3 GENERAL SCOPE OF WORK OF BASE BID

The Base-Bid of the project includes the items of work specified in this paragraph 3 and its subparagraphs, which include the necessary work in order to have completely renovated and perfectly operational bathrooms and new drainage and sewer lines to the point of connection with the Northern building.

- Complete renovation of 6 bathrooms

- New drainage and sewer lines

- Commemorative plaque

3.1 RENOVATION OF 6 BATHROOMS

The works include the complete renovation of the bathrooms in the 6 groups of children in the Southern building. There are 6 groups, all with similar layout, although with some differences between them. For that reason, it is absolutely necessary that the contractor visits the kindergarten and verifies the existing conditions prior to submission of their bids. Although the bathrooms are similar in layout and sizes, their conditions are very different.

At the end of the contract, all renovated bathrooms shall be similar, with the exception of two that shall be designed for a nursery (youngest children)

Approximate internal dimensions and layout of the 6 bathrooms to be renovated

BU-HA-2014-20283 Page 8 of 142 Version: 001

The contractor is responsible to renovate the following bathrooms:

- Group Biserche (ground floor)

- Group Dagu (ground floor)

- Group Delfinche (ground floor)

- Group Mickey Mouse (2nd floor)

- Group Boratino (2nd floor)

- Group Slatka Ribka (2nd floor)

Note that the denomination of the groups may have changed, but the contract includes the complete renovation of the bathrooms of the 6 groups in the Southern building.

Once completed, there shall be 4 bathrooms to be used by the children and 2 to be used as the nursery bathrooms (or baby changing rooms). The bathrooms to be used by the children shall be provided in general terms with a shower plate, sinks and 3 small toilets. The nursery bathrooms shall be provided with 1 large toilet, one small toilet, one large tank for disinfection, two sinks and two large tables with drawers and cabinets for changing diapers.

As part of this project, 2 of the bathrooms that are currently used for children will be converted into the nursery bathrooms, and the existing nursery bathrooms shall be converted into bathrooms for children. Actual bathrooms to be used for children and for the nursery groups shall be defined by the beneficiary after the contract is awarded.

3.1.1 Bathrooms to be used by the children

4 of the 6 group bathrooms in the Southern building shall be used by children. The sketch below shows the required finished layout and appliances of these bathrooms

New conceptual layout for bathrooms to be used by children

BU-HA-2014-20283 Page 9 of 142 Version: 001

Sketch in previous page shows the new required layout and appliances for each of the 4 bathrooms. Each bathroom includes two rooms (hand washing area and toilet area).

Each finished bathroom shall be provided with:

- Wall mounted furniture (for towel, comb,…), typical for kindergarten use, similar to the ones shown in pictures of renovated kindergarten in Moldova, using solid varnished wood. Use of composite wood is not authorized. Approximate location of this required wall mounted furniture is shown in red in picture in page 8. Total of 25 compartments.

- 4 sinks at elevation to be indicated by Kindergarten Director. 3 sinks to have only cold water and one to have cold and hot water. Provide stainless steel faucets. The ones for only cold water shall be provided with mechanical automatic stop faucets (adjusted at 4 to 5 seconds), with adjustable timing for automatic closing. The faucet for cold and hot water shall be monoblock with single lever to adjust the water temperature.

- Sinks countertop: The sinks shall be installed recessed on continuous artificial stone countertop with rounded edges and designed to support the load of people standing on top of the countertop. The use of wood for the countertop is not authorized. The countertop shall be made of artificial compound made of minimum 94% natural quartz with anti-bacterial protection. Provide with live colors (orange, blue, red of yellow), to be selected by the beneficiary among ample selection provided by the contractor. All exposed drainage piping from the sinks shall be stainless steel, provided with p-trap to avoid bad smell.

- Mirrors over the countertop of the sinks. This will require removing the existing window and making the masonry partition separating both rooms 40 to 50 cm higher. If the existing window is not wooden, it can be reutilized, given that it is reduced in size as needed for the smaller area to be covered by the window.

- Toilets and toilet partitions: Use special kindergarten size toilet seats with ceramic seat and ceramic water tank. The use of plastic water tanks is not authorized. These partitions shall be designed to be used by young children, and they shall be manufacturer’s standard products for toilet partitions. The use of shop made toilet partitions is not authorized. The contractor shall show to the Contracting Officer a copy of the catalog where the proposed toilet partitions are shown.

