ATTACHMENT 1: DEMINERALIZER PRESSURE VESSEL SPECIFICATIONS

1. SCOPE:

1.1. This specification describes the requirements for two {2} unloaded demineralizer pressure vessels (herein called Pressure Vessel) with a 9-cubic foot filter media capacity. The specification and requirements below pertain to each pressure vessel equally and are not intended to be interpreted for only one {1} pressure vessel. Only one pressure vessel shall be mentioned herein.

1.2. The pressure vessel shall be an American Society of Mechanical Engineers (ASME) Boiler Pressure Vessel Code tank constructed of carbon steel and shall not contain any Resource Conservation and Recovery Act (RCRA) hazardous material. The pressure vessel shall be used to retain fixed bed filter media within the internals of the pressure vessel under normal operating pressure and temperature.

3. REQUIREMENTS:

3.1. Polychlorinated Biphenyls (PCB): The use of PCB on or in the pressure vessel is prohibited.

3.2. Mercury: The pressure vessel shall not contain mercury or mercury compounds nor shall it be exposed to free mercury during manufacture, testing, inspection, etc.

3.3. Asbestos: The use of asbestos and materials containing asbestos on or in the pressure vessel is prohibited.

3.4. Heavy Metals in Paint: Paints shall be free of Lead, Chromium, or any other Heavy

Metal.

3.5. Construction: The pressure vessel shall be constructed of new material which are free of defects or repair.

3.6. Dewatering: The pressure vessel shall be capable of being dewatered to less than 0.5% of all free standing liquid by volume for compliance with the Washington State disposal requirements.

3.7. Reports/Documentation: Absence of any reports/documentation listed in section 6 is cause for rejection. Any free standing liquid or unusual corrosion is cause for rejection.

4. TESTING:

4.1. Lifting Lugs:

4.1.1. Load Test Criteria:

4.1.1.1 An applied load shall be arranged in such a way that the actual load conditions are closely represented. Use a lift angle of 60˚±5˚ from horizontal for the load test.

4.1.1.2 The load test shall be 200% +5%/-0% of the gross weight to be established for each individual lifting lug. Hold the test load for a minimum of 10 minutes. Use 1,000 pounds as the gross weight of the pressure vessel.

4.1.1.3 The lifting lugs and their attachment shall meet the requirements of Reference 1. This requires a drop weight test per Reference 2 or a Charpy impact test per Reference 3 as specified per paragraph 4.2.6 of Reference 1. The nil ductility transition temperature as determined by the drop weight test, shall be a minimum of -20˚F (assuming the anticipated minimum service temperature for the lifting lugs is 20˚F).

4.1.2. Non-Destructive Test (NDT) Criteria:

4.1.2.1 Perform a pre-inspection of the lifting lugs to ensure the lifting lugs are in good condition (i.e., no pitting, irregularities, and have a uniform weld and weld finish).

4.1.2.2 Perform a Magnetic Particle Test of the entire lifting lug and their attachments and the base prior to and after the load test per latest revision of Reference 4 for handling attachments and attachment strength welds.

4.1.2.2.1. Acceptance Criteria: No indications greater than 1/16 inch.

Magnetic Particle Test inspection criteria shall be per latest revision of Reference 5 for wrought material.

4.2. Hydrostatic Test Criteria: A hydrostatic test shall be performed on the pressure vessel with the following requirements.

4.2.1.1 Pressure: 225 psig minimum.

4.2.1.2 Duration: 30 minutes minimum.

4.2.1.3 Acceptance Criteria: No leakage or permanent deformation.

4.2.1.4 Drying: Upon completion of a satisfactory hydrostatic test, the pressure vessel shall be blown down until there is no free standing liquid. The internals shall be dried by filtered air or nitrogen to the maximum extent practicable. No residual water shall be observed when looking into the inlet and vent pipes. The inlet diffuser shall be free of standing liquid.

5. SPECIFICATIONS: (SEE FIGURE 1).

5.1. Design: Pressure vessel shall be designed and welded to ASME Boiler and Pressure

Vessel Code, Section VIII, Division I.

5.1.1. Design Pressure: 150 psig.

5.1.2. Design Temperature: 140˚F.

5.1.3. Pipe penetrations: Each pressure vessel shall have three {3} penetrations for the inlet, outlet, and vent pipe stubs.

5.1.4. Pipe Stub: Each pipe stub shall be 1-½ inch NPS with male pipe threads sized for a maximum of 25 GPM. Dust caps shall be installed on all connections for shipment. Design per the following.

