N33191-14-R-1028 A-E IDIQ Africa, Southwest Asia, Europe Request for Information (RFIs)
Question: Under Criteria 2, Part C, The solicitation states “Any additional information submitted in Section H not pertaining to Criteria 4, Past Performance Only, will not be evaluated. Does this mean we are not permitted to show additional projects in Section H above (or outside of) the 10 projects listed in Section F? Does “additional information” only pertain to the Criteria 2 write up in Section H? Please define the reference to Criteria 4.
Answer: A maximum of ten (10) projects may be submitted for the proposed team. Any additional submitted projects (in any Section) will not be evaluated. Criteria 4, Past Performance, shall be addressed in Section H. Firms may create an additional section to address each point under each criterion identified in the solicitation not covered under the SF330 form within the maximum number of pages (20). CLEARLY IDENTIFY THE CRITERIA NUMBER AND TITLE.
Question: Although the title of the subject solicitation appears to be for A-E services focused on Africa & Southwest Asia, the general information section includes A-E services for Europe AOR as well. Can you confirm that both Africa & SWA and Europe AORs are included in this single solicitation?
Answer: Yes. The AORs that are included in this solicitation are Europe, Africa, and Southwest Asia.
Question: Currently NAVFAC EURAFSWA has two separate A-E IDIQs – one for the Africa & SWA AOR and another for the Europe AOR. Both appear to expire in September 2015. Is it NAVFAC’s acquisition plan that the two current A-E IDIQs will be replaced through this single A-E IDIQ solicitation?
Answer: It is possible that NAVFAC may award another A-E IDIQ, however, this solicitation is for Europe, Africa, and Southwest Asia.
Question: AECOM is most interested in responding to the above referenced contract. We have a question re: geographic coverage and possible focus of this solicitation. The title of this solicitation references Africa and Southwest Asia (not Europe) and within the announcement there are references to AE qualifications in completing work in the European theater under Basic Requirements, and under 2. Knowledge of the Location, the criteria asks for the firm’s ability to do work throughout the NAVFAC EURAFSWA AOR. Can you confirm the solicitation’s geographic coverage and if, within this coverage, the title refers to a focus area within the NAVFAC EURAFSWA geographic region?
Answer: The AORs that are included in this solicitation are Europe, Africa, and Southwest Asia.
Question: Are we allowed to use a current IDIQ contract as one of our ten projects, or should each task order be submitted separately?
Answer: A project is defined as a single task order or stand-alone contract. For multiple award and IDIQ type contracts, the contract as a whole should not be submitted as a project and if submitted will not be evaluated; rather, offerors should submit the work performed under a task order as a project.
Question: Under Criterion 2, Specialized Experience and Technical Competence, letter “c” states that SF 330, Part 1, Section H, Additional Information should “address Criteria 4, Past Performance only.” Where should information for Criteria 3, 5, 6, 7, 8 and 9 be addressed?
Answer: A/E Firms will create their own sections that address each point under each criterion identified in the solicitation that is not covered under the SF 330 form. The total number of pages including the SF 330 form must be limited to the maximum number of pages allowed per the solicitation (20 pages).
Question: Under Criterion 3, Capacity of New Work, the last sentence contains direction regarding how the A-E must show Design Quality Control procedures per the Whole Building Design Guide. The same direction is contained in Criterion 5. Is it acceptable to provide our Quality Control Program details under Criterion 5 only?
Answer: No. The firm must provide Quality Control Program details, as requested, in both Criteria 3 and Criteria 5.
