About this file

This document is an amendment to a solicitation for the construction of a Tactical Operations Center and classroom facility in Kismayo, Somalia. The amendment answers four pre-proposal inquiries, allowing the use of 26 gauge galvanized corrugated sheet metal for roofing instead of 16 gauge, acceptance of a pre-engineered building with metal framing as an alternative to 2x4 wood framing, use of concrete masonry units instead of lumber for construction materials, and confirmation that a temporary staff camp can be established onsite upon authorization. The amendment also extends the proposal due date to August 13, 2020 at 1400 Central European Summer Time. The solicitation is being conducted by the Naval Facilities Engineering Command on behalf of the Department of the Navy.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

The purpose of this amendment is to answer the Pre-Proposal Inquiries.

Inquiry No. 001

Drawing No. 10414040 Side Elevations calls out for a 16 gauge glavanized corrugated sheet metal.

Please donfirm that the sheet metal is to be 16 guage as we feel that is incorrectly labeled. 16 gauge sheet metal is close to 3 lbs a square foot and normally a special order size. Further more this material is not available on the local market in Somalia. 20‐26 gauge is more commercially standard gauge for roofing sheet metal.

Response to Inquiry No. 001

Roofing material shall not be thinner than 26 gauge galvanized corrugated sheet metal.

Inquiry No. 002

The conceptual design shows 2x4 wood framing, we would like to propose a Value Engineering option of providing the TOC and Classrooms as a pre‐engineered building with metal framing in lieu of 2x4 timber framing. We feel that this would offer a far superior/quality product and provide cost savings to the project.

Will NAVFAC accept a VE option for the proposl?

Response to Inquiry No. 002

Pre-engineered building with metal framing are acceptable as an alternate. The facilities must meet the minimum size and space requirements per the Request for Proposal.

N3319120R4036

Inquiry No. 003

Per the Statement of Work, the standards and specifications for the materials is for lumber and this PPI seeks some guidance on the possibility of changing the structure’s construction materials from lumber to CMU. Is is acceptable to use CMU versus lumber.

Response to Inquiry No. 003

Concrete Masonary Unit is acceptable. Facilities must meet the minimum space and room requirements.

Inquiry No. 004

Is it acceptable to establish a temporary staff camp onsite to perform the work?

Response to Inquiry No. 004

Yes, upon gaining authorizaton, the contractor can set up temporary berthing and a staff camp within the airport security zone.

This amendment extends the Proposal Due Date to 13 August 2020 no later than 1400 Central European Summer Time.