- One shower plate per bathroom, to be separated by masonry partition of 1. 5 meters height wall from the rest of the room. Shower plate to be perfectly embedded into the masonry walls to avoid any possibility of water leakage. Shower plate to be 20 cm higher than finished elevation of the room flooring. Provide with a shower water hose with hot and cold water. Provide water faucet with connection to the main faucet and to the shower head. The use of gypsum board for any partitions is not authorized.

- One additional wall mounted faucet, with cold and hot water, for janitorial purposes (fill up water buckets)

- Two stainless steel automatic wall-mounted hardwired hand-driers per bathroom at the height of young children. These shall be hardwired to the walls, without any exposed or visible electric cables.

- One wall mounted electrical receptacles in the handwashing area at 1.8 meters high from the finished floor elevation.

BU-HA-2014-20283 Page 10 of 142 Version: 001

In order to provide the required finished bathroom, the contractor shall perform among others, the following activities:

- Demolitions: Complete demolition within the bathrooms to be renovated of all plumbing appliances, doors (entrance and internals), wooden windows or any other window altered by the scope of work, electrical installation, water, sewer and vent piping, flooring surfaces, wall tiles, paint and plaster, existing toilet masonry partitions, ceiling plaster, furniture, mirrors, ventilation systems, and everything else within the areas to be renovated.

- Floor: Remove existing tiles and their supporting material as necessary to install the new floor surface with their new required slopes towards the new floor drains. Provide new grès tiles of minimum dimension 40x40 cm, sloped towards a new floor drain (or drains). Install floor tiles diagonally with respect to the walls. Provide supporting mortar base as necessary and recommended by the floor tile manufacturer. All floors shall be at the same elevation, sloped towards the new floor drains with 1% slope. Provide non slippery tiles, sloped towards floor drains (minimum of one for each room) to be connected with the new sewer piping system. Color and pattern of floor to be selected by the beneficiary among ample selection to be provided by the contractor.

The floor shall be sloped towards the floor drain or floor drains. Testing of the slopes shall be done by pouring one bucket of water and waiting 5 minutes. After this period there shall be no sitting water on any surface of the new floor tiles. However, the floors at the entrance shall be at the same elevation as the floor in the adjacent room, so that there is no tripping hazard. Raising the floors over the existing floor surfaces, in order to provide the required slopes, is not authorized.

Floor Material: Non-glazed floor tiles of grès material (artificial granite), laser cut, with water resistant joints. Grès Porcelain stoneware is a ceramic with a compact, hard, colored and non-porous body. The word “grès” means that the ceramic body of the tile is extremely vitrified, that is to say compact, hence the exceptional great resistance. The result is a lean clay body, little refractory, fired in a kiln (at 1200-1400 C°) until it reaches a non-porous vitrification and a complete water-proofing.

Provide wall base along all walls, with special wall trim pieces similar to the floor tiles.

Cutting floor tiles to be used as wall base is not acceptable.

- Floor drains: Provide minimum of one floor drain per room. Provide stainless steel floor drain with integral p-trap to avoid bad smells.

- Walls: Remove wall tiles and plaster as necessary in order to provide a perfectly leveled surface in which to install the new ceramic tiles. Remove internal partitions as required by this document and as required by the contractor’s design. Repair any cracks of structural defects before leveling the walls. Provide ceramic tiles from the floor (wall base ceramic tile) to the new ceiling surfaces. Ceramic tiles shall with minimum dimension 20x30 cm. Provide combinations of 3 colors and patterns per bathroom, to be selected by beneficiary among ample selection to be provided by the contractor. Provide friso (decorative tile) in middle and highest heights. Middle one can be substituted by metal friso.

The edges of the ceramic tiles shall all be protected by exposed metal corner guard. Plastic corner protection is not authorized. No edge of any tile shall be exposed to the view. Provide non-glazed ceramic tiles (for walls) with water resistant joints, glued onto the surface of the wall. Provide with metal corner guards embedded in the wall tiles.

