QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors.

60. Section 5. Minimum Vessel Characteristics / Contract Requirements Table:

Endurance and Seakeeping: Which sea state standard are you using and what are the specific parameters for the referenced sea states, including wind speed, significant wave height, and wave period?

ANSWER: The World Meteorological Organization (WMO) standard. The World Meteorological

Organization (WMO) sea state code largely adopts the 'wind sea' definition of the Douglas Sea Scale. The scale is very simple to follow and is expressed in one of 10 degrees. The following link provides the WMO

Sea State code with corresponding Wave heights and Characteristics:

https://en.wikipedia.org/wiki/Sea_state.

61. Section 5. Minimum Vessel Characteristics / Contract Requirements Table:

Dynamic Positioning: Two station keeping standards are provided in this section: "within a 150-foot radius of the established position in conditions up to and including winds of 30 knots and sea state 5 (up to

12 feet)" and "within a 60-foot radius of the established position in conditions up to and including winds of

30 knots and sea state 3". Please clarify as these two requirements seem to, at least partially, conflict.

ANSWER: Dynamic positioning systems (DPS) are challenged to maintain vessel position over a geographic reference point, or in relation to another vessel as sea conditions degrade. This requirement provides minimum capability standards (150’ radius and 60’ radius) for vessel DPS performance in

”Slight” and “Rough” sea conditions as defined in the WMO Sea State Code or the wind sea definition of the Douglas Sea Scale (these are identical).

62. Section 5 of the Performance Work Statement, Vessel Characteristics, Vessel Launch and Recovery

System. Please confirm that this system is Contractor furnished. If so the requirements are very generic in nature and would allow for a crane launch. Use of a crane for launching a workboat, while possibly meeting these generic requirements, is a very dangerous operation. Is a crane acceptable or is a davit required or preferred?

ANSWER: The system is Contractor furnished. A crane is acceptable; a davit is not required.

63. The delivery date of 15 June 2021 in San Diego will be challenging. Not knowing the intended date of contract award makes it difficult to determine whether the current schedule can be met. Also, there are multiple unique systems that will need to be installed on this vessel to support the sponsor’s requirements.

Many of those systems have long lead delivery times. Is it possible to extend the delivery schedule of the vessel and, if possible, to provide an intended date of contract award?

ANSWER: Yes, the vessel can be delivered no later than 28 July 2021 for inspection and acceptance. The solicitation has been amended to reflect this. Yes, the estimated date of contract award is 01 May 2021.

However, this is a mere estimate and MSC cannot guarantee award by that date.

64. Please confirm whether or not the vessel will be required to transfer cargo by crane while underway at 8 knots. Also, would MSC please provide a copy of the requirements to certify the crane to meet Navy ordnance handling standards?

ANSWER: The PWS requirement is accurately stated. Navy ordnance handling standards are available on the internet and can be found using Google or other search engines. In short, Crane shall meet the requirements outlined in NSTM Chapter 589, NAVSEA OP 2365 Vol II. And NAVSEA

OP 4:

- CRANES. All shipboard crane operation, maintenance inspection, testing, certification and crane crew qualification requirements shall be in accordance with NSTM S9086-T4-STM-010/CH-589. Cranes shall be used in the power-down modes of regulating load descent.

- Cranes that use only the drop-brake or free-fall method of regulating rate of load descent shall not be used for handling ammunition and explosives.

- Cranes having both power-down and free-fall modes available shall use only the power-down mode and shall have the free-fall capability disable or locked out during such operations.

- Crane hooks shall have safety latches with insulators.

- Cranes shall meet ABS standards.

65. Part XI (a)

Further to question and answer #59, MSC has historically and correctly not applied a preference to VISA carriers to Special Mission RFPs because they do not require commercial sealift capacity and they are not fulfilling sealift transportation requirements. Similarly, MSC does not apply preference to VISA carriers for tanker RFPs even though some tanker owners are VISA participants. As stated in the PWS, MSC is chartering a vessel for logistics experimentation with the Pacific Fleet and not fulfilling USTRANSCOM sealift transportation requirements and therefore the VISA preference should not apply.

ANSWER: MSC has determined that VISA preference is not applicable to this specific contract. PART

XI(a) in Box 75 is amended to remove VISA award preference language.

66. Regarding Contractor-Furnished Workboat: “Estimated tow force required to pull hose is 11,481 lb.ft.”

The units lb.ft. normally apply to work, energy, or torque. Units for force would normally be lbs. Request clarification on quantity and units for tow force (i.e. length divisor to discern required force).

ANSWER: The tow force required to pull hose is 12,000 lbs. and will be amended in Attachment E-PWS in this amendment.

