Questions and Answers MSC Diesel Engine Solicitation
N32205-21-R-4105
Q1 As part of Item 2.2 “Systems for which services and parts will be provided include:” does this include all the Original Equipment Manufacturer (OEM) engine types on the T-AO oilers? If yes, please include S.E.M.T PIELSTICK PC 4.2 engine type found on the T-AO-187, T- AO-188, and T-AO-189. Please note that solicitation only shows the Colt-Pielstick PC4.2 diesel engine type, which are on the T-AO-193 to T-AO-294 oilers. (For clarification note S.E.M.T PIELSTICK Model PC 4.2 Diesel Engines S/N 0007063 and S/N 0007064 are onboard the USNS KAISER T-AO-187, not Colt-Pielstick PC4.2).
A1 Yes, please see revised Performance Work Statement (PWS) that now includes S.E.M.T PIELSTICK PC 4.2. (Section 2.2)

A2 Yes, please see revised PWS that now includes Turbocharges listed above. (Section 2.2)
Q3 As part of Item 2.2 “OEM parts which are not pre-priced on the rate table may be purchased and negotiated at the order level” does MSC wish to include the 48/60CR parts?
A3 Yes, MSC plans to include the 48/60CR parts. Please provide this information on the tab entitled “Additional Parts Not Listed.”
Q4 Potential offeror requests a timeline to be established for initial awarding of all orders.
A4 MSC will develop ordering procedures for any contract resulting from this solicitation, which will incorporate the above requested information.
Q5 Potential offeror requests clarification of what events require a two (2) hour notification.
Potential Offeror believes the intent of paragraph 9.2 is for major components and major internal engine damage and does not include minor components and/or parts. Please provide a list of components that require a two (2) hour notification. Additionally please clarify the type of notification, Condition Found Report (CFR) or other form i.e., email or phone call.
A5 See revised PWS. (Section 9.2)
Q6 MSC has provided three different time periods for the final report. One (1) day handwritten, seven (7) day final report and thirty day final report. Please clarify.

Q7 Please provide or provide access to MSC Security Awareness Memorandum 05-18 and an avenue to access updated revisions.
A7 Copy of MSC Security Awareness Memorandum 05-18 may be obtained by requesting on from the Contract Specialist for this procurement by emailing christina.mccloud@navy.mil
Q8 Past orders have not overtly identified the Contracting Officer’s Representative (COR). Who will be the COR for orders issued on the resulting contract, and will that person be prominently identified and also be the main point of contact through execution?
A8 The COR will be identified at contract award and be the main POC throughout IDIQ execution.
Individual CORs may be appointed at the order level at the Government’s discretion.
Q9 What is the anticipated timeline for MSC to respond to change orders and to provide funding for any growth work to prevent delays in parts ordering and labor on orders issued on the resulting contract?
A9 MSC will develop ordering procedures for any contract resulting from this solicitation, which will incorporate the above requested information.
