3.1 Exterior window and door replacement – General Requirements
The contract includes the replacement of all exterior wooden windows and doors.
The windows shall comply with Bulgarian regulations for public educational facilities. As a minimum the windows shall be manufactured with PVC profile and double thermally insulated glazing.
Minimum requirement is PVC profiles with 5 chambers and double glazing. Each glazing shall have a minimum thickness of 6 mm.
The contractor shall completely remove all wooden windows, including the wooden anchors and the wooden sills and trims. All wood from existing wooden windows shall be removed as part of this contract. The contractor shall make the required adjustments and repairs to the window opening on the walls before installing the new windows. The contractor is responsible to visit the site, to take note of the existing conditions of the window openings and to make all required measurements to quantify the amount of work required by this contract. The contractor shall completely remove the exterior wood windows, including all framing, trims, anchors and supports. The contractor is responsible to repair all surfaces damaged by the replacement of the wooden windows. This will be significantly relevant when removing the existing window internal sills.
The new windows shall operate similar as the existing ones. In other words: if a window has 2 operational panels, the new windows shall have two operational panels of approximately similar dimensions, but the opening panels/leaves of the windows shall open vertically and horizontally. For estimating purposes, the contractor shall estimate that 50% of the window surfaces shall be operational (horizontally and vertically). For windows openings with less than 1m² of total surface.
100% of the window shall be operational horizontally and vertically.
The new PVC windows shall be perfectly finished inside and outside. The joints between the building and the windows shall be perfectly sealed as seen in pictures included in this paragraph for a typical installation (typical “yellow” foam cannot be visible). Contractor to provide PVC sill inside as seen in the pictures below and new outside sills made of aluminum or other approved material (i.e. natural marble or exterior rated special ceramic tiles or galvanize metal sheet).
All removed windows shall become property of the contractor and shall be disposed of in accordance with Bulgarian regulations. The contractor shall provide official documentation to certify that all removed materials were disposed in accordance with Bulgarian regulations. Prior to their removed from the job site, the contractor shall allow the beneficiary (Municipality of Targovishte) to take any materials that they may need. The plan is to have natural flow of air when windows are closed, through especially constructed elements in the frame of the window, type Regel Air, or in some other way, in line with DIN and EU norms. Number and size of elements depends on the size of the window - minimum of two units. No elements should be put in fixed windows and over-lights. Windows should be tightened with wall screws depth 50 mm. Sealing between wall and window frame should be done with polyurethane foam. Quality certified shackle should enable opening in line with the provided scheme. On the outer side, set an outer bench made of prefabricated aluminium profiles. They are set in the whole width of the window and light box in the prescribed bleed around current facade walls, including the intervention on the facade -construction of thermally insulated facade - the bleed should be six cm more than prescribed bleed.
When installing exterior window sill, the sides must lean on the wall, and the part of the facade that is damaged must be fixed. The sill should be tightened with at least two screws in the field. They can be direct or indirect. On the interior side, place parapet benches PVC profile in white color, all in line with producer specifications and joinery schemes. Investor or supervision body (with agreement from investor or contracting authority) can chose to change the color of facade joinery.
Certificates to be submitted by the bidder for all joinery:
• Systematic testing of windows, 14351-1 and B 5300
• Certificate for air permeability EN 12207 - Class 4

4.1 Crack Repairs – Thermally Insulated Facade
The kindergarten building was surveyed and evaluated by the Chief Architect of Targovishte in February 2018. The Chief Architect confirmed visible cracks on the façade walls 1 to 4 mm width.
She concluded that those cracks result from the soil compaction process occurring beneath the building foundations and that at the present moment those processes have completely subsided over the course of 50 years of the building exploitation period. In addition to the façade cracks, a much larger diagonal crack in the southwestern part of the building, located to the left of the main entrance, in the section between the two windows belonging to the boiler room and the storage room. This same crack was found extending to the aboveground floors: in the rooms on the ground and second floors. This problem occurred as a result of compromised drainage of water from the roof, which was repaired in 2006 with the replacement of the waterspouts and gutters in the entire building.
The contractor shall hire the services of specialized and licensed architect in Bulgaria to design, supervise and certify the crack repairs in compliance with Bulgarian regulations and following the general guidelines provided herein.
This contract includes in general terms:
- Remove all loose plaster with high pressure water blasting. Contractor shall estimate that this the required water blasting method, approximately 80% of the plaster will be removed.
- Notify the Chief Architect in Targovishte 2 working days before plaster removal for her to inspect the cracks and the contractor’s proposed repair method.
- Provide new reinforced leveling plaster after repair of cracks
- Notify the Chief Architect in Targovishte 2 working days before completion of the crack repair. The thermal façade installation shall not start on any section of the façade until the Chief Architect in Targovishte has had the opportunity to inspect the crack repairs with two days in advance notice.
- Apply thermal insulation façade system
- Provide new gutters and downspouts
- Provide continuous exposed natural stone on the lowest section of the façade, matching existing
Removal of plaster and paint and inadequate concrete
The contractor shall use high pressure water blasting at minimum 100 bars to remove all poorly attached plaster from the building. This high pressure water blasting will also remove all the paint and any defective masonry, plaster and concrete elements. It is estimated that minimum 100% of the paint and 80% of the plaster will be removed by means of this required high pressure water blasting.