BU-HA-2014-20283 Page 11 of 142 Version: 001

- Masonry Partitions for New Shower partition: New partitions required by new layout shall be made of thin masonry wall, not wider than 20 cm. New masonry partition of 1.5 meters height shall be provided to separate the new shower plate to be provided in the handwashing room. Cover all surfaces with new ceramic tiles as with the rest of the walls.

- Ceiling: Repair the existing ceiling surfaces, by removing the paint and plaster as necessary to provide a perfectly leveled and painted surface. This contract does not include new false or suspended ceiling surfaces due to the height of the existing windows.

- Electrical: Provide complete new electrical installation for all new bathrooms under the scope of work. Provide a new electric panel connected with the main electric panel of the kindergarten to supply electricity to the new bathroom facilities. All electrical installation in the renovated areas to be recessed along the walls, ceilings, floors, so that no electrical cables or conduits are visible, including conduits, junction boxes, lighting fixtures, switches, electric panels, etc. The electrical installation shall include:

o Designed and installed in accordance with European standards.

o All electrical equipment to be CE certified.

o Provide differential protection of maximum 30 mA for each one of the bathrooms.

o All electrical installation within the areas to be renovated to be done in conduits recessed within the walls. Electric panels, cables, junction boxes, boxes for the switches, receptacle boxes,… shall all be installed recessed within the new walls, which are to be covered with ceramic tiles. Direct installation of the cables under the plaster is not acceptable. All cables to be installed under electric conduit.

o One electrical receptacle in the handwashing area at 1.8 meters height.

o New surface mounted LED technology lighting fixtures, provided with individual switches for each one of the rooms. Lighting fixtures to be provided with washable diffuser. Provide illumination levels as required by Bulgarian regulations.

o Automatic start hand driers. Provide stainless steel automatic hand driers. Hardwire to the walls, so that the cables are not exposed to the view. Provide two units per bathroom at the height to be indicated by the kindergarten director.

o Provide individual circuits for lighting and power, so that when all hand driers are operating, there is no dimming in the lighting of the rooms. Voltage drop to be less than 3%. This will be tested for acceptance of electrical installation.

o Ventilation: Provide ventilation to the exterior of each bathroom. The contractor can choose the repair/cleaning of the existing ventilation if it is found to be adequate, or install a new forced ventilation to the exterior of the building. If any potentially existing ventilation channel is to be reutilized, the air ducts shall be cleaned and the contractor shall provide new aluminum louvers.

The electrical installation of the kindergarten does not meet European or Bulgarian standards.

The base-bid of the contract does not include the complete replacement of the electrical system of the kindergarten. However, all electrical installation for the renovated areas shall comply with European and Bulgarian standards. For that reason, it is required that the contractor connect the electrical loads immediately after the electric meter. It is estimated that the contractor shall

BU-HA-2014-20283 Page 12 of 142 Version: 001 provide a new main circuit breaker at the existing main electric panel to supply electric power to one or two new electric panels for the electric loads of the bathrooms.

The electric circuit (feeder) from the main electrical panel to the new electric panel (or panels) for the bathrooms shall be routed along the existing walls with the need to go through walls and ceiling/floors. For any electrical installation that will be required outside the areas to be renovated, the contractor shall provide new cables installed under PVC channels properly attached to the existing walls and ceiling surfaces in order not to damage the existing walls.

- Ventilation: Explained in the electrical section above

- Water supply: Most of the water lines for the bathrooms were recently replaced by the beneficiary. However, these pipes were installed on the wall surfaces and long the ceiling.

Once the project is completed the water lines shall not be exposed, but recessed within the new wall surfaces. The contractor is authorized to reutilize any of the existing pipes, given that they comply with Bulgarian regulations. All new water lines in the renovated bathrooms shall be HDPE water piping rated for domestic water use. The connection between new and existing water lines shall be visible and provided with a new valve. Within the renovated areas, the contractor shall design the size of the piping in order to provide proper flow and pressure when all toilets valves and faucets are open. Provide all water pipes inside of the bathroom areas recessed within the walls, so that they are not exposed to the view. Provide standard stainless steel faucets as previously described. Hot water to be thermally insulated with cellular type (neoprene) thermal insulation. Colds water to be thermally insulated to avoid condensation.

