About this file

This document contains responses to questions regarding solicitation N32205-23-R-4017 for a Far East tanker time charter. The solicitation is seeking offers for time charter of a tanker vessel to meet requirements in the revised Performance Work Statement. Acceptable fuels under the contract include those listed in the updated fuel drop-down cells in the Basic Pricing Data attachment. Training for fueling at sea can be provided at no cost to offerors at specific Navy facilities. The revised Tanktime charter form confirms agreement to terms is required. DD250 loading reports are sufficient evidence of quality for vessels currently under MSC charter. Clarification was also provided on crew requirements for simultaneous fueling station operations.

REQUEST FOR CLARIFICATION/QUESTION

SOLICITATION: N3220523R4017

Question/Answer:

1) “Attachment IX(I) - Performance Work Statement: Item a)2): The QMS referenced in the PWS is "Rev 9, dated 4 June 2021." Please confirm Company’s Health and Safety Plan should meet the requirements of QMS Rev 11, dated 11 Jan 2022 and subsequent Directive ICNs.”

Answer: Yes, should meet the requirements of QMS Rev 11, dated 11 Jan 2022 and subsequent Directive ICNs. Please see revised Attachment IX (I) – Performance Work

Statement.

2) “Attachment IX(I) - Performance Work Statement: Item ee): In reference to certificates of quality to be provided with offer, if an offered vessel is already trading under an MSC charter and all last three cargoes have been under such charter, will just the last three DD250 loading reports suffice to cover this requirement? The Government does not share certificates of quality with Owners to be provided as per the requirement.”

Answer: Yes, DLA-E issued DD-250s are acceptable as long as they are the last three cargoes loaded. Any commercial cargo in between the DD250 will need a COQ. Please see revised Attachment IX (I) – Performance Work Statement.

3) “Attachment IX(I) - Performance Work Statement: Item hh): PWS mentions “Owner warrants agreement to all other terms and conditions as per TANKTIME 08/20”. However, the SF 1449 imbedded in the RFP has “TANKTIME 2022 (09-22)” as the incorporated TankTime Proforma.

Please advise.”

Answer: Yes, should warrant agreement with all terms and conditions in “TANKTIME

2022 (09-22)” as the incorporated TankTime Proforma. Please see revised Attachment IX

(I) – Performance Work Statement.

4) “Attachment IX(I) - Performance Work Statement: Item ll)7): The vessel crew shall be trained and equipped to perform cargo operations via fueling at sea stations (CONSOL) within 6 months after award. What training support will MSC offer to meet the six-month requirement above? The vessel must be manned to conduct CONSOL operations using all stations simultaneously at all times? If not, will MSC treat as reimbursable any crew augmentation for conducting CONSOL operations with all stations simultaneously, when required? How frequently does MSC anticipate the vessel performing CONSOL exercises basis regular crew and augmented crew for simultaneous use of all stations?”

Answer: Training can be provided at MSC Underway Replenishment Training Center

(MUTC) located at Joint Expeditionary Base Little Creek, Virginia or NAVSEA Port

Hueneme Division Training Center in Port Hueneme, California at the offeror’s expense.

Yes, please see revised Proforma Part X.

5) “Attachment IX (F) – Basic Pricing Data: On the Fuel Consumption Tab, the drop-down boxes in

Fuel Type column F do not populate the Fuel Types found in Note 1. Additionally, the Excel sheet does not permit Offerors to manually in Fuel Type into Column F. Please provide an updated Excel sheet with working Fuel Type drop-down cells.”

Answer: Attachment IX (F) Basic Pricing Data will be updated in this amendment to correct Fuel Type drop-down cells.