• Schedule 40.

• Seamless carbon steel.

• Location shall be at the top of the pressure vessel. Only top penetrations are allowed.

5.1.5. Inlet Diffuser Design: Each inlet diffuser shall contain multiple ¼ inch diameter holes to evenly spread influent water. The bottom of the diffuser shall be above the top level of the filter media. (Diffuser shall not be below the filter media).

5.1.6. Outlet Retention Element: Each outlet shall contain a mesh size of 200 (75µm) openings.

5.1.7. External Tank Coating: Exposed surfaces of the pressure vessel shall painted to be non-porous to provide for easy decontamination of all external exposed surfaces of the pressure vessel.

5.1.8. Internal Tank Coating: Wetted surfaces of the carbon steel pressure vessel shall be coated with an epoxy-like lining to prevent corrosion. At minimum, the internals of the pressure vessel shall be free of grease, oil, flux, and loose foreign material.

5.1.9. Lifting Lugs: Each pressure vessel shall be furnished with two {2} welded lifting lugs (padeyes).

5.1.9.1 Lifting Lug Design Criteria: Lifting lugs and attachment welds shall have a minimum safety of factor of 10 to 1 based on the direction of applied loads during lifting and on the yield strength of the materials used in their construction.

5.2. Material: Class A carbon steel.

5.3. Dimensions: The pressure vessel shall not exceed the dimensions below without written approval from Pearl Harbor Naval Shipyard and IMF, Code 2380.1.

• Diameter: 24 inches.

• Vessel Height: 38 inches.

• Total Vessel Height: 48-½ inches. (Max height from the bottom of the pressure vessel stand to the top of the pipe stubs).

• Nominal thickness of the vessel: ¼ inch.

5.4. Markings: Each pressure vessel shall be marked with the following.

5.4.1. Unique Serial Number: Provide a unique serial number for accountability and record keeping purposes. Permanently label/mark the serial number on each pressure vessel.

5.4.2. OSHA: Provide appropriate OSHA material safety warnings.

5.4.3. Weights: Empty weights shall be clearly marked on the side of the pressure vessel with 1 inch or larger lettering.

5.4.4. Working Pressure: The working pressure rating shall be stamped and affixed to the pressure vessel.

6. REPORTS/DOCUMENTATION:

6.1. The vendor shall provide the following reports/documentation with the pressure vessel.

6.1.1. A copy of the Washington State burial site accepted dewatering procedure.

6.1.2. Two {2} copies of the as-built drawings that specify the manufacturing details of the pressure vessel, including the padeye dimensions, weld size, and all materials of construction.

6.1.3. A copy of the safety factor calculation/structure evaluation for lifting lugs and attachment welds that serve as Objective Quality Evidence (OQE) to attest to a minimum safety factor of 10 to 1 (See Lifting Lug Design Criteria). The calculations shall account for the lifting angle (60˚±5˚ from horizontal) and gross weight (1,000 pounds) as specified in the Load Test Criteria section.

6.2. The vendor shall also provide traceable certifications for the following. Each certification shall be clearly marked with sufficient information for traceability (e.g., unique serial number) that links the documents listed below to each pressure vessel. Each certification shall be thoroughly reviewed for accuracy and completeness prior to submittal.

6.2.1. Seamless piping Certification: Use of seamless piping for the inlet, outlet and vent piping.

6.2.2. Washington State Dewatering Certification: A certification that the vessel is capable of being dewatered to less than 0.5% by volume and is compliant with Washington State disposal requirements per paragraph 3.6.

6.2.3. Load Test Certification: A certification that the lifting lugs and attachments meet paragraph 4.1.1 (entirely).

6.2.4. NDT Certification: A certification that each lifting lug meet paragraph 4.1.2 (entirely).

6.2.5. ANSI Certification: A certification that the lifting lugs and attachments meet ANSI 14.6-1993 requirements.

6.2.6. Hydrostatic Test Certification: A certification of the pressure vessels hydrostatic test pressure and test duration.

6.2.7. Certificate of Compliance: A Certificate of Compliance that state the following or similar.

6.2.7.1 “The all items furnished on this contract are in full compliance with all specification and contract requirements.”

6.2.7.2 When inspection and test reports are required, the Certificate of

Compliance shall also include a statement similar to “The inspection and test reports provided represent the actual attributes of the items furnished on this contract and indicate fill compliance with all applicable specification and contract requirements.

6.2.7.3 The Certificate of Compliance shall be signed by the contractor who is responsible for quality assurance.
