. The glass from the window is no longer present. Windows throughout the space are broken. The space is open to the adjacent spaces within the building, but separated by a metal cage wall. No windows and doors have weather seals or protection from outside elements. The ceiling is made of solid concrete, and shows signs of leaks. The only existing electrical in the space consists of wires hanging from the ceiling for lighting that is no longer there.

2. The roof is a corrugated sheet metal roof supported by steel trusses installed over the concrete superstructure. The gable roof is pitched to drain over the sides of the building. There are no gutters installed. The roof is rusted and needs replacement. There are signs of leaks throughout portions of the building.

3. The structural condition of the load bearing columns is poor and will require strengthening due to corrosion.

4. The interior walls are concrete block with plaster 4” – 6” thick with exposed metal structure. The interior paint is in poor condition.

5. Existing ceiling is concrete panels with exposed metal trim grid.

5. Electrical power into the MOC building is via overhead electrical distribution system. The point of connection comes from the overhead system into a fused disconnect. The wires are surface mounted with no conduit.

6. The current electrical characteristics of the service are: 230v, 32A, 50Hz, single phase. No building ground appears to be installed and an equipment ground is not provided. The only protection for the building is the service entrance fused disconnect. There are no additional fused disconnects, panels/breakers, or other means of overcurrent protection in the building.

– Restroom Renovation Current conditions:

1. The toilet facilities to be renovated in adjacent building. Existing male and female toilet rooms each consisting of one toilet and one sink. Coordinate new fixtures with existing connections.

2. The faucets to be placed are existing exterior sink/wash off area; it will require approximately seven 50MM stub-outs.

Restroom to be renovated Sink in restroom to be replaced Sink area – install faucets

Existing interior window frame

Roof structure Concrete stem walls to be demolished

Existing power pole

Site Work and Temporary Facilities

The construction sites must be completely secured and protected during construction.

Building and material storage/laydown sites must be approved in writing by the Contracting Officer’s Representative (COR) prior to the start of construction.

Site Security – During construction the contractor shall erect a temporary security fence with privacy screens around all active construction sites in order to maintain control of the sites, including access, safety and security concerns. The fence shall be adequately secured for high wind areas.

Laydown Area – The final material storage/laydown are must be approved in writing by the Contracting Officer’s Representative (COR) prior to the start of construction.

Demolished material and construction debris shall be removed from the compound as soon as possible to maximize space usage.

Construction Schedule Provide a bar chart displaying all construction activities related to each definable feature of work (DFOW). Each construction activity shall not have greater than a 30 day duration. If a single activity is expected to take longer than 30 days, then that activity shall be broken into multiple activities within the schedule. (For example, if the contractor is installing 40 meters of pipe that is expected to take 4 months to complete, this would be reflected as 4 construction activities each with a 30 day duration.)

Within the timeframe allowed for the final design submission, the contractor shall prepare and submit a construction schedule where the different work segments are identified and associated to the timeframe set for completion and includes percentage of completion. The construction progress schedule percentage completion determines the construction progress and will be used to prepare the invoices for payment. Payment will be tied to satisfactory completion of each of these work segments. The construction schedule shall state which work segments completion determines the achievement of the construction steps associated to the progressive invoicing - i.e. 10% (design completion), 25%, 40%, 55%, 70% and 8% work progress. The final payment will be done on the facilities acceptance.

The contractor shall have 140 calendar days after issuance of the NTPC to complete the construction work.

Cost Proposal / Schedule of Prices The Contractor shall submit a detailed Cost Proposal / Schedule of Prices broken down by construction definable features of work (with units and quantities as necessary). An example of the required format is located at 16.15.4. Costs for contingencies are not allowed in the proposals.
