QUESTIONS AND ANSWERS

21 April 2021

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. What is the value of Crane #79, for insurance purposes?

ANSWER: 55 Million USD. However, please refer to II(j) risk of loss in the DRYVOY proforma. This contract will not require contractor to obtain cargo insurance for the crane on this charter. The response to this question does not constitute MSC declaring a valuation higher than $500.00 per package or per measurement ton.

2. There is a new Portal crane being delivered to PNS; Can that study can be made available?

Also, if the same concept is used for the roll-off of # 79, would contractor still need a certified review by an accredited Independent Marine Surveyor?

ANSWER: Study is not available and not applicable; Yes, accredited Independent Marine Surveyor is still needed.

3. There is another similar crane being delivered to Kittery this year. What is the method to unload it on the relatively weak dock?

ANSWER: This question will not be answered due to unknown proprietary implications.

4. What is the schedule for the offload of this other Crane?

ANSWER: 19 May 2021

5. Will this other crane offload potentially interfere with the move of this specified crane?

ANSWER: No, they are being offloaded on different berths at the shipyard.

6. What is the radius or boom angle when the CG is located 2.11’ behind the center of rotation and.133’ toward the operators cab?

ANSWER: After closer evaluation the x CG is -2.6' with hooks down and -2.7' with hooks up.

All calculations were done with the boom flat. Amendment to follow.

7. Where is the vertical center of gravity located when the CG is 2.11’ behind the centerline of rotation and .133 feet toward the operators cab?

Total weight: 989.21 long tons (2,215,830.00 pounds)

- Overall height: 91 feet- 3 inches (Rail to A-frame top)

- Length: 96 feet-10 inches

- Overall width: 35 feet- 6 inches

- Wheel track guage: 20 feet

- Center of gravity; 2.11 feet (Towards counterweight from center of rotation), .133 feet (towards Ops cab from center of rotation- Crane intact)

ANSWER: For hooks down, yCG is 31.90'. For hooks up yCG is 31.89'. Amendment to follow, concerning the center of gravity. See response to question 6.

8. Request drawings showing main structures of the portal, and the rotate bearing area as well as the counterweight area.

ANSWER: Requested drawings have been made available. Please contact Nic Hatcher at eric.n.hatcher@navy.mil for drawings.

9. Request structural plans of the crane to have something to base Sea Fastening design on.

Note: Use of same or similar method will save time, money and likely increase safety due to method having been completely vetted already?

ANSWER: Requested drawings have been made available. Please contact Nic Hatcher at eric.n.hatcher@navy.mil for drawings.

10. Request additional pictures of Berth 11C Portsmouth Naval Shipyard.

ANSWER: Requested drawings have been made available. Please contact Nic Hatcher at eric.n.hatcher@navy.mil for drawings.
