Q1 Solicitation N32205-20-R-4130 Amendment 13 contains the following change:

(e) Exhibit A - Rate Table represents the Government’s estimate of labor hours, labor categories, and parts required for the subject requirement. This is not a labor hour or level of effort type contract and this estimate is provided to help the Offeror price their proposal. The Offeror may propose different labor categories, parts, and/or quantities of either; however, the Offeror shall clearly indicate its proposed differences and provide supporting written rationale.

Since “the offeror may propose different labor categories, parts, and/or quantities of either,” please confirm that an offeror that intends to only support a subset of the requested parts and services would have a compliant proposal.

A1 The intent of Amendment 0013 was to change the Rate Table to allow potential offerors to submit the labor categories and parts which they see fit to fulfill the Government’s requirement, as the offeror submitting the proposal is able. The Rate Table tab titled “Government Estimated Parts” is solely provided as an estimate of what the Government believe may be required throughout the life of the resulting contract. However, offerors are not required to provide pricing for all parts listed on this tab, and may also provide parts that differ from what has been estimated by the Government.

As stated in 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) in the subject solicitation, “Due to the limited source nature of this requirement and in accordance with FAR

15.002(a), the Request for Proposal (RFP) for this requirement has been tailored to remove unnecessary information and requirements such as evaluation criteria and voluminous proposal preparation instructions. Because of the OEM limited source nature of this requirement, there will not be an evaluation of technical proposals. Accordingly, an offeror’s Rate Table will not be evaluated for technical acceptability.

Q2 Regarding partial bid, we have been discussing some of the concerns surrounding a partial submittal to this solicitation. Our concern is regarding contesting the award if another vendor submits a full bid but loses out to multiple partials or vice versa.

We would like to request a letter attached to this solicitation noting that partial bids are acceptable. Is this something that could be attached to your RFQ?”

A2 No. A letter noting that partial bids are acceptable is not required or applicable to the nature of this solicitation. As stated in 52.212-2, EVALUATION--COMMERCIAL ITEMS (OCT 2014), “The

Government reserves the right to award only a single contract as a result of the solicitation if it is in the best interest of the Government; however, it is the Governments intent to award a contract to all eligible offerors who submit an offer that is fair and reasonable with an acceptable Small

Business Subcontracting Plan or Commercial Plan.”
