1 27-Jun-23 Recommend not making overtime at 1.5 times the straight time (ST) rate or doubletime at 2 times the straight rate. Past FPR calculations reflect OT rate and DT rate at approximately 30% and 50% respectively more than the ST rate.
The contractor's concern is noted. Overtime and Doubletime rates in table B-6.0 are ceiling rates.
2 27-Jun-23 It appears that the number of manhours listed for each year would be the total estimate of manhours for all of the SURFMAC work for that year. No one contractor will be awarded all of the work so estimated manhours should reflect a reasonable number of manhours that the contractor may actually get awarded for that year.
The hour and material dollar values are based on historical data and are indicative of the typical requriements for work expected under the respective CLINs.
3 27-Jun-23 Besides general categories, would you have a list of specific vessels that would fall under the SURFMAC contracts?
The Government does not have a list of specific vessels that would fall under the
SURFMAC contracts; the intent is for utiliziation for repair, maintenance, and alteration of U.S. Government waterborne vessels and surface ships visiting or homeported in the
State of Hawaii.
4 27-Jun-23 For SURFAC MAC IDIQ Volume II Factor 2 (4b) Resumes for Principal Management Personnel, please confirm that limitation is for 2 (each) personnel, not pages.
That is not correct. The page limitation of two (2) each refers to the number of pages for each of the resumes for the Principle Management Personnel.
5 27-Jun-23 On Note 6 of the J-1 Labor Rate Sheet, the Proposed Material Burden Rate to be rounded to the nearest hundredth percent. Recommend having the percentage rounded to the nearest ones.
The contractor's concern is noted. Rounding to the hundredths will remain as the
Government's intent/objective.

On page 93, 2nd paragraph: “Offerors shall submit information on (up to three (3)) completed contracts with the Department of Defense or other Federal agencies where the effort is recent and relevant to the effort required by this solicitation.” And “Recent is defined as a completed contract within the last three (3) years as of the date of this initial solicitation." Would the Government consider allowing submission of completed delivery orders under active IDIQ MAC contracts?
As described in Section L Factor 4: Past Performance, task or delivery orders awarded under Multiple-Award Contracts will be considered standalone "contracts" for purposes of past performance evaluation. Therefore the offeror may submit past performance for completed task or delivery orders within the last three (3) years as of the date of this initial solicitation.
7 30-Jun-23 Section L, Factor 2, Paragraph 4 (pages 88 and 89) Paragraph 4a) states , "Offerors that provide their MSRA or ABR do not need to submit any further information in response to Factor 2.” Would the government please confirm that an MSRA or ABR holder does not have to provide responses to 4b.
Offerors that provide their MSRA or ABR do not need to submit any further information in response to Factor 2, Section 4b.
8 30-Jun-23 Section L, Factor 3, Paragraph 4 (pages 90 and 91) Paragraph 4a) states, "Offerors that provide their counter signed MSRA or ABR do not need to submit any further information in response to Factor 2.” Would the government please confirm that an MSRA or ABR holder does not have to provide responses to 4b?
Offerors that provide their MSRA or ABR do not need to submit any further information in response to Factor 3, Section 4b.

Section L, Factors 2 and 3, Paragraphs 4a) states “The Offeror’s counter signed Master Ship Repair Agreement (MSRA) or The Offeror’s Agreement for Boat Repair
(ABR) Offerors that provide their counter signed MSRA or ABR.” Would the government please confirm that the submission of the NAVSEA Certification Letter meets this requirement?
The submission of the NAVSEA Certification Letter does not meet the requirement for
Section L, Factors 2 and 3. The Offeror's counter signed MSRA or ABR are required to fulfill the requirement.

Paragraph C-3.5 Modification Negotiation states, "Once the Government receives the contractor's proposal, it will evaluate and negotiate it in accordance with Agency regulations and policies. The Contracting Officer may or may not negotiate with the Contractor. RCCs are not effective until the Contracting Officer issues a DO modification incorporating the RCC into the DO, unless authorization to proceed is provided by the Contracting Officer. DO negotiations will not result in increases to the
Basic awarded labor and material handling rates. Does basic refer to the Delivery Order Award? What if there is new and growth work on the Delivery Order?
The basic does refer to the Delivery Order Award, Section C has been updated via
Amendment A0001. Fully burdened rates awarded at the Individual Order Level will be used for negotiating changes to be performed under that order.
11 5-Jul-23 Can CPARS be submitted for Past Performance review in lieu of the Past Performance Questionnaires (S-1)? CPARS can not be submitted in lieu of the the Past Performance Questionnaire.
12 6-Jul-23 Section L, Paragraph 2.0 Instructions for Submission of Offers states that the due date for submission of proposals by mail or hand delivery is 24 July 2023. Would the
Government please extend the due date to 07 August 2023 to provide enough time for the contractor to adequately address all requirements?
Section L has been updated via Amendment A0001. Proposal is due at 1300 hrs HST on 02 Aug 2023.

The current due date for the submission of offers is currently Monday, July 24, 2023. Due to the proposals needing to be mailed or hand delivered, a due date on Monday always poses problems especially when utilizing carriers such as Fedex or UPS. We respectfully request the due date for submission of offers to Wednesday July 26, 2023 to allow a few additional days for delivery of offers.
Section L has been updated via Amendment A0001. Proposal is due at 1300 hrs HST on 02 Aug 2023.
