Design-Build Construct Military Vehicle Maintenance Facility MD-P-GAB

3.2. DETAILED STRUCTURAL SCOPE OF WORK

The Contractor shall provide a structural system that complies with all applicable Moldovan code and meets the requirements below.

3.2.1. Building Foundation

The Contractor shall design a foundation system to meet all building loads, including additional loads from special equipment such as an overhead crane and vehicle lifts. The design and construction must address applicable seismic criteria and soil conditions at the site. The Contractor shall be familiar with typical geotechnical conditions in this area of Moldova. For estimating purposes, the Contractor shall assume the worst potential soil conditions.

Note: Contractor must be familiar with the technical requirements for foundations in Moldova which exceed the technical requirements of neighboring countries. As an example of these technical requirements, for similar building in Moldova managed by NAVFAC, it was necessary to excavate 4 meters deep and provide 4 meters high of cast-in place reinforced concrete beams and walls under the grade elevation, filling the spaces between these foundation structures with select fill compacted at every 30 cm.

3.2.2. Building Structural System

The Contractor may design a structural system using reinforced concrete, reinforced concrete masonry units, or structural steel framing. The design must meet Moldovan code and be approved by an engineer licensed to Practice in Moldova. The Structural system shall allow for high-bay areas of minimum six (6) meters height, with clear spans across each maintenance bay. This system shall also be capable of supporting the clear operation of an overhead crane system. The crane system shall be able to move freely from each maintenance bay to another.

The vehicle maintenance areas shall be built without any internal columns or walls, with the only exception of the wash bay. This requires the structure of the building to be heavier.

The Structural system shall also consider loads imposed by vehicle lifts. Note that vehicle lifts shall be capable of hoisting heavy-duty military vehicles, and as such, the imposed loads may be higher than for those of normal vehicle lifts.

The use of wood for any permanent part of the building is strictly forbidden.

3.2.3. Floor Slabs

The Contractor shall provide heavy-duty, reinforced concrete floor slabs minimum 16 cm thickness.

Design-Build Construct Military Vehicle Maintenance Facility MD-P-GAB

3.3. DETAILED ARCHITECTURAL SCOPE OF WORK

Building shall be constructed at an elevation higher than the existing grade to provide positive drainage away from the building. Meet all requirements detailed in the sections below.

3.3.1. Floor Plan

The Contractor shall provide each space as shown on the conceptual floorplan. Note that the areas provide are “Net” or “Usable” areas and do not include space required for walls or circulation. The Contractor shall provide spaces that include at least the minimum “Useable” area shown. The floorplans provided are conceptual in nature. The Contractor has design freedom to produce the best possible solution that meets the minimum requirements detailed in this document. Refer to the Room Data Sheets and this Performance Technical Specification for minimum requirements.

Note that the Second Floor Area shall only be built with internal distribution if Contract Option 1 is awarded. If Contract Option-1 is not awarded, this area shall be provided with one single office and open storage.

Building shall be designed considering gender equality. It shall be an inclusive and productive workplace with same opportunities for women and men. This means among other features, that that building shall be provided with some separate areas for women and men as bathrooms or locker rooms. For estimating purposes, the contractor shall estimate 25% women and 75% men for design purposes.

The spaces to be divided between Base-Bid and Contract Option-1 shall include:

- Kitchen and break room

- Bathrooms, separated for men and women

- Locker rooms with shower separated for men and women

- Offices

- Tool Rooms

- Storage

- Balcony on second floor.

- Stairway to access the second floor

- Maintenance Shop

Design-Build Construct Military Vehicle Maintenance Facility MD-P-GAB

Version: 005

- Mechanical Room: The mechanical room shall be used to install the compressor or solid fuel boiler. The contractor can choose to install it in within the footprint of the new facility, or they can install it as a separate construction. In case the Moldovan regulations require this construction to be separated from the main building, or in case the contractor unilaterally proposes to build this construction separated from the main facility, they shall estimate that the new separated mechanical room shall have 20 m² of usable area, and consequently, the new larger vehicle maintenance facility shall be built with 20 m² less of usable facility. Because the new vehicle maintenance facility has two floors, it would be built with 20 m² less of usable space or approximately 10 m² less of footprint. For example, if the new vehicle maintenance facility needs to have a minimum built area of 735 m² and the contractor will build the mechanical room separated, the new vehicle maintenance facility would have a minimum built area of 735 m² - 20/2 m² = 725 m². Or for example, if the Moldovan regulations require the new mechanical room to have 42 m², and the contractor will build the mechanical room separated, the new vehicle maintenance facility would have a minimum built area of 735 m² - 42/2 m² = 714 m².

3.3.2. Thermal Façade

Provide impact resistant thermal façade on all exterior walls of the building as shown in the pictures below. Provide minimum 8 cm of rigid thermal insulation (wool rock) and 1 cm of rigid plaster protection (double mesh).

Provide exterior with treatments and colors to match existing installation buildings, or a color designated by the Beneficiary.
