1.0 ABSTRACT

1.1 This work item describes the requirements to conduct the Annual inspection, Test

& Certification of the ships deck cranes.

4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICE:

4.1 Government Furnished Equipment: None

4.2 Government Furnished Material:

4.2.1 All lubricants with the exception of the cable grease will be provided by the ship.

4.2.2 Miscellaneous coating required for touchups will be provided by the ship.

4.3 Government Furnished Services: None

5.0 NOTES

5.1 The contractor and all subcontractors, regardless of tier must consult the General

Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s.

5.2 The contractor and all subcontractors regardless of tier are advised to review all other work items under this contract to determine their effect on the work required under this work item. Many of the definitions relating to performance of this work item are found in Work Item 001.

5.3 Definitions:

5.3.1 Offshore Cranes: a lifting appliances mounted on a vessel, used for lifting and moving cargo, equipment, supplies and other loads under the environmental conditions while the vessel is at open sea and/or when there may be motion relative to the other vessel during crane operations.

5.3.2 Shipboard Cranes: lifting appliances mounted on surface-type vessels, used for lifting and moving loads of less than 160 tf (1570 kN, 352800 lbf) such as cargo, containers, equipment and other loads; or for handling hoses, while the vessel is within a harbor or sheltered area under mild environmental conditions.

5.4 Per ref 2.1.1, 2-7/9 and Enclosure 2.2.1, Rocking Tests, in accordance with the bearing manufacturer’s instructions, are to be taken every six months. The results of these tests are to be recorded in the Register of Lifting Appliances for review by the attending ABS surveyor at each annual survey.

6.0 NOT USED

7.0 STATEMENT OF WORK REQUIRED

7.1 Remove and replace all interferences, rig and unrig, stage and unstage, make all disassemblies and subsequent reassemblies. Provide and operate equipment, and supply all services and assistance to accomplish the thorough examination, maintenance & testing of the ships deck cranes in accordance with ABS & USCG requirements.

7.2 With assistance from the Chief Engineer tag out the systems for inspection to avoid damage or injury during the course of this work item.

7.3 Coordinate the inspection & testing of equipment with the Chief Engineer to ensure the vessel is aware of system status at all times until the work is completed.

7.4 Conduct the Annual inspections, maintenance & testing of the ships deck cranes

IAW paragraph 3.2.1 or 3.2.2 as applicable in accordance with ref 2.1.1 thru 2.1.5.

7.4.1 Conduct an inspection of the equipment listed in enclosure 2.2.1. The examination shall include:

7.4.1.1 Visual inspection of the entire crane structure for deformation, excessive wear, corrosion, damage or fractures, as necessary.

To include the boom rest. The boom is to be lowered for this examination.

7.4.1.3 Visual inspection and nondestructive testing of crane hooks for fractures.

7.4.1.4 The slewing ring is to be examined for slack bolts, damaged bearings and deformation or fractured weldments (where applicable).

7.4.1.5 Visual external examination and operational test of crane machinery including hydraulics, prime mover, clutches, brakes, clutches, sheaves; hoisting, slewing and luffing machinery.

Check all oil levels and for leaks.

7.4.1.6 Visual inspection of sheaves, rope guides and wire rope including end attachments. The wire rope is not to be used if in any length of ten diameters:

7.4.1.6.1 The total number of visible broken wires exceeds 5

percent of the total number of wires,

7.4.1.6.2 If there is more than one broken wire immediately

adjacent to an end fitting,

7.4.1.6.3 If the broken wires are concentrated in one area or one strand, or

7.4.1.6.4 If the rope shows signs of excessive wear, corrosion, flattening, kinks, separation of the strands or wires, core failures or other defect which renders it unfit for use.

7.4.1.7 Visual inspection of the Operators cab or station, controls, windows, communications, etc...

7.4.1.8 Where the crane is approved for varying capacities, verify that a crane capacity rating chart indicating the maximum SWL are conspicuously posted near the controls and visible to the operator.

7.4.1.9 Immediately report any adverse conditions noted to the

MSCREP. The report is to include photographs for record purposes.

7.4.2 Conduct maintenance on the cranes in accordance with the manufacturers design, installation, maintenance instructions and service bulletins. The maintenance shall include/verify:

7.4.2.1 Adjust, set and test all safety shutdown mechanisms and limit switches.

7.4.2.2 Replace all defective grease fittings. Clear and grease all crane gear component and lubrication points as described in references 2.1.3 through 2.1.5. For items to be disassembled and inspected, grease passages shall be flushed with solvent and proven free flowing prior to reassembly.

7.4.2.3 All winch cables for cranesshall be pressure slushed at the completion of all tests and inspections, use grease Mobilarma

978 (CFM).

7.4.2.4 For Allied Cranes, accomplish the maintenance requirements in

Allied Marine Technical Manuals 2.2.2 through 2.2.5 paragraph 4.3.3. Service Instructions on each crane listed in paragraph 3.1. Maintenance requirementsare to include at a minimum the following:

7.4.2.5 For the Palfinger Crane (USNS Comfort only), accomplish the specifi maintenance requirements in Palfinger HTC Crane

Technical Manual Section 6.12 in addition to a general inspection of each of the items listed above in section 7.4.2 where applicable.

7.4.3 Conduct various tests & examinations of the cranes. Prior to operating any equipment or commencing any work, the Contractor, along with Ship’s

Force, shall inspect all equipment and/or rigging to ensure safe operation.

The testing shall include/verify:

CAUTION: Install barricades and warning signs to prevent access to areas of active testing. Erect and maintain control lines, warning lines, railings or similar barriers to mark the boundaries of the hazard areas.

7.4.3.1 Conduct a general examination of machinery, piping and electrical equipment

7.4.3.2 Conduct a Functional Test including main and auxiliary load hoisting and lowering, boom raising and lowering, slewing

(swinging), safety protective (fail-safe) and limiting devices and load and boom angle or radius indicators.

7.4.3.3 Conduct a Rocking Test, in accordance with the bearing manufacturer's instructions. Provide a written report to the

MSCREP & ABS Surveyor documenting the results.

7.5 Testing is to be coordinated with the MSCREP, ABS, and USCG Surveyors to allow for observation if deemed necessary. Demonstrate current calibration of all test weights & equipment prior to any testing.

7.6 Clean, prime & paint all new & disturbed surfaces to match the surrounding areas.

7.7 Reports

7.7.1 When examination, service & testing reveal any deficiency a condition report is to be submitted to the MSCREP with recommended repair and parts required. Submit three (3) typewritten copies to the MSCREP.

7.7.2 Provide a final service report detailing all cranes & hoists examined, tested

& certified. All certificates are to be signed by the attending Technical

Representative who performed the exam and testing.

7.8 Manufacturer’s Representative

7.8.1 Provide the services of a Contractor recognized as a crane certifying authority to inspect, repair, weight test and recertify the Deck Cranes using reference 2.1.1 thru 2.1.5 for guidance. Qualifications and certificates for the company and field service rep are to be submitted to the

MSCREP for review & approval prior to starting any work. Suggested source:
