AMENDMENT 0001
The purpose of this amendment is to:
Include NAVFAC P-307 June 2016 requirements for Weight Handling Program Management (Attached) Include requirements for EM-385-1-1 USACE Safety and Health Requirements- see link:
(https://www.publications.usace.army.mil/USACE-Publications/Engineer-Manuals/) Provide Pre-Proposal Inquiries (PPIs) responses; all PPIs are hereby answered.
The proposal due date remains unchanged; Friday 07 February 2020 at 14:00 Central European Time (CET).
All other terms and conditions remain unchanged.
Pre-Proposal Inquiries (PPIs)
1. Please confirm that it is possible submitting experiences of two Design Subcontractors, so to have the opportunity to rely on one or the other based on the nature of the Task Order to be designed.
If so, please clarify is it is possible to submit from 2 to 5 experiences, for both of them.
Gov Response: The Government will accept experiences from two design subcontractors and review only a total of up to five projects.
2. Can the letter needed to be sent prior to award be signed from an Emirati Bank or it should come from a surety company listed in the certified companies as circular 570 states. Can an Emirati bank signs this letter or we need to have it from an American bank or surety company?
Gov Response: The performance guarantee must be issued by an entity that is legally authorized to issue performance guarantees for performance under the subject contract taking into account the laws of the jurisdiction where performance takes place, the location of the contractor, and the location of the bank or surety.
3. Is the purpose of the subject solicitation to select qualified contractors for future Bahrain MACC delivery orders?
Gov Response: Yes
4. How many contractors will be selected under this IDIQ contract?
Gov Response: Approximately 5
5. Is there any estimate that how may percent of the operation will be required in UAE?
Gov Response: Approximately 10% of the projects awrded may be in UAE.
6. Narrative font is specified at TNR 12 point; however, Tables and Graphics font have not been specified. Will the Government allow Arial 9 point for Tables and Graphics?
Gov Response: Times New Roman 12 shall be the standard font for all submissions.
7. There are no margins specified. Is there a margin restriction?
Gov Response: Standard margins of 1 inch shall be used.
8. Please confirm that there is no recency requirement for project submitted under the Construction Experience requirement.
Gov Response: Pending answer in a following Amendment.
9. Can you expand on the meaning of: “unique features” used on RFP page 11 of 58, regarding the description of the projects submitted under the Construction Experience factor.
Gov Response: Please provide any information you consider unique to the project the government should be aware of.
10. —“use of key personnel (for services)”. Are you looking for a listing of the types of key staff assigned to the project? And what project services are you seeking to list here?
Gov Response: See solicitation requirements for Key personnel. Examples of them would be but not limited to, Project Manager, Safety Manager and Quality Control Manager."
11. Reference page No 16 of 58 under the NON price proposal paragraph, Section0600 Reps & Certs is missing from the solicitation package.
Gov Response: This requirement under the Clauses Incorporated by Full Text Section on page 26 of 58. FAR Clause 52.204-8
12. Will the Government accept a font size smaller than 12 for use in the Organization Chart - as long as the font is clearly legible?
Gov Response: Times New Roman 12 shall be the standard font for all submissions.
13. Will the Government accept previously submitted Past Performance Questionnaires (PPQs) if they are physically included with the proposal submittal?
Gov Response: Yes.
14. Would the Government please grant a one (1) week proposal due date extension?
Gov Response: The proposal due date is unchanged. .
15. Payment and Performance Bonds are not required with the Phase I proposal submittal.
Gov Response: Correct.
16. Please confirm that CPARS ratings may be used in lieu of CCASS/ACASS ratings.
Gov Response: CPARS is acceptable.
17. Please confirm that a performance guarantee or payment and performance bonds are not required with the Phase
I proposal submittal.
Gov Response: Correct not required for Phase I.
18. Can we submit previously completed PPQs in lieu of asking our clients to complete another one?
Gov Response: Yes.
19. We refer to instructions under Phase 1 Non- Price Factors, Factor 2- Experience, kindly let us know how an offeror will be rated who has executed the entire turnkey design build project for a MACC contractor. The offeror acted as subcontractor to the MACC contractor.
Gov Response: As stated in (2) Factor 2- Experience (1) Construction Experience: you are allowed to clearly describe the extent of subcontract/teaming having been used.
20. Kindly let us know if under Factor 2- Experience, we can submit details of an ongoing design build project which is 40% complete.
Gov Response: 40% complete is not complete. Please refer to Section (2) Factor 2-Experience.
21. Kindly let us know if under Factor 2- Experience, we can submit details of a design build project with contract value at $ 420,000?
Gov Response: Please refer to Section (2) Factor 2-Experience.
22. Kindly let us know if there are any other registrations apart from SAM registration, CAGE Code and DUNs
Number that are required by an offeror (non-American) to bid this solicitation.
Gov Response: No.
23. Kindly let us know if only companies holding valid commercial registration in Bahrain are eligible to bid the subject solicitation.
Gov Response: It is the responsibility of offerors to know and comply with all local national laws and requirements pertaining to operating a business within the host nation.
24. We are highly interested to bid for the above-mentioned project with our local Gulf partner. Our current partner has no past performance directly with the U.S Government. As per the project experience requirement, an offeror must have at least 1 project experience directly with the U.S Government. We kindly ask if you could please substitute this requirement so we can bid on this project?
Gov Response: This requirement is not changed.
25. We are very much interested to participate in the subject solicitation and we would like to consider the minimum 1 project with the US government to be within the last 6 years rather than the 5 years so we can comply with the requirement. Appreciate your consideration for this request.