- Valves: Provide shut off valves for each individual plumbing appliance (sink, toilet,…)

- Hot water: Reutilize the existing electric hot water heaters. Remove and reinstall them along the new wall surfaces of the renovated areas.

- Janitorial faucet: Provide one wall mounted water faucet with cold and hot water in each bathroom for janitorial purposes (for filling water buckets).

- Existing Exterior Windows: The existing exterior windows shall be provided with new PVC internal window sills and with new mosquito nets. For estimating purposes the contractor shall estimate that they will have to remove and reinstall the existing windows in order to provide a perfect internal finish of the walls within the renovated walls.

- Entrance Door and Internal Windows/Door: The contractor needs to visit the kindergarten to see which internal windows and doors can be reutilized, modified or replaced. All wooden internal doors and internal windows shall be replaced with new. The contractor shall remove all wooden materials from the bathrooms to be renovated and replace them using similar material as the beneficiary recently used. Provide doors without bottom threshold and without locks. This is to avoid tripping hazards and to allow for proper ventilation. Do not provide locks for the doors to the children’s toilets. Doors and frames to be delivered by the manufacturer as one complete unit, not to be assembled by the contractor on site. Provide PVC door trims. Do not use any wood material for the new doors. The internal window between the classroom and the toilet room shall be provided with non-transparent glazing.

The internal windows between the two rooms of the bathrooms shall be made smaller to allow for the installation of the wall mounted recessed mirror above the new sinks. If this window is wooden, it shall be completely replaced with a new smaller one. If this window is aluminum or PVC framed, it shall be removed, modified to be made smaller, and reinstalled.

BU-HA-2014-20283 Page 13 of 142 Version: 001

- Heating: Provide new heating radiators, bimetal type. Provide new heating piping within the renovated areas recessed within the new walls or floors. Connection points between the existing and the new piping shall be exposed, or next to an access hatch for inspection and maintenance. Provide each radiator with isolation and control valves. Size and location of radiators shall be designed by the architect hired by the contractor, but as a minimum they shall be provided under the windows.

- Sewer/drainage/vent: The contract includes under this paragraph the removal of all sewer/water/vent lines from the renovated areas to the existing manholes outside of the kindergarten building. Provide new sewer/drainage/ventilation PVC piping for the bathrooms connected with the roof of the building. If this required breaking through the roof deck in order to install the new pipes, the contractor shall be responsible to repair as necessary the roof waterproofing in those affected roof areas. All sewer pipes in the renovated areas to be covered by masonry wall or partitions so that the sewer lines are not exposed to the view in the renovated areas. The only exception is in the ground floor bathrooms, where the sewer lines from the bathrooms above would be exposed on the ceiling, because a false ceiling is not provided under this contract. Provide access points for maintenance of the lines.

Connect sewer lines to the new concrete manholes outside of the kindergarten building described in a separate paragraph. Replacement of all new sewer lines of the building to be described in separate paragraph. Any existing PVC sewer lines may be reutilized if the contractor shows that they comply with Bulgarian regulations.

- Toilet Partitions (design to be approved by Kindergarten Director). It is the intent of the project to build the toilets with privacy, but at the same time with possibility of adult supervision. The contractor shall provide a design within the parameters of this contract for approval of the Contracting Officer and the Kindergarten Director. Size of the partitions shall be coordinated with the size of the rooms and size of the toilets. For estimating purposes, the contractor shall estimate that 2 of the 4 toilet rooms shall be provided with toilet partitions with doors, and the remaining 2 of the 4 toilet rooms shall be provided with toilet without partition doors. This will depend on the age of the users. The most important is that the toilet partitions shall be manufacturer’s standard product, not shop-made by a local company, and specifically designed to be used in kindergartens. The partitions shall be designed and installed with minimum contact with the floor for hygienic reasons. Provide with combination of colors typical for a kindergarten as shown in pictures in this paragraph.

- Mirrors: To be provided over the countertop of the sinks. Mirror to be recessed within the new ceramic wall tiles of minimum size 0.5 meter high and with the same length as the countertops. Mirrors shall be surrounded by ornamental ceramic tiles (friso) or my stainless steel profile/framing.

