About this file

This document provides answers to questions from potential offerors regarding solicitation number N3220521R4205 for technical library services. The Military Sealift Command is seeking these services in accordance with FAR Parts 12, 15, and 19, as well as DFARS PGI 219.800 procedures. Offerors should pay close attention to FAR clauses 52.212-1 and 52.212-2 addendums. The requirement will be set aside as an 8(a) competitive small business opportunity. While subcontractor past performance and questionnaires cannot be directly submitted, prime contractors may include relevant past performance as a subcontractor by obtaining questionnaires from the former prime contractor. At least 50% of the technical library services must be performed by the offeror's own employees according to the limitations on subcontracting under FAR 52.219-14. CPARS evaluations may be submitted in lieu of past performance questionnaires if necessary. A proposal response is required before the unspecified deadline.

QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. Can we submit Past Performance and PPQs of the subcontractors?

ANSWER: : No, the Government will not analyze past performance and past performance questionnaires for subcontractors. However, if you were a subcontractor on a contract for these type of services, you can submit a past performance data sheet and you would need to get the

Prime Contractor to submit the past performance questionnaire. Please keep in mind that FAR

52.219-14 Limitations on Subcontracting applies to this requirement, meaning that at least 50 percent of the actual technical library services must be performed by your actual employees that work for your company, not the subcontractor.

2. Can we submit CPARS evaluation in lieu of PPQs?

3.

Answer: Yes, if you are unable to get someone to submit a PPQ for you, you can submit a CPARS evaluation on your company.
