Q1 Please provide clarification that the Government is looking for past performance in-progress or completed within the last five years.

A1 For this requirement, the Government will consider “recent” to be within the last FIVE (5) years.

Q2 The rate table shows a total estimated hours per year of 164,597 hours, approximately 87 people. This is well over the amount on the incumbent contract. Is this really the

Government's estimate for total annual hours on this contract?

A2 Yes. This is the Government’s estimate for total annual hours on this contract.

Q3 Should Sample Task # 3 address both sections separately or is the intent to combine both

Scope of Work Items under one Sample Task Response?

A3 Offerors should address both sections under one sample task (#3) response. These two (2) sections are related, with the intent to develop a plan to extend the life of a vessel. Section 1 will pull recommendations for configuration changes (TransAlts) and Section 2 identifies a timeline for obsolescence and identifies risk.

Q4 In lieu of the PMP certification may a BS in Engineering combined with over 40 years marine engineering experience, 40 years’ experience working with MSC and MARAD vessels and 20 years as a MARAD Division Operations Manager interfacing with MSC ships, missions and procedures be acceptable. This combination is far in excess of the PMP certification standards.

A4 The Government’s personnel qualification requirements remain unchanged. No substitutions will be accepted.

Q5 The labor categories in Exhibit A do not match the labor categories and key personnel called out in the Sample Tasks. Is it the Government's intent to use separate labor categories for the sample tasks?

A5 Disregard key personnel in paragraph 11 of Sample Task 2. If the offeror needs MSC to draw corollaries between Sample Task 2’s key personnel and the Exhibit A they are as follows:

1. Program Manager = Project Manager

2. “Lead” Engineers = Sr. Engineer

3. QA Engineer = Engineer

Q6 Is Attachment 4 supposed to be inserted into Volume 2: Past Performance or are three separate Attachment 4s supposed to be submitted in addition to Volume 2? If it is the latter, what specifically is required in Volume 2 that isn't in the Attachment 4?

A6 Offerors have up to 4 pages for each “Attachment 4” (x 3 = 12 pages max for volume 2). Block 12 on the form is your opportunity to explain in length. Max for each attachment 4 is 4 pages for a total volume 2 page limit NTE 12 pages.

Task 3.8.1.b Lifeboat/Davit Removals.
