SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001 CONT. PAGE

PPI #1.

Part 3.1.1 Bathrooms to be used by the children:

The PTS state that Contractor has to install “4 sinks at elevation to be indicated by Kindergarten Director. 3 sinks to have only cold water and one to have cold and hot water. Provide stainless steel faucets. The ones for only cold water shall be provided with mechanical automatic stop faucets (adjusted at 4 to 5 seconds), with adjustable timing for automatic closing. The faucet for cold and hot water shall be monoblock with single lever to adjust the water temperature.”

According to Bulgarian sanitary regulations each sink in children washing room has to be provided with hot and cold water. Which requirement prevails – PTS or local sanitary regulations?

If local regulations prevail: Is it expected that we provide hot and cold water to all of the sinks using electronic stop faucets?

ANSWER TO PPI #1.

Local regulations prevail and therefore all sinks shall be provided with cold and hot water. However, unless the Bulgarians regulation indicates otherwise, it is not required to provide electronic stop faucets, but instead high quality stainless steel monoblock faucets shall be provided.

PPI #2.

* The PTS state in 3.2.1 Replacement of Sewer/Drainage Line inside of the Southern Building

“The contract includes the replacement of all sewer lines in the building.

This item of work will require causing extensive damages to the existing Southern building, especially on the floors of the ground floor. All interior surfaces shall be restored to their original conditions after the new sewer lines are installed. The contractor shall prepare a picture report of all areas subject to restoration. In case of conflict between the beneficiary and the contractor related to damages to the existing building after the internal sewer lines are installed, the contractor shall base their position using the pictures showing the existing conditions.”

The internal sewer piping replacement will cause a high percentage of damages in areas not under the scope of work.

Some of the existing ceramic tiles in kitchenettes and other rooms that will be affected by the renovation works are no longer available on the market. So restoring surfaces to their original conditions will mean making patches to cover only damaged areas or extend the areas with replaced ceramic tiles in order to provide esthetical look of the premises after renovation works completion?

ANSWER TO PPI #2.

The contract includes making all internal areas affected by the scope of work perfectly usable, and as esthetically pleasant as technically and reasonably possible. If for example the tiles to be removed are 30x30, the contractor shall use the most similar tiles available in the local Bulgarian market with the same sizes. The contract does not include replacing the entire floor of all rooms affected by the scope of work. For estimating purposes, if the contractor needs to replace a drainage line, they shall estimate that they would need to replace an average of 1 meter on each side of the trench. If for example the line to be replaced in one particular room is 5 meters long, they shall estimate that they would need to replace 10 m2 of finished flooring surface.

PPI #3.

The PTS state in Option ‐1, 4.1.1 Grčs Porcelain Stoneware Tiles Size: Minimum 45x45 cm”

In the same part below it is specified that:

“The new porcelain gres tiles shall be minimum 30x30 centimeters, and the ceramic tiles shall be installed diagonally with respect to the walls.”

Please confirm if gres tiles parameters will be chosen by the beneficiary.

ANSWER TO PPI #3.

The tiles shall be minimum size 30x30, not 45x45. The beneficiary shall choose the pattern and color from an ample selection to be provided by the contractor of porcelain gres tiles meeting the quality requirements specified in the contract specifications.

PPI #4.

Part 4.2 Walls from the PTS: “All walls shall be repaired and painted…”

All walls in the Gymnasium are covered at 1,2 m with ceramic tiles. Please confirm if we have to remove all ceramic tiles on walls, repair surfaces and paint the walls from the floor to the ceiling or we have to provide similar wall finishes without removing ceramic tiles and repair and paint only the upper part of the walls?

ANSWER TO PPI #4.

The existing ceramic tiles shall be completely removed, and all walls from the wall base to the ceiling shall be leveled and provided with the same finishes. The use of gypsum board to level the walls is not authorized. This item of work will require extensive plastering works.

PPI #5.

Part 4.2 Walls. PTS say: “In the main gymnasium room there is a wall covering made for climbing. The contractor shall remove this wall covering, make the necessary adjustments for the new ceiling and floor surfaces, and reinstall it in the same location, after repairing and painting the wall behind.”

During our site visit we checked the way that this climbing wall is fixed (shop made): There is an important risk of damages removing it.

Is it acceptable not to remove it?

Will the contractor be responsible if there are damages on the climbing wall?

ANSWER TO PPI #5.

Yes, it is acceptable not to remove it given that the contractor provides adequate finishes and sealing between the existing climbing wall and the new wall finishes. The contractor is responsible for any damages caused to the existing climbing wall during the execution of the works.

PPI #6.

