Solicitation #: N32253-24-Q-0025
Q # Work Item No. Document Number/Title Question Government Response
1 593-11-001 PARAGRAPH 3.10 OF WORK SPEC
For bidding purposes, will the sub-contractor need to include drummed sludge for commercial disposal and how much drums assume to be generated for disposal?
Per the paragraph cited, the contractor is expected to commercially dispose of all waste generated per the cleaning of san tanks including "tank cleaning residuals and waste water." The amount of sludge will vary from ship to ship based on the frequency of previous tank cleaning contracts, amount of time between avails, etc. Please refer to the high estimate of drums listed for below WI 593-11-002 as a starting point to calculate for this WI.
2 593-11-002 PARAGRAPH 3.8 OF WORK SPEC

3 593-11-003 PARAGRAPH 3.10 OF WORK SPEC

Upon review of the solicitation, it was noted that quotes have been requested instead of proposals. Given the complex nature of the work at hand and in order to foster competition, would it not be more advantageous to issue a request for proposal (RFP) incorporating best value evaluation criteria?
The Government confirms that this is a request for quote (RFQ) and that the offers will be evaluated as stated in 52.212-2 and the Addendum to 52.212-2.