- Toilets: Provide kindergarten size toilets unless indicated otherwise by the kindergarten director. This will depend on the age of the users of the renovated bathrooms. For estimating purposes, the contractor shall estimate that all toilets shall be special size for kindergarten use. All materials shall be ceramic. The use of plastic water tanks is not authorized.

- Accessories: Provide all required accessories made of stainless steel, in order to have a perfectly finished and operational bathroom facility. This includes toilet paper holder, soap holder, wall hanger or door and window stops.

BU-HA-2014-20283 Page 14 of 142 Version: 001

This means that the contractor shall hire the services of a licensed architect/engineer to validate and certify the design. The Government does not take responsibility for the accuracy in the assumptions or measurements for the existing technical project, which is included in Annex#3, but includes it in this PTS for the contractor to understand the scope of work included in this contract.

All sewer lines shall be PVC, specifically designed by the manufacturer to be used in gravity sewer systems.

3.2.1 Replacement of Sewer/Drainage Line inside of the Southern Building

The contract includes the replacement of all sewer lines in the building.

This item of work will require causing extensive damages to the existing Southern building, especially on the floors of the ground floor. All interior surfaces shall be restored to their original conditions after the new sewer lines are installed. The contractor shall prepare a picture report of all areas subject to restoration. In case of conflict between the beneficiary and the contractor related to damages to the existing building after the internal sewer lines are installed, the contractor shall base their position using the pictures showing the existing conditions. The contractor shall be responsible for any damages, directly related with their work, which they cannot prove by the use of pictures, which existed before their work started.

The contractor’s design and installed work shall allow for easy maintenance of the new sewer lines, including handholes and clean-outs as necessary.

The contractor shall provide the sewer lines with the necessary and continuous slopes, but as shallow as technical possible for future maintenance of the lines.

ALL sewer/drainage lines in this drawing to be replaced. All manholes to be replaced.

BU-HA-2014-20283 Page 26 of 142 Version: 001

From the roof to the ground, most of the sewer and drainage lines outside the renovated bathrooms need to be exposed (visible). In these cases, the contractor shall install the pipes as close as technically possible to the walls and ceiling surfaces, and the lines shall be painted with the same color as these surfaces. Pipes shall be painted before they are installed to maximize the quality of the paint application.

The replacement of the sewer and drainage lines of areas not under the scope of work of the contract is technically challenging. The contractor shall need to remove many appliances, and to reinstall them after the new sewer/drainage lines are installed. This will require replacement of some elements which will not be able to be reinstalled, as for example the floor drains. The contract includes the replacement of all floor drains.

Extensive damages are estimated on the walls, and especially on the floors, which the contractor shall restore to their original condition, to the maximum extent technically possible.

The replacement of the sewer and drainage lines includes the replacement of the roof drainage pipes that run inside the Southern building. This contract does not include roof repair, and therefore the contractor shall connect to the existing roof drain immediately on the ceiling of the second floor.

The contractor is responsible to replace the pipes from the roof, including the roof floor drain, only if these are altered, modified or damaged due to their work on the second floor.

3.2.2 Replacement of Sewer Lines in the Patios

The contract includes a completely new design for the sewer lines in the patios. Currently there are two sewer lines crossing under the hallway that separates the two patios. Once the contract is completed, there shall be one single sewer line under this hallway.

The contract does not include cutting any tree, which may affect the routing of the new sewer lines.

If any tree needs to be cut or pruned, the contractor shall coordinate with the beneficiary its removal or pruning. The contractor shall give a minimum of one month advance notice to the beneficiary, for them to be able to coordinate with the corresponding Municipal authority responsible for such work.

3.2.3 Replacement of Sewer Line along the Mechanical Room

The sewer system of the Southern building collects all the sewer/water in the patios, and from the patios it goes outside the building through the mechanical room. The new sewer line crossing under the existing building needs to collect the drainage from the boiler room, including sinks and floor drains. This section of piping may need to be metal, if adequate coverage or protection is not feasible.

3.2.4 Replacement of Sewer Line Outside of the Building

The contract includes the replacement of the sewer line from the first manhole outside the Southern building, to the manhole where the Northern building sewer connects to. This last manhole shall be cleaned, repaired and provided with internal plaster on the walls and floor, using special waterproofing material. The contract does not include the replacement of any tree that may interfere with the routing of the new sewer lines. If any tree needs to be cut, the contractor will coordinate with the Kindergarten Director and Municipal authorities with at least one month advance notice.

