About this file
This justification and approval document outlines a sole source contract modification for lodging services in support of ship repair for the USNS ARTIC. The contractor, Mother Daughter Contracting Services, LLC, will provide single occupancy extended stay hotel rooms for 74 Military Sealift Command Civil Service Mariners assigned to the vessel from June 27 to July 7, 2020 at a rate of $00,000.00 per room night for a total of $00,000. An unusual and compelling urgency is cited to justify limiting competition due to the need to avoid unacceptable delays and ensure continuous lodging for mariners during repair work. Market research confirmed the incumbent's rates remain fair and reasonable. The requirement is not expected to exceed the listed end date, and future needs will be competed openly.

J&A No. N102-20-P-0265
JUSTIFICATION AND APPROVAL (J&A)
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity:
Department of the Navy, Military Sealift Command (MSC), Norfolk.
2. Description of the Action Being Approved:
This contract action is for the modification of an existing contract on a sole source basis to Mother
Daughter Contracting Services, LLC, to add and fund Option Period Four in support of ship repair services for the USNS ARTIC.
3. Description of the Supplies/Services:
The contractor shall provide single occupancy extended stay hotel rooms for MSC Civil Service
Mariners (CIVMAR), assigned to the USNS ARTIC during the vessel’s repair period in Charleston, SC. The contractor shall provide lodging for USNS ARTIC during Option Period Four.
Description of work: Add and fund USNS ARTIC CIVMAR Lodging requirements, Charleston, SC Option 4. 74 rooms X 11 nights = 814 room nights. 27 Jun – 7 Jul / 8 Jul 2020 checkout. 814 room nights X 00000.00 room rate = $00,000.00. PR N62381000000 applies.
4. Statutory Authority Permitting Other Than Full and Open Competition:
FAR 6.302-2 – Unusual and compelling urgency.
5. Rationale Justifying Use of Cited Statutory Authority:
In accordance with FAR 6.302-2(a)(2), full and open competition need not be provided for when services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. This requirement supports the use of the authority cited in 10 U.S.C. 2304 (c)(2) and (3) because only Mother Daughter Contracting
Services, LLC can perform the services described herein within the required timeframe. Re-competing this requirement would result in unacceptable delays involved with the solicitation, evaluation and award of a new requirement. Furthermore, a new contract could require the USNS
ARTIC CIVMARs to move from the existing lodging facility to another lodging facility.
6. Description of Efforts Made to Solicit Offers from as Many Potential Sources as Practicable:
The Contracting Officer intends to post a redacted copy of this J&A for this proposed contract action on the Beta.SAM website in accordance with FAR 5.203(a). Market research was conducted to confirm that prices under the current contract are still considered fair and reasonable and that it would be unlikely that MSC would obtain a better rate as a result of re-competing this requirement.
7. Determination of Fair and Reasonable Cost:
In accordance with 6.303-2(a)(7), the Contracting Officer has determined that the anticipated cost to the Government of the services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition:
It is expected that the requirements described herein will not exceed the 8 July 2020 end date for
Option Period Four. Future lodging requirements will continue to be competed in accordance with agency procedures.
