#QuestionAnswer
For the scope of work, is this a job requiring a rig mechanic, proficiency in lift equipment or heavy construction equipment repair and Maintenance? Please see Exhibit A of the Performance Work Statement for relevant equipment information. Note that none of the equipment listed are of lift or heavy construction type.
PWS Section 2.1 includes a requirement for “OEM-equivalent training.” Can the Government clarify the type, scope, and anticipated frequency of training contemplated by this requirement? Additionally, can the Government clarify how the Government expects this training to be priced under the resulting IDIQ contract and subsequent Task Orders?Type, scope, and frequency of training shall be maintained by the contractor such that the contractor has required qualifications and certifications to work on listed equipment and such that said qualifications and certifications do not lapse. PWS Section 2.1 refers to the contractor-provided technicians having completed all necessary training, therefore, any price associated would be included in labor rates.
PWS Section 4.3 addresses the addition of machines or equipment to the contract scope. If additional machines or equipment are added during the period of performance, will the Contractor be permitted to submit revised pricing through a contract modification or other appropriate equitable adjustment process? There will be a request for pricing schedule or confirmation of pricing schedule on any added machines.
PWS Section 5.4.1 requires on-site project management. Can the Government clarify whether on-site project management is required only during periods of on-site performance, such as preventative maintenance, repair, calibration, or applicable training, or whether the Government expects on-site project management throughout the entire period of performance?On-site project management is only required during periods of on-site performance, It is not required throughout the entire period of performance.
PWS Section 5.4.1.1 states that the Contractor shall communicate daily with PHNSY&IMF. In conjunction with the clarification requested above, can the Government confirm whether the daily communication requirement applies only during periods of on-site Contractor performance, rather than throughout the five-year period of performance?Contractor daily communication is only required during periods of on-site performance, It is not required throughout the entire five-year period of performance.
PWS Section 5.4.1.2 requires service reports to be provided in an “approved format to be referenced in the future.” Can the Government provide the applicable report template or identify the minimum information required to be included in these reports? The contractor maintains a standard service report format and would like to confirm whether its existing format would be acceptable. The contractor's existing standard service report format can be reviewed for acceptance. Subsequently, If any desired information is not available in the contractor's existing standard service report, that information will be identified and provided to contractor.
PWS Section 5.3 requires the Contractor to prepare minutes for the kickoff meeting. Will the Government permit the Contractor to record and transcribe Microsoft Teams meetings for the limited purpose of preparing accurate kickoff meeting minutes, subject to applicable Government policies and recording requirements? The possibility of this would have to be dicussed and established with the Technical Point of Contact prior to the meeting.
PWS Section 6.1 states: “The Contractor shall be responsible to coordinate on-site visit(s) with the TPOC and COR for annual PM, repair and calibration analysis no later than forty-five (45) days prior to the agreed-upon scheduled date.” Can the Government clarify when the annual service schedule is expected to be established? Is the Government expecting the annual schedule to be established during the kickoff meeting, at the beginning of each period of performance, or at another time? The schedule for each machine may be established throughout the period of performance.
PWS Section 9.3 states: “The contractor shall perform comprehensive calibration analysis and maintenance where needed to keep the machine(s) IAW OEM specifications or equivalent.” Can the Government clarify whether “maintenance” in this context is intended to include machine alignment or other corrective adjustments necessary to restore the machine to OEM specifications when the machine is found to be out of calibration? In this context, “maintenance” does not include major machine alignment or other corrective actions beyond minor adjustments reasonably required to complete calibration and return the machine to acceptable operating tolerance.
PWS Section 14.2 requires the Contractor to provide a Certification and Calibration (C&C) Report. Can the Government provide an example/template of the required C&C Report or identify the minimum information and format required?A list of minimum information required for the Certification and Calibration report can be provided.
Various sections of the PWS state that the Contractor shall be responsible for bringing equipment to a fully operational status. The contractor’s standard process is to perform diagnosis, as applicable, and provide a quotation for required repair work using the established labor rates proposed under the contract. Repair work would then be performed upon issuance of an applicable Task Order. The PWS does not specify the process for authorization and ordering of repair work. Will the Government permit the Contractor to utilize this process for repairs requiring work beyond the services included in the applicable Task Order?Repair work is not authorized under the scope of this contract. In the event repair work is needed, documentation of necessary work and materials required for repairs should be submitted in writing to the TPOC and COR.
Will Contractor personnel performing under the resulting contract be eligible to obtain Government-issued Common Access Cards (CACs)? If so, please provide the applicable sponsorship, eligibility, background investigation, and processing requirements.CACs will only be eligible if needed.
Does the Government have dedicated or shared on-site facilities available for Contractor use in support of contract performance, including:
a. Storage: Secure on-site storage for Contractor-provided special tools, PPE, calibration equipment, fall protection equipment, shop supplies, consumables, and related materials? If so, please provide the approximate dimensions of the available storage space and identify any restrictions regarding the use of Contractor-provided jobsite storage boxes or similar containers.Space is very limited. Minimal temporary laydown space can be provided to store tools, PPE, equipment, material, etc. Exact dimensions of laydown space can be discussed and coordinated for before the period of performance.
b. Workspace: A dedicated or shared workspace for Contractor personnel to complete administrative duties, prepare required reports and documentation, conduct required coordination, and take meal breaks?Workspace is very limited. Minimal temporary workspace can be provided if necessary.
Does the Government have established requirements, procedures, or approval processes for situations in which a specified machine is determined to be beyond economic repair? If so, can the Government provide the applicable requirements or clarify how such situations are expected to be addressed under the resulting contract?Final determination of a machine being beyond economic repair is reserved by the government. Should the contractor assess a machine as beyond economic repair, they are to inform the TPOC and document their assessment in the service report.
The Solicitation identifies seven CLINs, one for each machine; however, the pricing spreadsheet appears to provide for labor rates, materials, and travel under CLIN 0001 only.
Can the Government confirm that offerors should provide the applicable labor rates, materials, and travel pricing on a per-machine/CLIN basis consistent with the seven CLIN structure identified in the Solicitation?Offerors should provide labor rates, materials, and travel pricing on a per-machine/CLIN basis consistent with the CLINs identified in Exhibit A of the PWS.
Additionally, will the Government permit offerors to propose a separate Subject Matter Expert (SME) labor rate on a per-machine/CLIN basis?Offerors are permitted to propose a separate SME labor rate on a per-machine/CLIN basis.