Section of Exterior Sewer to be replaced

New sewer lines shall be minimum of 250 mm internal diameter, unless a bigger size is required by Bulgarian regulations or the contractor’s certified design. The contractor shall install the new sewer line parallel to the existing one, and then abandon in place the old sewer line, after capping it at both ends. Old sewer manholes to be filled with dirt and the top removed, so that there shall be no evidence of the old manholes once the project is completed.

Similarly to the work inside of the Southern building, the contractor is responsible to restore all paved and green areas outside of the building to their original condition. This includes among other elements, exterior concrete pavement or an exterior gazebo that may be in the way of the new sewer lines. In this case, the contractor would be responsible to remove the gazebo, store and reinstall once the works are completed. Similarly to the work inside the building, the contractor is responsible to make a picture report with the original exterior conditions, in order to be able to restore to the original conditions.

Replacement of the last manhole where the new sewer lines will connect to is not included in the contract. However, this last manhole shall be properly cleaned and provided with new internal special waterproofing plaster.

Hallway to be crossed by new sewer line. Floor surfaces to be restored to the original conditions to the maximum extend technical possible.

It must be noted that these areas were not designed to be used as a gymnasium for young children, but they were designed for industrial purposes. In general, all areas shall be completely renovated.

4.1 Flooring

All flooring in the renovated areas, including the entire second floor and the ground floor lobby shall be provided with new flooring surfaces.

The contractor shall provide porcelain stoneware tiles and homogeneous vinyl as described herein. All floors in the second floor shall be provided perfectly leveled and at the same elevation, except in the bathroom where they shall be sloped towards the new floor drains.

4.1.1 Grès Porcelain Stoneware Tiles

On the red highlighted areas of the drawing above, and in the ground floor lobby, including the stairway, the contractor shall provide new grès porcelain stoneware tiles. Include matching wall base board from the same model as the tiles.

BU-HA-2014-20283 Page 34 of 142 Version: 001

Picture#58: Typical grès base boards

Grès Porcelain stoneware is a ceramic with a compact, hard, colored and non-porous body. The word “grès” means that the ceramic body of the tile is extremely vitrified, that is to say compact, hence the exceptional great resistance. The result is a lean clay body, little refractory, fired in a kiln (at 1200-1400 C°) until it reaches a non-porous vitrification and a complete water-proofing.

The new ceramic tiles shall be high quality, provided with the following technical features:

- Water Absorption: Tested by ISO 10545 - 3 ≤ 0,5%

- Deep abrasion resistance: Tested by ISO 10545 – 6: Max 175 mm3

- Frost resistance: Tested by ISO 10545 – 12: Tiles must not produce noticeable alteration to surface

- Chemical resistance: Tested by ISO 10545 – 13: Tiles must not produce noticeable signs of chemical attack

- Friction coefficient (slipperiness): Tested by ASTM C 1028 ≥ 0,60

- Size: Minimum 45x45 cm

All floors shall be perfectly leveled, at the same height as the new required homogeneous vinyl flooring. In the bathrooms, all floors shall be sloped towards the new floor drain to be provided as part of this contract.

The contractor shall completely remove the existing flooring surfaces, as necessary for the leveled installation of the new flooring surface, and shall follow the same steps as for the linoleum flooring in order to provide the finished surface to the right elevation. Tile installation shall be done following manufacturer’s instructions and recommendations.

The new porcelain gres tiles shall be minimum 30x30 centimeters, and the ceramic tiles shall be installed diagonally with respect to the walls.

Gres Porcelain Stoneware for the Stairway:

On the stairway, the contractor shall cover all surfaces with porcelain stoneware grès tiles, similar to the other horizontal surfaces.

However, for the stairway, the contractor shall provide special tiles designed to be used in stairways, or provided with special anti-slippery stair edges (normally called “stair nosing”). The use of regular tile corner/edge protection is not authorized. See pictures in next page for examples of what is acceptable and what is not acceptable for the stairway finishes.

The contract includes covering all surfaces of the stairway with new tiles, including the horizontal and the vertical surfaces of each step.
