SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

PRE-PROPOSAL INQUIRY 002

Could you please provide detailed technical drawings of the buildings (including room and building dimensions, wall thickness, layout, electrical network, water and sewage network etc.)? We need that to: calculate materials and work on the layer of plaster, the number of ceramic tiles, laminate, electrical wiring, plumbing pipes, heating pipes, air ducts, cables for fire protection systems. Also such technical drawings are necessary to estimate the scope of dismantling works and the calculation of construction debris, which will need to be removed and taken out.

Furthermore, in Ukraine the permits that need to be acquired depend on the project, so we need to prepare a detailed project first, then we can estimate the time and cost of acquiring permits.

PRE-PROPOSAL INQUIRY RESPONSE 002

All available information is provided in the Performance Technical Specification.

Per Paragraph 2.4 this is a design-build contract in which the US Government provides only conceptual sketches.

Per Paragraph 2.6 the Contractor shall visit the job site in order to perform the necessary measurements and to observe the existing field conditions in order to prepare their cost proposal.

PRE-PROPOSAL INQUIRY 003

Page 8 - Obtain formal approval from competent Ukrainian authorities for all completed works. This process is designated as “formal expertise approval” which shall be managed and paid for by the Contractor, and which shall include all items of work. “Expertise” approval is required for all items of work included in this document, and it is the procedure by which the US Government shall obtain formal confirmation of compliance with pertinent Ukrainian regulations.

Page 12 - Requirement for Ukraine Code and Regulation: The Contractor shall request, process and pay for any permits that may be required by Ukrainian laws or regulations for construction works (...)

Question:

Some of the permits required by Ukrainian law, such as the Declaration on the commencement of construction works, have to be acquired by the Customer or to the one who will operate the object (the hospital). Will you be able to provide such permits?

PRE-PROPOSAL INQUIRY RESPONSE 003

No.

In a situation where the beneficiary has to request permits (as required by Ukrainian Law and regulations), the contractor is responsible to prepare all documents and to submit them to the beneficiary, who will in turn submit it to the appropriate authorities. These requests shall have no costs to the beneficiary. The beneficiary would only have to sign the documents prepared by the contractor and then submit them to the corresponding Ukrainian authority.

PRE-PROPOSAL INQUIRY 004

What layer of plaster will need to be removed from the walls? Could you provide an electrical network plan/layout/technical drawings? (this is also relevant for estimating the cost of plaster work)

PRE-PROPOSAL INQUIRY RESPONSE 004

Any plaster that is not properly and firmly adhered to the building structure, which would be removed by the means us a water blasting at 100 bars. This should represent not more than 10% of the building façade surface, but more than 50% of the internal wall surfaces.

The electrical drawings of the internal areas to be renovated are not available.

PRE-PROPOSAL INQUIRY 005

Questions regarding power generation: Could you provide detailed information about the electrical network? What is the voltage? Do the facilities have their own substation? How many meters are to the connection points?

PRE-PROPOSAL INQUIRY RESPONSE 005

As described in paragraph 3.1, the electrical connection shall be done immediately after the electric meter for the internal areas to be renovated. The voltage shall be that available at the connection point. The contractor is responsible to visit the site to calculate the exact length of the required new feeder, depending on the route designed by the contractor’s designer.

For the façade, the contract includes exterior lighting and rerouting of existing electrical installations in order to install the new façade surfaces. If any field information is necessary, the contractor shall visit the site in order to verify field conditions.

PRE-PROPOSAL INQUIRY 013

During the inspection of Novoyavorivsk Hospital their officials risen the question on additional inspection of bearing structures prior to filling the price offer. To our understanding this is beyond what is mentioned in solicitation (general repairs, facade restoration, etc.). In case bearing structures would not be reconstructed this will put the whole building in significant risk. In case bearing structures are also needed to be repaired, which is according to our external experts is preliminary must be done, this would require additional time to perform defective act which is up to 10 working days.

PRE-PROPOSAL INQUIRY RESPONSE 013

The contract includes all necessary inspections, which are required to perform the works included in this contract.

If the results from the inspection shows that any load bearing structures on the façade would need to be repaired, this contract will not include repairs to such façade load bearing structures and consequently those sections of façade will not be repaired/restored/thermally treated under this contract and be deducted from the contract. This contract does not include repairs to load bearing structures of the façade.