Part 4.4 Roofing: PTS say: “However, to guarantee the durability of the new work, especially the new ceiling surfaces, the contractor shall repair the roof as necessary in order to provide 10 year warranty against any water infiltration. The contractor shall hire the services of a specialized architect or engineer to design and certify the repair method proposed by the contractor.”

QUESTION: According to Bulgarian regulations small repairing works on roof could not bear a 10‐year warranty.

This is applicable only for new roofs or completely renovated roofs, two coats of hydro insulation as mandatory condition.

Does the contract include a completely new roof above the area under the scope of work or only damages repair?

ANSWER TO PPI #6.

This contract is based on strict compliance with Bulgarian regulations, and a 10 year warranty is required by this contract for the roofs above the areas to be renovated. Similarly, for all other items of work in this contract, the contractor shall provide the warranty periods required by Bulgarian regulations.

In this particular case, if the Bulgarian regulations require a complete new roof or waterproofing system above the areas to be removed in order to provide the requested 10 years warranty, the contractor shall provide as part of this contract a completely new roof or waterproofing system above the areas to be renovated.

Based on this information, a new roof or waterproofing system above the areas to be renovated is required as part of this contract.

PPI #7.

Part 4.4 Roofing. The PTS state: “This roof repair work is exclusively limited to the roof area above the area under the scope of work in the second floor of the Northern building, as well as to other areas of the building that could cause any water infiltration into the repaired areas of the second floor.”

After our site visit and existing roof evaluation we confirm that it is in a very bad condition with very law quality of insulation. Partial repairs – as required in the contract ‐ will not be sufficient to guarantee hydro insulation sustainability. The metal sheets on the roof are also very damaged. The area to be repaired under the scope of work is less than 50 m2. Please confirm if we have to include in our budget only very damaged areas repairing or a complete replacement of the damaged roofing section which is ab. 110 m2.

ANSWER TO PPI #7.

The contractor shall include the repair or replacement f all roofing areas that could affect the repaired internal areas. Assuming that the contractor's measurements and observations described in the question above are correct, the contractor shall have to provide a new roofing or waterproofing system in an area greater than 110 m2, including replacement of damaged metal sheets.

PPI #8.

4.11 Replacement of All Interior Doors. On Picture, Page 43 it is indicated that Red: New PVC door. Blue: New wooden door. Yellow: Block old door with masonry wall. Green: Remove and do not reinstall door.

Please confirm that Yellow and Green color indicators are with changed places. We suppose that Yellow is REMOVE AND DO NOT REINSTALL DOOR; Green is BLOCK OLD DOOR WITH MASONRY WALL.

ANSWER TO PPI #8.

Yes, yellow is "remove and not reinstall" and green is "block old door with masonry wall"

QUESTION#9.

We would like to kindly ask you for additional information for the project.

In regards to the renovation of the kindergarten we need the architectural plans and schematics, parts of which were included in Attachment_1_‐_PTS. We need those, in order to see the complete dimensions of the facility.

ANSWER TO PPI #9.

No additional information is available. This is a design‐build contract, and the contractor is responsible for all measurements.

As stated in paragraph 2.5 "Measurements and Quantities", this contract complies with the US Contracting Regulations, and as such, measurements and quantities of materials and work are not provided, and if any are provided, the contractor shall be responsible to verify on site. The contractor needs to visit the job site in order to perform the necessary measurements and to observe the existing field conditions in order to prepare their cost proposal. Several pictures were included in the contract. These pictures were taken in March and October 2014.

The pictures do not guarantee the existing conditions of the facilities at the time to prepare the cost proposal, and they are only a tool to describe the responsibilities of the contractor. The contractor is responsible to visit the sites in order to measure and quantify the required work, as well as to verify the existing conditions, prior to the submission of their cost proposal. The US Government is not responsible for any mistake in the contractor’s measurements or assumptions of field conditions. IT IS ABSOLUTELY NECESSARY FOR THE CONTRACTOR TO VISIT THE JOB SITES IN ORDER TO MEASURE AND TO QUANTIFY THE WORK INCLUDED IN THIS PROJECT AND TO VERIFY REAL FIELD CONDITIONS. THIS PROJECT DOES NOT INCLUDE ACCURANTE MEASUREMENTS OF QUANTITIES.

Furthermore, as stated in paragraph 3.2, the technical project, which is included in Annex#3 and referenced in the question#9, shall be used as a reference only, and the contractor can choose to use this technical project or to prepare a new one. If the contractor chooses to use the technical project that the beneficiary provided, they will be responsible to take ownership of such project. This means that the contractor shall hire the services of a licensed architect/engineer to validate and certify the design. The Government does not take responsibility for the accuracy in the assumptions or measurements for the existing technical project, which is included in Annex#3, but includes it in the contract for the contractor to understand the scope of work included in this contract.