67. Regarding Contractor-Furnished Workboat: Is there a specific reason the workboat length must be at least 35 ft.?

ANSWER: The workboat does not need to be at least 35ft and 35ft requirement will be removed from

Attachment E-PWS in this amendment. However, the workboat must be rated for 10 passengers and equipment including the boat driver and boatswain, and must be able to tow the vessel to the beach.

Attachment E-PWS will be amended in this amendment.

68. Can all mission equipment be secured on deck using chains and chain binders? If not, is Contractor required to provide a means of securing the equipment at its cost? If so, can mission equipment foundation/skid details be provided so that offerors can estimate the cost of providing a means of securing the equipment?

ANSWER: Items 1-23 can be secured using chains and binders, though in some cases ratchet straps may be more convenient. Also note many of the smaller items (Attachment E, Paragraph 5, MISSION

EQIUPMENT #’s 6, 8, 10, 11, 12, 13, 16, 17, 18, and 19) will likely be together inside the JMIC (item 23).

Depending on the final load out we may provide two JMICs.

69. Cadet Training.

1. Part IV requires us to participate in the Cadet Training program. Are these two bunks in addition to the 40 bunk requirement or part of it?

2. If it’s part of the 40 bunks requirement, would these two cadet bunks require a segregated stateroom?

ANSWER: The Cadet Training Clause only applies if the vessel is flagged in the United States and is rated at 10,000 gross tons or higher. No, the 2 cadets are not included in the berthing requirements. Cadet wages, berthing, training, subsistence, and transportation shall be solely the responsibility of the Owner.

The ship owner is responsible for all aspects of any cadets and shall coordinate with the appropriate academy as to the cadet wages, travel, accommodations, etc. The government does not assume responsibility and liability for the cadets as the responsibility and liability default to the owner per 46

U.S.C. § 51307.

DELETE PART X (10): Previous Five Voyage Itineraries:

(10) Previous Five Year Voyage Itineraries. Offerors shall provide a previous voyage itinerary for each proposed vessel.

The itinerary shall include every port visit for the period five (5) years prior to the date of the Request for Proposals (RFP) issuance. Provide ports, dates, and reason for visit. For repair or maintenance periods, include a brief description of the work conducted.

y. CRITICAL SUBMISSION DATA. Offerors shall provide the following:

1. Documentation (e.g., Industrial Security Facilities Database (ISFD), Defense Security Service (DSS) letter, etc.) that

Offeror has an active facilities clearance of at least a SECRET level;

2. Evidence that the Offeror has the right to offer the proposed vessel. Offeror shall certify that it currently owns or is the bareboat or time charterer of the vessel(s). If the offeror is not the owner, offeror shall provide with its proposal a copy of the executed bareboat or time charter agreement with the owner. The bareboat or time charter must contain a period of performance ending no earlier than 5 and 1/2 years after the date of proposal submission. The bareboat or time charter may be contingent on award of the contract pursuant to this solicitation and may be redacted to protect pricing.

AMEND PART XI (a) to be replaced as below:

(a) “The Government will evaluate offers using a Low Price, Technically Acceptable (LPTA) process in accordance with FAR

15.101-2. The critical submission data, technical proposal, and, past performance will be evaluated on an acceptable/unacceptable basis. Technical tradeoffs will not be made, and no additional credit will be given for exceeding the minimum requirements of the solicitation. Award will be made, if at all, to the offeror with the lowest evaluated price proposal whose offer conforms to the solicitation requirements and meets the acceptability standards for all non-price factors (Critical

Submission Data, Technical, and Past Performance) and has Category 1 Domestic Shipyard Usage. If there is no such offeror in

Category 1, then award will be made to the offeror with the lowest evaluated price proposal whose offer conforms to the solicitation requirements and meets the acceptability standards for all non-price factors (Criticial Submission Data, Technical, and Past Performance) with Category 2 Domestic Shipyard Usage. To be eligible for award, an offer must receive an acceptable rating in every non-price factor. An unacceptable rating in any non-price factor will render the entire offer unacceptable.

If 50% or more of the cost of overhaul, repair, and maintenance work of an offeror’s covered vessels (see DFARS 252.247-

7026(a)) has been conducted within a U.S. shipyard (during the period covering the current calendar year, up to the date of proposal submission, and the preceding four calendar years), the offeror is in “Category 1.” All other offerors are in “Category

2.”

The Government intends to award without discussions. However, pursuant to FAR 52.215-1(f) (4), the Government reserves the right to conduct discussions.

In selecting the lowest price technically acceptable offer, the following factors will be considered:

Factor 1: Critical Submission Data

Factor 2: Technical

Factor 3: Past Performance

Factor 4: Price
