About this file
This document contains a rate table template for a multiple award contract solicitation from the Department of the Navy for surface vessel maintenance services. The rate table includes hourly labor rates, estimated labor hours, material costs and profit rates to be proposed for years one through ten of the contract. Offerors must provide straight and overtime hourly labor rates, a profit rate as a dollar amount, and a material burden rate as a percentage. Total labor and material prices will be automatically calculated. Estimated labor hours and material costs are provided for evaluation purposes only, and actual work will be ordered on an indefinite delivery/indefinite quantity basis with ceiling prices for labor and materials. Proposed rates will establish fixed ceiling prices for the entire period of performance under each contract line item number.

Notes:
1. Offerors shall propose rates for "Proposed Straight Burdened Hourly Labor Rate", "Proposed Profit Rate", and "Proposed Material Burden Rate" for Years one (1) through ten (10) only.
2. Proposed Straight Burdened Hourly Labor Rate and Proposed Profit Rate must be entered as dollars and cents
3. Proposed Material Burden Rate (Including Subcontracts) must be entered as a percentage
4. Proposed Straight Burdened Hourly Labor Rate will be rounded to the nearest hundredth decimal
5. Proposed Profit Rate will be rounded to the nearest hundredth decimal
6. Proposed Material Burden Rate will be rounded to the nearest hundredth percent
7. "Overtime Burdened Hourly Labor Rate" will be calculated as follows: "Proposed Burdened Hourly Labor Rate" * 1.5
8. "Double-time Burdened Hourly Labor Rate" will be calculated as follows: "Proposed Burdened Hourly Labor Rate" * 2.0
9. "Estimated Direct Production Labor Hours" and "Estimated Materials (Including Subcontracts)" values are for evaluation purposes only. While the hour and material dollar values are based on historical data and are indicative of the typical requirements for work expected under the respective CLINs, the proposed labor and material burden rates will be the fixed ceiling rates for the entire period of performance under each CLIN regardless of how many hours and how much material are procured within that period/CLIN, up to the total ceiling under all contracts for both periods (there is no ceiling on any individual CLIN or contract - the ceiling is set for all contracts). The awarded CLIN will be awarded as "estimates."
10. "Proposed Fully Burdened Labor Rate" is calculated as follows: "Proposed Burdened Hourly Labor Rate" + "Proposed Profit Rate"
11. "Total Labor Price" is calculated as follows: "Proposed Fully Burdened Labor Rate" * "Estimated Direct Production Labor Hours"
12. "Total Material Price" is calculated as follows: "Estimated Materials (Including Subcontracts)" * "Proposed Material Burden Rate"
13. "Total Labor and Material Price" is calculated as follows: "Total Labor Price" + "Total Material Price"
14. Offerors shall fill in "Proposed Hourly Labor Rate", "Proposed Profit Rate", and "Proposed Material Burden Rate"
15. Offerors shall not adjust any formulas, rounding calculations, or formats.
