SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

A. The following Pre-Proposal Inquiries are answered:

1. Can we use another way to clean loose plaster and paint?

Answer: Yes, as long as it leads to the same result - all loose plaster and paint removed.

2. In SOW page 13: The contract includes not only repairing the effects, but also the causes of the cracks, and therefore it is estimated that in some particular locations the contractor shall have to provide new internal steel reinforcement to avoid further development of the cracks in the future. If the damage is further more than changing the steel, what procedures we will follow, Is going to be a cost/time modification or we must estimate this in our proposal?

Answer: This is a design build contract, and therefore unless there are very exceptional circumstances, there shall be no cost/time modification. This applies in particular to the crack repair. The procedures to follow will be those designed by the architect hired by the contractor. For that reason, and as stated in page 3: It is absolutely necessary for the contractor to visit the site in order to verify existing conditions and quantify the amount of work, prior to the submission of their offers to the Contracting Officer. These Performance Technical Specifications (PTS) does not include measurement. The US Government is not responsible for any mistakes or omissions that the contractor may have made during preparation of their offers.

3. Do we apply mylar coating on exterior Window and door glazing?

Answer: It is not included in the contract to provide mylar coating.

4. Is building going to be operational during construction?

Answer: This is described in paragraph 6.4. Work needs to be phased in order for the hospital to remain operational during construction activities.

5. Can we use steel trusses instead of wood?

Answer: Steel trusses are not required but would be acceptable if authorized by the architect hired by the contractor.

6. Scope of work specifies (page 42) 2.4.12.1 Patient Wards “Nurse call-in system: Provide 3 call-in switches on each patient ward, located where indicated by the Hospital Administration”. Does 3 call-in switch include bathroom for each patient ward? Or will be another call-in switch on each bathroom?

Answer: Yes, the bathrooms are included. There shall be two in each patient ward and one in each bathroom.

B. Solicitation Attachment 1 – Performance Technical Specification: Delete the fourth (4th) Paragraph of Section

2.2 RESTORATION OF FAĒADE (partial) on Page 13 and replace with the following:

The works shall be performed as required by the approved design to be prepared by the specialized architect, but as a minimum it shall include:

‐ Removing paint and loose plaster. It is estimated that in some areas the plaster will be completely removed exposing the structural masonry bricks.

N33191-15-R-1206

‐ Removing of all wood used to build the ornaments of the faēade. Once the faēade restoration is completed, there shall be no wood on the faēade.

‐ Prior to providing all ornaments on the faēade, fill in the voids and imperfections and cracks and missing rocks on the faēade in order to provide a perfectly leveled faēade surface. Some cracks are structural origins. The contract includes not only repairing the effects, but also the causes of the cracks, and therefore it is estimated that in some particular locations the contractor shall have to provide new internal steel reinforcement to avoid further development of the cracks in the future.

Crack repair to be certified by the architect hired by the contractor.

‐ After correction of the faēade imperfections and damages, and prior to providing the ornamental elements, provide a waterproofing leveling layer on all exterior faēade surfaces.

‐ Provide leveling and finishing lime based mortar with similar ornaments as the original design of the faēade. This is required for all faēade surfaces. The contractor shall use the original ornamental finishes of the front faēade on the back side of the building, where these were not used, or were completely removed with time. Once completed, the finishes on all exterior facades of the restores areas shall have the same exterior appearance.

‐ Provide primer paint coat and 2 additional coats of latex paint in combination of 2 colors for all the faēade areas except the exposed rocks at the bottom which shall be provided with different finishes as required by the architect’s design.

‐ Provide a 2 meters wide reinforced concrete sidewalk around the perimeter of the faēade to be repaired where technically possible. New sidewalks to be built with minimum 2% slope. This will require removing a section of the existing pavement. This is to guarantee proper drainage and finishes between the faēade and existing pavement.

‐ All existing utilities or equipment supported by the existing faēade that need to be reutilized after the contract shall be removed and reinstalled as part of this contract. For example: electric cables, flag poles, lighting fixtures, signs, … The lighting fixtures shall be removed and two new LED technology floodlights with photocell shall be installed (minimum 2 units).
