About this file

This document is a Questions and Answers (Q&A) file for a Horizontal Boring Mill Dismantle project at Pearl Harbor Naval Shipyard (PHNSY). The project involves the complete dismantling of a Giddings & Lewis G60-TX Horizontal Boring Mill, with specific details addressing utility isolation, fluid disposal, equipment removal, and site preparation. Key requirements include the contractor providing their own equipment, cutting anchor bolts flush, removing all machine components, and preparing the equipment for transportation, with the government responsible for final disposal.

The Q&A covers critical operational details such as work hours (M-F, 0630-1500), hot work permit requirements, floor protection, fall hazard management, and movement restrictions within the facility. The bay door is 23' wide and 18' high, with floor capacity of 800 psf in most areas. Contractors must provide their own forklifts, cranes, and rigging equipment, and are responsible for hazardous materials testing. The performance period has been amended to 3/30/26 - 7/31/26, with no identified schedule constraints, and parking and staging areas to be coordinated with the government after contract award.

Q and A - Horizontal Boring Mill Dismantle

Subject Description / Question Response 1 OEM Documentation / Machine

Data Please confirm whether the Government can provide OEM manuals, as-built drawings, or manufacturer data for the Giddings & Lewis G60-TX Horizontal Boring Mill, including individual component weights and designated lift points.

If such documentation is unavailable, please clarify how the Contractor is expected to determine the weight of individual components for lift planning and rigging design. Specifically, please confirm whether the following methods are acceptable:

Use of Government-provided weight data or estimates, Field verification using calibrated load-indicating devices during controlled lifts, or

Engineering estimates based on material density and measured dimensions.

If none of the above methods are acceptable, please provide guidance on the required methodology for determining component weights prior to lifting.

Government does not have manual, as-built drawings or manufacturer data for this machine.

Purchase records show dimensions and weight as 30'L x 34'W x 16'H & 59,200 lbs. Contractor is expected to determine weight of individual compotens for lift planning and rigging design.

Methodology for determining component weights are up to the contractor.

2 Utility Isolation Responsibility Please confirm the status of all utilities serving the equipment, including electrical, hydraulic, lubrication, and coolant systems.

Additionally, clarify whether utility isolation and lockout/tagout will be performed by the Government or is included in the Contractor’s scope.

Government will drain equipment of all fluids and de-energize equipment prior to contractors starting work. Residual oils may still be in the machine.

3 Confirmation of Government Fluid Disposal

During the site walk, the Government indicated it would be responsible for disposal of fluids currently present in the pit. Will the Government drain the free oil and cutting fluid in the machine pit? Please confirm that the Government will remove and dispose of all existing fluids, as well as any additional fluids discovered during dismantling activities.

Government will drain equipment of all fluids and de-energize equipment prior to contractors starting work. Residual oils may still be in the machine. Contractor will be responsible for residual fluids. Any additonal fluids discovered can be turned into PHNSY haz waste facility. Machine pit will be left free of oils and fluids to the best of the government's ability.

4 Pit Conditions and Obstructions Please confirm pit dimensions (approximately 1.5 ft to 2 ft depth) and identify any known access constraints, standing liquids, embedded steel, or subsurface obstructions beyond those visible during the site walk.

Confirmed. No other constraints that we know of.

5 Grout and Anchor Bolt End Condition

Please clarify the required final condition of grout and anchor bolts following equipment removal. Specifically, confirm whether anchor bolts are to be cut flush, cut below grade, or fully removed, and whether patching or backfill of the pit or floor surface is required.

Bolts to be cut flush. No patching or backfill of the pit or floor surface is required unless damaged by the contractor.

5.1 Per the PWS, 3.9.d. – It states to cut all bolts and anchors down flush with the foundation, does this apply for any anchor or bolts found in the underground pits?

yes

5.2 Please confirm that the HBM is intended to be scrapped and that cutting the equipment is acceptable if unbolting becomes unfeasible. yes

6 Hot Work Limitations Please confirm whether hot work is permitted within the pit and surrounding area, and identify acceptable cutting methods (e.g., torch, saw cutting, grinding). Additionally, clarify any specific hot work permit requirements or restrictions.

Hotwork is permitted but a permit must be obtained prior to start. Permit is only good for one month at a time.

7 Component Weight and Size Limits

Please confirm whether the stated limits of ten (10) tons and 8’ x 20’ x 10’ apply to all lifting operations or only to transportation.

Additionally, confirm whether segmentation of large castings or components is permitted if required to meet these limits.

Only transportation

8 Overhead Crane Usage During the site walk, overhead bridge cranes were observed in the bay. Please confirm whether Contractor use of these cranes is permitted, including capacity limits, inspection requirements, and operator qualification requirements.
