QUESTION:
Is the contractor required to accomplish the security requirements of Navsea standard item 009-72 FY-12(CH-2) for only the pier area occupied by the vessel?
ANSWER:
(The current version of the governing NAVSEA Standard Item is 009-72 dated 01 OCT 2017 vice “FY-12” as referenced in this question.)
Yes the contractor is required to accomplish the provisions of the security requirements of 009-72 that apply to the pier occupied by the vessel, but also to immediately adjacent piers and areas as required to establish mandated standoff areas as feasible. (Examples – 3.2.8.4 & 8.c: clear 100ft area in the vicinity of the vessel of all cars and non mission-essential material.)

Is the contractor required to have a Closed Circuit Television system in accordance with Chapter 4 of the Unified Facilities Criteria (UFC) 4-021-02NF?
If so, please provide a copy of Chapter 4 of the Unified Facilities Criteria (UFC) 4-021-02NF.
Additionally, if contractor is required to have a closed circuit television system, is the area covered by the CCTV system only that area occupied by the vessel?
· Yes, a UFC 4-021-02NF compliant CCTV system is required.
· MSC does not maintain a copy of UFC 4-021-02NF but one has been requested from NAVSEA and USFFC for submission to perspective contractors.
· Yes, the area occupied by the vessel is what is mandated to be covered by the CCTV system during 24/7 operations.
(This specific measure was one of the many items assessed during an NCIS Integrated Vulnerability assessment on NFSY dated 18JAN2017. Per the final confidential report posted on SIPRNET the findings were discussed with the NFSY Port Facility Security Officer, Port Director and Port Manager.)

Navsea Standard Item 009-72 Attachment A, 1.(f.) states “The patent number for the original Port Security Barrier…”
A) Is the contractor required to have a "Port Security Barrier" installed for performance of the USNS Zeus availability?
B) If so, is the “Port Security Barrier” required to be a type which is under patent by those organizations identified in subparagraph (f) of Attachment A?
C) C) if a “Port Security Barrier” is not required, is a waterborne security boat patrol required?
· Per the chart on page 8 of NAVSEA SI 009-72 dtd 01OCT2017 as the ZEUS maintains MSC Naval Auxiliary “non-cargo laden” designation a Port Security Barrier (PSB) is not required.
· Preferably a required PSB should be a type which is under patent as identified in subparagraph 1.f of Attachment A, however it is stated that an alternate physical barrier may be used if it is approved by the cognizant numbered fleet commander.
· As the ZEUS maintains MSC Naval Auxiliary “non-cargo laden” designation a PSB is not required, therefore waterborne security boat patrol is also not required as its replacement.

Is it acceptable to provide barges outboard of the vessel with a manned security watch as a security barrier versus providing a waterborne security boat or Port Security Barrier?
· As the ZEUS maintains MSC Naval Auxiliary “non-cargo laden” designation a Port Security Barrier (PSB) and or waterborne security boat patrol is not required. However, buoys, signs, etc should be utilized to designate and identify the waterside areas adjacent to the vessel as restricted. (ref NAVSEA SI 009-72 dtd 01OCT2017 page 8)
